APPENDIX “A” TO SOLICITATON NO. 19GE5020R0050: STATEMENT OF WORK
Introduction
The International Narcotics and Law Enforcement (INL) Section of the U.S. Embassy Tbilisi, Georgia has provided security sector reform and rule of law development assistance to the
Government of Georgia (GOG) for more than a decade. This multi-year program provided assistance in the areas of academy training development, in-service and advanced training, forensic laboratory development, investigative training, and basic crowd management training programs.
In 2010, 2013, 2015 and again in 2018, INL Tbilisi provided basic crowd management training for the Ministry of Internal Affairs Special Tasks Department. During the training in 2010, 2013 and 2015 programs, INL-Tbilisi provided train-the-trainer courses, crowd management evidence collection training, and senior level crowd management training for the
GOG. During both trainings a total of fifty (50) GOG Ministry of Internal Affairs personnel were identified and trained as instructors. In 2015 these GOG Instructors were evaluated and supervised while they provided initial instruction to crowd management units of the GOG
Ministry of Internal Affairs. The training of the units and instructors’ courses were provided by a private contractor under contract to U.S. Department of State INL in 2010 and 2013, 2015 and
2018. Two additional retraining sessions were provided in 2016 and 2019 conducted by the
Senior Police Advisor for INL-Tbilisi.
There has been a massive turnover in personnel at the Special Tasks Department since 2015 and most of the personnel and supervisors have not attended a formal crowd management training. Currently, less than 20 instructors from the 2015 class remain at Special
Tasks; while none of the leadership of the unit have attended or witnessed a class.
Scope of Work
The intent of this contract is to provide training for additional instructors, command staff and line unit officers for the Ministry of Internal Affairs; as well as, refresher training for the GOG
Ministry of Internal Affairs crowd management instructors. The offeror will be required to provide training for instructors; provide command level training; media training; evidence recovery training; and use of less lethal munitions training. The offeror will then be required to monitor the subsequent training provided by the GOG instructors to GOG law enforcement to ensure the crowd management training is professionally based on the best law enforcement practices and human rights. The instructors to be retrained are personnel from various sections of the GOG Ministry of Internal Affairs to include the Center for Special Operations, Special
Tasks Department, Patrol Police, Neighborhood Police, Criminal Investigation Police, their associative commanders and senior level managers of the Ministry of Internal Affairs.
IMPORTANT NOTE: This training must take place before August 1, 2020.
The courses and services requested under this contract should include the following:
1. Crowd Management Instructor Retraining (five days for 20 students – this course to be a precursor to the training of new instructors);
2. Crowd management Supervision (Five days for 25 – to run concurrent with the
Instructor Retraining Course);
3. Less Lethal Force Options (Five days for 25 students - to run subsequent to the
Supervision Course);
4. Crowd Management Instructor Training (ten days for 25 students);
5. Crowd Management Media Relations Course (five days for 25 students – to run concurrent with the ten-day instructor training course);
6. Crowd Management Arrest Team Training (five days for 25 students – to run concurrent with the final week of crowd management instructor training); and,
7. Monitoring of instruction during a series of practical drills provided to GOG
Ministry of Internal Affairs personnel by GOG MoIA Instructors (four days for 400 participants).
The classes should be presented in this order; however, this is negotiable depending on availability of instructors.

The Offeror shall provide qualified instructor staff on-site in Tbilisi, Georgia for pre-course site visits and for the duration of the training courses. The Offeror shall propose a program manager who will also function as the lead instructor, to coordinate with the COR, INL program office, and U.S. Embassy Tbilisi, Georgia. The actual quantity of trainers and number of students completing courses, is variable, and will depend on the availability of qualified candidates, student performance, and logistics.
All spoken/orally presented training shall be in English and U.S. Embassy Tbilisi’s INL Section will provide qualified translators for consecutive translation. The U.S. Embassy can translate written material (short student guides, technical data, operations manuals etc.) into Georgian, but the contractor must submit material to the INL COR, located at U.S. Embassy Tbilisi six weeks prior to the training date, or sooner. In addition, INL will produce the printed materials for the contractor, provided the contractor sends all materials to the COR six weeks prior to the training date.
