Delivery of new Toyota Passenger Vehicles

Questions and Answers (Q&A)

RPSO has received the following questions (Q), and is hereby providing the following answers (A)

1. Q: Please confirm that as a US company entering the bid, we should be submitting the W-9 with our proposal instead of W-14. W-14 is for foreign entities, which we are not.

A: If the vendor is an US company, submission of Form W-9 with the proposal/quote is not required. Nonetheless, the government may request submission of form W-9 after award if necessary.

As per FAR clause 52.229-12 and provision 52.229-11, all foreign companies shall submit Form W-14 with their quote and/or proposal.

All vendors shall complete all representations and certifications part of the solicitation as instructed in subsection III.2.

2. Q: Are all vehicles expected to be delivered at the same time, or a staggered delivery plan with the help of the end-user may be developed?

A: The Government has no objection to staggered delivery as long as the final vehicle arrives before October 1, 2021; at the delivery address indicated in section I, subsection 3

3. Q: Due to inventory at hand in the country, sometimes there is a limitation on the listed features. I hope this would not be cause a problem. For example, the four vehicles needed may not be of the same color.

A: As indicated in the statement of work, the government is requesting the cars to be white or silver metallic. However, if white color is not available, the government is willing to accept Silver, or any other light color.

As indicated in section IV, subsection IV.3, if colors silver metallic and white are not available, the offeror shall provide the available color scheme, then the

U.S. Government will select the color scheme.

The vendor shall also give up a list of those options that are not available according to the requirements of the statement of work and indicate what is available.

4. Q: if the vendor is international (located outside Pakistan), will the government assist with customs clearance and Import procedures of the vehicle?

A: Vendor shall be responsible for all import documentation, customs clearance and for obtaining all documents required. Because of import restrictions placed on diplomatic entities in Pakistan, the U.S. Embassy Islamabad is not able to assist in the importation/customs clearance process whatsoever. The vehicles must be delivered to the U.S. Embassy in Islamabad.
