Q11: Please note that the repeater model TS 9200 is a Hytera repeater, which is from The People’s Republic of China. At the same time, applicable clauses to this contract are FAR 52.204-24, FAR 52.204-25 and 52.204-26.
A11:The brand Name Hytera has been removed as preferred brand since his procurement is not permitted according FAR 52.204-24, 52.204-25, 52.204-26.
Q12: Can you please confirm the length/distance between the Panel antennas and the repeater or at least the longest distance expected
A12: As an indication, a typical installation would require a 100-meter length of at least
1/2-inch RF feeder cable. However, according to the technical specifications, the contractor is responsible for the complete installation without any extra charges, even if more cable length is needed. The contractor is as well responsible for providing all needed cables, accessories, couplers, splitters, connectors, mounting brackets, etc. for the complete installation process.
Q13: Is the power source expected to be AC or DC? Do you expect the power source through
UPS or direct from DP?
A13: The repeaters shall be able to be fed in AC 220V and DC 48V.
Q14: Repeaters Install Location: Should we design for Repeaters to be installed inside a room or will the repeaters be installed on a pole or tower mounted outside the building?
A14: The repeaters shall be installed indoor.
Q15: What is the required area size in (meter of kilometers/miles) which needs to be covered by each repeater or at least the largest area size requiring coverage?
A15: The repeaters are required to cover some target areas as tunnels and roads where the base stations coverage is missing. Anyhow, the repeaters and antennas shall comply with the required technical specifications and no coverage study is required.
Q16: Do you expect to have the 5 Repeaters linked to the same base station or would the repeaters be linked to different base stations
A16: The 5 repeaters shall be linked to different base stations.
Q17: We usually deploy COMMSCOPE Repeaters (Node A+ Public Safety mode, brochure attached), since they are American made. However, in this case we noticed the
COMMSCOPE repeater doesn't fully meet the parameters/requirements you provided. We like to fully comply with the requirements, can you please confirm if the deviations are accepted? If not we will propose different brands to make sure we are in full compliance.
Node A+ Repeater Deviations from requirements:
- 3- Node A+ repeater Gain is 85 dB ,Max UL power is 24 dBm & DL is 36 dBm
- 4-Operating temperature range is -33 to +50
- 5-Remote Monitoring Port is M12 or RJ45
- 6-Battery Backup Unit will keep the Node A+ running enough >10 Minutes to allow alarm being sent to OMC ,except that you can manage external battery from 3rd party
**Isolation should be guaranteed to avoid Repeater oscillation as Per ETSI requirements:
Isolation = Gain + 15
A17: The repeaters and antennas shall comply with the required technical specifications.
The contractor shall be responsible for providing the installation and commissioning process that guarantees the needed isolation.
Q18: Do you already have these Hytera Radios and Sepura Base Stations?
A18: Yes we already have Hytera Radios and Sepura Base Stations.
Q19 Are all the existing Base Stations (Hytera and Sepura) operating independently?
A19: The answer to this question does not affect the offeror's price proposal. The required repeaters shall be able to cover some target areas where the coverage is missing. The repeater's function is to repeat the signal without encoding or decoding from the base station to mobiles and portables and vice versa.
Q20: Is the need for interoperability between our proposed Base Station, Hytera Radios and
Sepura Base Station a mandatory requirement considering that this is a new installation as clarified?
A20: The required repeaters are a new installation. The interoperability between them and the existing Hytera Radios and Sepura Base Stations is a mandatory requirement.
Q21: Would you be open to us proposing an independent network that would serve the
Hytera radios with limitations, but not connect to the Sepura Base Station?
A21: No, this is not applicable.
Q22: Would you be open to us also providing Handhelds and Mobiles of a similar brand to the proposed Base Station that will not have any limitations at all?
A22: No, this is not applicable.
Q23:If so, would you be able to give us quantities and desired features?
A23:Not applicable.
Q23: If interoperability between our proposed Base Station, Hytera Radios and Sepura Base
Station is mandatory, are you open to the limitations that will present themselves?
A23: The offeror is required to meet the specifications with no limitations.
Q24:What is the existing setup like?
A24: The answer to this question does not affect the offeror's price proposal.
Q25: How many Hytera Base Station, Hytera Handhelds, Hytera Mobile, Sepura Base
Stations, Sepura Handhelds and Sepura Mobiles (if any)? Kindly let us have as much information as possible about the existing setup.
A25: The answer to this question does not affect the offeror's price proposal.
Q26:What features do you have and wish to retain throughout even with the new installation?
A26: All the features of the current Tetra system shall be retained.
Q27: We highly recommend and advise to have the same brand throughout from the Base
Stations to the Radios. We could assist in replacing and unifying the entire network under one brand. If we could provide a Buy Back Program for your existing setup, would you explore changing your entire network to one brand adhering to the FAR 52.204-24, 52.204-
25, 52.204-26 and Buy American Act?
The offeror is required to meet the specifications. No additions or other options are required.
Q28: Would you be open to a Conference Call to discuss this in more detail?
A28: The offeror is required to meet the specified descriptions. No Conference Call will take place.
Q29:If we are to retain this as a new installation as clarified, without need for interoperability, which will be possible with limitation to the Hytera Radios, and not recommended to the Sepura Base Station, the setup would be simpler and without risk. We would just need to know the Handhelds and Portable quantities, features and accessories to add on to the new installation.
A29: Not applicable.
Q30: Installation is required with all needed rack, cables, and accessories. Is this included ? – if yes what size rack, type and length of cable and advise what all accessories is incl. - We have not included any passive equipment such as cable, connectors, splitter etc. Our Tetra
BDA is wall mount unit and we don’t require any cabinet or rack. If client is insisting for rack, we can quote with rack.
A30: The repeater's rack is included. Refer to Q/A 12 for the type and length of cable. It is up to the offeror to use the required accessories depending on the proposed brand in order to provide a full and operational system according to the specifications requirements.