Period of Performance
The courses must be completed before August 1, 2020.
Relationships
The Contractor shall be responsible for project assessment, curriculum development, implementation, and evaluation. The Lead Trainer (who also serves as the Project Manager) and trainers assigned to the project shall receive guidance from the INL Senior Police Advisor and designated COR at U.S. Embassy Tbilisi (INL/Tbilisi). The Contracting Officer’s Representative will work closely with the Contractor to assess, develop, design, implement, and evaluate the training project. The Lead Trainer (PM) and trainers shall make available activity design and budget information to INL/Tbilisi and INL/EA, as requested.
Description
The Contractor shall select the trainers as set forth below. In addition, the replacement of trainers post award must meet the qualifications and must be submitted to the Contracting
Officer’s Representative (COR) to review for the final approval.
Recruitment of Trainers
The Contractor shall be responsible for recruitment of qualified advisor candidates that meet or exceed the minimum qualifications set out below in the “Responsibilities/Qualifications” section. The technical proposal of the Contractor shall include its recruitment and selection process for all staff under this contract, as well as the number of trainers it deems necessary to implement the project. INL reserves the right to review recruitment materials and outreach efforts.
Replacement of Trainers
Among other things, award will be based on the team proposed by the contractor in response to the solicitation. In the event of personnel changes after award, the Contractor shall submit to INL the appropriate candidate résumés and references for review and approval prior to the scheduled replacement. Although the trainers are non-key personnel, INL reserves the right to approve/reject the candidates based on the resume and will provide such approval/rejection within five working days of receipt of the resume. A standard template for résumés
(see Appendix B: “Standard Résumé Template”) shall be completed by Key Personnel and trainer candidates and reviewed by the Contractor prior to submission to INL. If deemed necessary by INL, the Contractor shall submit supporting documentation sufficient to allow INL to conclude that the candidate possesses the qualifications, experience, suitability and training required by this Statement of Work for the position for which he/she is a candidate. The
Contractor shall inform INL at the time of submission of the résumés and references whether a candidate was previously dismissed for cause by a prior contract, or terminated his/her position prior to the completion of any contract. Following INL approval of qualified candidates(s), the
Contractor may begin pre-screening activities.
Pre-screening and Contractor Administrative Duties
The Contractor shall be responsible for securing the necessary visas and administering immunizations (as per CDC recommendations) to its personnel. The Contractor shall determine and conduct all required administrative activities for the trainers.
Pre-screening and contractor administrative costs are part of the firm-fixed contract price.
Travel and Subsistence/Per Diem:
The Contractor shall be responsible for travel cost (i.e. transportation, lodging, meals and incidental costs) for its workforce on this project. If needed, the U.S.
Embassy in Tbilisi, Georgia can assist with hotel reservations
The Contractor shall be reimbursed for reasonable actual travel in accordance with its usual accounting practices consistent with FAR Subpart 31.2; specifically, FAR 31.205-46. Travel must be directly related to and required for performance of this contract, and authorized in advance and in writing by the Contracting Officer's Representative (COR). In no event shall costs associated with employee commuting be reimbursable as a direct cost under this contract.
Travel costs shall not be burdened with any indirect costs unless specifically allowable in accordance with the Contractor's usual accounting practices consistent with FAR Subpart 31.2.
In no event shall travel costs be burdened with fees/profit. The Contractor shall include a breakout of all authorized travel expenses as an attachment to its invoices. Administrative support (coordination of travel arrangements, etc.) will be the responsibility of the Contractor.
