Q&A Combined Synopsis Solicitation Anti Riot Shield Beirut Updated on 05/12/2020
Q1: 1. Please confirm if the shields are required to have a decal? If a decal is required, please confirm the exact phrasing - "POLICE" in English or "القوى السيارة " in Arabic?
A1: Please note that the Shield have to contain the word “القوى السيارة" in Arabic. Not needed in English.
Q2:. Please elaborate on both shield curvature specifications - 80mm thick or +/- 10% and Radius of curvature of 895mm or +/- 10%? How is this measured?
A2: It’s the whole shield with the curve and handle that is 80mm thick, not the polycarbonate. The polycarbonate for SAPL is 4.27mm. For the standard its between 4 and 6.
Q3: Does the shield need to be V50 rated for fragmentation?
A3: Yes it need to be V50 fragmented. The sapl ref 95002 is a shell resistance of 900 joules equivalent for a v50 rated and for thickness it can be between 4 mm and 6 mm.
Q4:Also can we ship to a consolidation point (NJ or FLA) or is it Door to Door?
A4: Shipping needs to be done to the address indicate on the Solicitation.

Q5: Who is the final end user?
A5: The end user is the Internal Security Forces of Lebanon.
Q6: Is it possible to offer products from China?
Q6: FAR clause 52.225-5 applies to this buy, therefore the products must be U.S.-made or designated country end products as defined by said clause.
Q7: Does the handles need to be already assembled on the shields? We think it could save space in the delivery to send the shields without the handles already assembled on it. Could this assembly being take care of the final user?
A7: The shields need to be delivered fully assembled.
