Technical US Embassy Libreville Additional Clarification & Information
• Please kindly follow security best practices on-site, considering that the work will take place in a residential community area. Safety is a top priority.
• Temporary barrier and gate will be required during the construction phase and to be located on the roadside.
• Since civil works are included in the project, if there is a need to restrict vehicular traffic for any reason, 48 hours notification will be required in advance.
• Equipment/material storage will be coordinated with the U.S. Embassy team. However, the vendor must plan accordingly, as storing large quantities of minerals or high volumes of equipment/materials on-site will not be possible.
• Field coordination will be required with the COR while expanding the road and consideration to be given to 40 feet container and trailer accessibility as well as smooth turn to exit and access front townhouses.

A brief summary of the commercial and administrative requierement have been provided, and technical clarification and question phase had been initiated throughout that part of the meeting.
Commercial/Administrative US Embassy Libreville Additional Clarification & Information
• Since this is a construction project on government-owned property, obtaining DBA insurance is mandatory. Vendors must contact a DBA insurance provider, obtain pricing, and include it as a separate quotation in their commercial offer. This ensures that DBA insurance is not considered in the commercial analysis between vendors.
• To be eligible for this tender and to be shortlisted for a potential contract award, vendors must have an active SAM registration status at the time of the award.
• Advance payments are not allowed for this project. Payment terms are net-30, payable after the completion and acceptance of the work and the submission of a proper invoice to our Finance
Department.
• Please ensure that all necessary details are included in both the technical and commercial offers.
There should be no missing information, as nothing will be interpreted on behalf of the vendor during the technical and commercial analysis. The submitted offer will be considered final unless the U.S. Embassy Libreville requests amendments as part of the negotiation phase.