When local travel between Contractor employee's regular place of performance and other locations is specifically authorized by the COR, transportation expenses shall be allowable costs under this contract. For the purposes of this clause, local travel means travel within a 50 mile radius of the Contractor employee's regular place of performance and does not include daily commuting or associated costs. Travel shall be performed in accordance with State Department travel regulations. The mode of travel shall be the most advantageous to the Government and must be authorized by the COR prior to commencement of travel. For travel where use of a personal automobile has been specifically authorized by the COR, reimbursement shall be computed on the basis of actual miles traveled from starting point to destination. Other related miscellaneous expenses, such as tolls and parking fees, incurred in the performance of tasks authorized under this contract, will be reimbursed. Car rentals require advance approval by the
COR and will be authorized only when consistent with good business practice. Allowable costs shall not exceed the actual cost of renting a compact automobile (a maximum of one for five
Contractor personnel), unless extenuating circumstances (e.g., excess baggage) require other arrangements and subsequent COR approval is obtained.
The Contractor shall be responsible for providing digital images and video - COR will make the determination, which is acceptable – of training in high liability areas; which include the following: use of force; human rights; investigation of inappropriate force by crowd management personnel; rendering first aid to injured; and arrest techniques. U.S. Embassy / INL Tbilisi will provide digital video cameras and digital still cameras for use during the courses.
WORK PLAN
The Contractor will develop a work plan in consultation with and approved by INL/Tbilisi, in which the Contractor will develop the curriculum and conduct the following classes, including development of scenarios to test training and evaluate performance during the four-day practical skills course:
1. Crowd Management Instructor Retraining (five days);
2. Crowd management Supervision (five days);
3. Less Lethal Force Options (five days);
4. Crowd Management Instructor Training (ten days);
5. Crowd Management Media Relations Course (five days);
6. Crowd Management Arrest Team Training (five days);
7. Monitoring of instruction during a series of practical drills provided to Ministry of
Internal Affairs personnel by GOG MoIA Instructors (four days).

COURSES REQUIRED:
1. CROWD MANAGEMENT INSTRUCTOR RETRAINING: (5 Working Days)
The Offeror’s experts will be responsible for achievement of the following outcomes listed below, including the most important, the reinforcement of tactics, which were introduced and demonstrated during the former public order training. The Offeror must also coordinate with INL Tbilisi, as directed by the COR, to ensure a consistent approach with previous training is maintained.
This will include:
Evaluating and mentoring previously trained local instructors to ensure proper instruction to MoIA units on crowd management techniques.
Teaching, demonstrating and providing guidelines to the instructors about when the use of use of force, including deadly force, is acceptable in crowd management situations using international standards, and generally accepted practices for the use of force.
Teaching, demonstrating and providing planning templates for the instructors on strategic planning and coordination of personnel, equipment, and logistics for mass demonstrations.
Teaching, demonstrating and providing guidelines for instructors on command and control of personnel during crowd management events.
Teaching, demonstrating and providing guidelines for instructors on emergency actions (such as officer injured, arrests, response to deadly force) during crowd events.
Teaching, demonstrating and providing guidelines for instructors on the use of armored vehicles and water cannon during crowd management events.
Teaching, demonstrating and providing guidelines for instructors on providing medical assistance to citizens, demonstrators, and police during crowd management events.
Teaching, demonstrating and providing guidelines for instructors on dealing with mass casualty events that are part of a crowd management event.
Working with instructors develop and manage a full-scale crowd management exercise involving all of the issues noted above.
Deliverable: (Crowd Management Instructor Refresher Training for 25 People)
Retrain the GOG Instructors on the creation of guidance and, during the practical exercises, reinforce for the GOG MoIA Instructors the internationally accepted provisions for the use of force, escalation of force and de-escalation of force during crowd management situations.
Retrain the GOG Instructors on developing a template and, during the practical exercises, reinforce for MoIA the pre-event planning and coordination of personnel, equipment, and logistics for mass demonstrations.
Retrain the GOG Instructors in providing guidelines and, during the practical exercises, reinforce the appropriate command and control of forces during mass crowd events.
Retrain the GOG Instructors by providing guidelines and reinforce during practical exercises police emergency response to arrests, injured officers, and response to deadly force in crowd management events.
