About this file

This is a pre-proposal conference minutes document for an MSG Cook Services Contract at the U.S. Embassy Libreville, held on January 15, 2026, with minutes dated January 27, 2026. Six companies participated in the conference, which included a briefing and kitchen facility visit at the Marine Security Guard Residence (MSGR). The contract requires contractors to prepare meals onsite in the MSGR kitchen for a maximum of eight Marines, with emphasis on food quality, variety, dietary accommodations, and service excellence. Contractors must develop a 14-day menu cycle offering diverse meal selections that account for acceptability ratings, food availability, preparation limitations, and operational costs, while providing suitable daily vegetarian options and accommodating special meals (e.g., Mexican night, Italian supper, Asian stir-fry). Special meals may be prepared in advance and stored according to food safety standards, with temperature control exceptions permitted when stored meals cannot be maintained at appropriate serving temperatures. The contractor is not responsible for trash removal beyond placing it in designated Embassy bins, and overtime work is not required.

Offers must be submitted in two distinct volumes: a Price Offer (completing pricing tables in Section 1, filling in SF-1449 form blocks 12, 17, 19-24, and 30, and obtaining a DBA Insurance quote without purchase) and a Technical Offer (following Section 3 technical proposal criteria, completing Section 5 Representations and Certifications or attaching SAM registration page, and providing proof of SAM registration or FAR 52.204-90/91 alternate documentation). Vendors must demonstrate legal business status in Gabon, sufficient financial resources, and possession of mandatory local certificates including CNSS and CNAMGS attestations, non-bankruptcy certification, tax certificate, business registration, and sanitary certifications (Agrément sanitaire AGASA). SAM registration is mandatory and must be completed prior to offer submission per FAR 4.1102. Evaluation will be based on compliance review, technical acceptability, price analysis, and determination of responsibility. Additional questions were permitted until Friday, January 23, at 1300 local time, with eight questions and answers clarified during the conference regarding service size, menu requirements, administrative documentation, and onsite meal preparation.