Retrain the GOG Instructors by providing guidelines and reinforce during practical exercises the use of armored vehicle and water canon during crowd management events.
Retrain the GOG Instructors by providing guidelines and reinforce during practical exercises the methods for providing medical assistance and dealing with mass casualty events during crowd management events.
Retain the GOG Instructors on the use of arrest teams, use of media and response to active shooter in crowd management situations so these may be trained during the practical exercise.
Reporting Mechanism:
Within ten (10) working days of the completion of the course, the Offeror shall provide to the COR a written report/evaluation of the training providing an overview of the following areas:
Names of students enrolled in the course;
Names of students completing the course;
Names of students not completing the course and a reason for each student’s failure to complete the course (not meeting the 90% attendance rule, behavioral issues, etc.);
Block by block of instruction outline of course as planned and any deviations from planned course material;
Logistical or coordination problems/issues and suggested solutions to issues noted;
Legal or existing agency policy that conflicts with best practices;
Instructor’s assessment of willingness or opposition to implement the material as presented;
Conflicts between instructional material (as presented) and existing policies/practices used by the organization/students;
Conflicts between methods and techniques of crowd management presented in this course and previous trainings provided by US funded or other trainers;
List of current crowd management equipment/practices that does not conform or comply with international human rights standards;
Suggested modifications to existing practices or new policies that should be developed to support internationally accepted best practices, internationally accepted standards of freedom of assembly or human rights requirements; and, Suggested equipment or additional specific training necessary to support the continued development of the unit’s capabilities.
2. CROWD MANAGEMENT SUPERVISION: (5 Working Days)
The Offeror’s experts shall be responsible for achievement of the following outcomes listed below, including the most important, the reinforcement of pre-event planning, training, compliance with internationally accepted standards for use of force and proper supervision of multiple units engaged in crowd management operations. The Offeror must also coordinate with INL Tbilisi, as directed by the COR, to ensure a consistent approach with previous training is maintained.
Teaching, demonstrating and providing guidelines for supervisors about the composition and training of crowd management units.
Teaching, demonstrating and providing guidelines for the use of force in crowd management using international standards, and generally accepted practices for the use of force, escalation and de-escalation of force.
Teaching, demonstrating and providing planning templates for the supervisors on strategic planning and coordination of personnel, equipment, and logistics for mass demonstrations.
Teaching, demonstrating and providing guidelines for supervisors on command and control of personnel during crowd management events.
Teaching, demonstrating and providing guidelines for supervisors on emergency actions (such as officer injured, arrests, response to deadly force) during crowd events.
Teaching, demonstrating and providing guidelines for supervisors on the use of armored vehicles and water cannon during crowd management events.
Teaching, demonstrating and providing guidelines for supervisors on providing medical assistance to citizens, demonstrators, and police during crowd management events.

CROWD MANAGEMENT MEDIA RELATIONS: (5 Working Days) listed below, including the most important, the reinforcement of pre-event planning, training, compliance with internationally accepted standards for use of force and proper supervision of multiple units engaged in crowd management operations. The Offeror must also coordinate with INL Tbilisi, as directed by the COR, to ensure a consistent approach with previous training is maintained.
Teaching, demonstrating and providing guidelines for supervisors about media outreach before, during and after the crowd management event.
Teaching, demonstrating and providing guidelines for proactive media interaction using generally accepted practices.
Teaching, demonstrating and providing media templates for supervisors on constructing the media message, delivery and the importance of consistency of message.
Teaching, demonstrating and providing guidelines for supervisors on effective proactive communication with the media during crowd management events.
Teaching, demonstrating and providing guidelines for supervisor’s proactive media engagement during emergency actions (such as officer injured, arrests, response to deadly force) during crowd events.
Teaching, demonstrating and providing proactive media guidelines messaging and for supervisors on dealing with mass casualty events that are part of a crowd management event.
Working with supervisors on the development of a proactive media engagement policy for the Ministry of Internal Affairs involving all issues noted above.
Teach, demonstrate and provide guidance to Supervisors on the conduct of media interviews for crowd management events.
Deliverable: (Crowd Management Media Training for 25 People)
Train the GOG Supervisors on the creation of guidelines for supervisors about media outreach before, during and after the crowd management event
Train the GOG Supervisors on developing guidelines for media interaction using generally accepted practices.
Train the GOG Supervisors in providing media training for supervisors on constructing the media message, delivery and the importance of consistency of message.
Train the GOG Supervisors by providing proactive media messaging guidelines to use during crowd management response to arrests, injured officers, and response to deadly force.
Train the GOG Supervisors by media proactive guidelines and messaging in the event of the use of armored vehicle and water canon during crowd management events.
Train the GOG Supervisors by providing media guidance for messaging when dealing with mass casualty incidents during crowd management events.
Teach, demonstrate and provide guidance to Supervisors on the conduct of after-action media engagement evaluation and reports to identify areas of concern or improvement in crowd management events.
Within ten (10) working days of the completion of the course, the Offeror will provide to the COR a written report/evaluation of the training providing an overview of the following areas:
Names of students enrolled in the course;
Names of students completing the course;

Teaching, demonstrating and providing guidelines for instructors on emergency actions (such as officer injured, arrests, response to deadly force) during crowd events.
Teaching, demonstrating and providing guidelines for instructors on the use of armored vehicles and water cannon during crowd management events.
Teaching, demonstrating and providing guidelines for instructors on providing medical assistance to citizens, demonstrators, and police during crowd management events.
Teaching, demonstrating and providing guidelines for instructors on dealing with mass casualty events that are part of a crowd management event.
Working with instructors develope and manage a full-scale crowd management exercise involving all of the issues noted above.
Deliverable: (Crowd Management Instructor Training for 25 People)
Train the GOG Instructors on the creation of guidance and, during the practical exercises, reinforce for the GOG MoIA Instructors the internationally accepted provisions for the use of force, escalation and de-escalation of force during crowd management situations.
Train the GOG Instructors on developing a template and, during the practical exercises, reinforce for MoIA the pre-event planning and coordination of personnel, equipment, and logistics for mass demonstrations.
Train the GOG Instructors in providing guidelines and, during the practical exercises, reinforce the appropriate command and control of forces during mass crowd events.
Train the GOG Instructors by providing guidelines and reinforce during practical exercises police emergency response to arrests, injured officers, and response to deadly force in crowd management events.
Train the GOG Instructors by providing guidelines and reinforce during practical exercises the use of armored vehicle and water canon during crowd management events.
Train the GOG Instructors by providing guidelines and reinforce during practical exercises the methods for providing medical assistance and dealing with mass casualty events during crowd management events.
Train the GOG Instructors on the use of arrest teams, use of media and provide to the COR a written report/evaluation of the training providing an overview of the following areas:
Names of students enrolled in the course;
Names of students completing the course;
Names of students not completing the course and a reason for each student’s failure to complete the course (not meeting the 90% attendance rule, behavioral issues, etc.);
Block by block of instruction outline of course as planned and any deviations from planned course material;
Logistical or coordination problems/issues and suggested solutions to issues noted;
Legal or existing agency policy that conflicts with best practices;
Instructor’s assessment of willingness or opposition to implement the material as presented;
Conflicts between instructional material (as presented) and existing policies/practices used by the organization/students;
Conflicts between methods and techniques of crowd management presented in this course and previous trainings provided by US funded or other trainers;
List of current crowd management equipment/practices that does not conform or comply with international human rights standards;
Suggested modifications to existing practices or new policies that should be developed to support internationally accepted best practices, internationally accepted standards of freedom of assembly or human rights requirements; and,
6. CROWD MANAGEMENT ARREST TEAM TRAINING: (5 Working Days)
The Offeror’s experts shall be responsible for the achievement the following outcomes listed below, including the most important, the introduction of tactics for the safe, humane, and effective arrests of individuals within a hostile crowd. The offeror must

Teaching, demonstrating and providing planning guidelines for the initiation and suspension of arrest and mass arrest practices in crowd management events.

Teaching, demonstrating and providing guidelines on on-site custody, transport of arrestees and booking processes for arrestees at custody facilities.

Suggested modifications to existing practices or new policies that should be developed to support internationally accepted best practices, internationally accepted standards of freedom of assembly or human rights requirements; and, Suggested equipment or additional specific training necessary to support the continued development of the unit’s capabilities.
7. CROWD MANAGEMENT PRACTICAL EXERCISE: (4 Working Days)
The Offeror’s experts shall assist the GOG Ministry of Internal Affairs Instructors who will be responsible for the achievement the following outcomes listed below, including the most important, the development and execution of a large-scale practical exercise that will combine all of components of each of the courses listed above. The Offeror must also coordinate with INL Tbilisi, as directed by the COR, to ensure a consistent approach with previous training is maintained.
Working with GOG Instructors develop and manage a full-scale crowd management exercise involving units from the Center for Special Operations, Patrol Police, Neighborhood Police, and Criminal Investigation Police, both personnel and command staff, to test the capability of the MoIA on all of the issues noted above.
Deliverable: (Crowd Management Practical Demonstration for 600 People)
Provide guidelines and assist in the development of standards for the MoIA to judge the capability of their instructional personnel to accomplish the tasks established by the previous training noted above.
Develop and manage a full-scale crowd management exercise that tests the instructor’s capability to ensure compliance with human rights standards and the integration of all tactics discussed above.
provide to the COR a written report/evaluation of the training providing an overview of the following areas:
Names of students enrolled in the course;
Names of students completing the course;
Names of students not completing the course and a reason for each student’s failure to complete the course (not meeting the 90% attendance rule, behavioral issues, etc.);
Block by block of instruction outline of course as planned and any deviations from planned course material;
Logistical or coordination problems/issues and suggested solutions to issues noted;
Legal or existing agency policy that conflicts with best practices;
Instructor’s assessment of willingness or opposition to implement the material as presented;
Conflicts between instructional material (as presented) and existing policies/practices used by the organization/students;
Conflicts between methods and techniques of crowd management presented in this course and previous trainings provided by US funded or other trainers;
List of current crowd management equipment/practices that does not conform or comply with international human rights standards;
Suggested modifications to existing practices or new policies that should be developed to support internationally accepted best practices, internationally accepted standards of freedom of assembly or human rights requirements; and, The Lead Trainer (whom serves as the Project Manager) shall make all project-related decisions in consultation with Contractor headquarters and INL/Tbilisi. The deliverables required to accomplish the goals and objectives of the project are outlined below.
The Embassy will vet all course participants as required by applicable U.S. law. The Contractor must abide by and ensure the full enforcement of Leahy Amendment vetting and restrictions on course participants. No Georgian government employee may participate in any Contractor-provided course or portion of any course, which has not been fully vetted and otherwise cleared for participation, with absolutely no exceptions.
The Contractor should expect delays during the early weeks of project delivery as
INL/Tbilisi must establish the trainee list and vet the GOG instructors.
TIMETABLE / FREQUENCY
The Contractor’s proposal shall comply with the tentative course schedule below. The actual course schedule will be determined in consultation with INL/Tbilisi and the Georgian Police.

2020 TBD Ten Working Days - Crowd Management Instructor Course
2020 TBD Five Working Days - Less Lethal Course (to run concurrent with first week of
Instructor course);
2020 TBD Five Working Days - Arrest Team Training (to run concurrent with second week of Instructor course);
2020 TBD Four Working Day – Crowd Management Exercise (to begin after the completion of the Instructor Course)
Responsibility of U.S. Embassy Tbilisi and the Government of Georgia (GOG)
The GOG will provide participants and coordinate with the U.S. Embassy to make arrangements for the necessary training facilities and all equipment. The contractor will not be responsible for this. The training location(s) will be in/around Tbilisi. Details on exact venue(s) details will be provided to the successful contractor after necessary post-award coordination among all parties.
The GOG will provide all crowd management and associated equipment necessary to support the training program. The Contractor shall propose the adequate/required number of trainers per course and specify what equipment is required to support each training sequence to facilitate coordination between the U.S. Embassy and the GOG.
The U.S. Embassy cannot provide ground transportation to/from the airport and to/from the hotel to the worksite; however, INL Tbilisi will assist in locating a safe and reasonable transportation service. The US Embassy will provide interpreters as needed, translation equipment as needed, computers and presentation equipment as needed, such as laptop computer; LCD data display
(projector); speakers for laptop; white board; white board markers; flip chart; flip chart paper;
permanent magic markers; student note taking materials.
Security
All work will be unclassified and security clearances are not required.
STAFFING
In addition to deploying police trainers, the Contractor shall assign one person for the duration of the project as its Project Manager, who can also be the Lead Trainer. The Project Manager will be designated as key personnel and can be the lead trainer. This project aims to augment current
Georgian crowd management capabilities with outside experience and know-how from other political geographies. Therefore prior police training and work experience in the Republic
Georgia on their own and in the absence of international training and experience shall not be considered as fulfilling the required qualifications for this project. The Contractor shall provide the resume and references for the Project Manager and all other trainers as part of the technical proposal (see Appendix B). If the contractor must remove Key or Non-Key Personnel, it must be in accordance with the personnel clause listed below.
The Contractor shall be responsible for all logistics (travel, lodging, sustenance, etc.) for its personnel. Neither INL nor the U.S. Embassy in Tbilisi will be responsible for direct or indirect support for the travel, lodging, sustenance or any other needs for Contractor personnel. However, the U.S. Embassy in Georgia can assist with hotel reservations for the trainers at a reduced government rate, most likely at the Beaumont Gardens Hotel, where they will also receive two meals per day, thus reducing the per diem amount. The Contractor’s proposal shall state the adequate number of trainers per course and what equipment is required to support each training sequence.
Responsibilities/Qualifications of the Key and Other Personnel:
Key Personnel (Lead Trainer or Project Manager):
The responsibilities of the Lead Trainer (or Project Manager) involve coordinating the administration of the police training activity, ensuring that each trainer can train local police forces in the subject area of Crowd Management.
The Lead Trainer (or Project Manager) shall ensure compliance with all contract requirements, working in close coordination with INL/Tbilisi, especially in interactions involving planning and other managerial issues.
In addition, the Lead Trainer (or Project Manager) shall assess the capability of the curriculum provided by the prior Contractor and correct any deficiencies, as well as determine the feasibility and effectiveness of proposed courses and identify the resources required to implement these courses.
The Lead Trainer/Project Manager will meet the following minimum requirements:
At least five (5) years of policing experience in public order management, preferably in
Europe or Eurasia.
At least three years full-time Operational experience involving all facets of crowd management and training.
Documented experience in the use of armored vehicles and water cannon in crowd management training.
Clear ability to design and deliver training solutions – theoretical and practical based on past experiences of similar trainings.
Has at least five (5) years of experience in a police training position in an international setting, preferably in Europe or Eurasia, in the last nine (9) years.
Holds a police instructor certification/license from a recognized police training institution;
Demonstrates the ability to work effectively in a foreign police environment.
Has coordinated and conducted successful training using simultaneous interpretation.
Has familiarity with international training programs and the requirements of coordinating, assessing, and conducting successful training in an international setting.
Demonstrates excellent interpersonal and communication skills; and, Has proficiency in Microsoft Office Suite.
Has experience in managing projects of this nature and magnitude.
Non-Key Personnel
Each Trainer will meet the following minimum requirements:
At least three (3) years policing experience in public order management, preferably in
Europe or Eurasia.
Operational experience involving all facets of crowd management training; however, instructors in Instructor Training must have at least five (5) years of experience in this field.
