Questions and Answers for RFQ 19FS1A18Q0032:

1. Can the government confirm whether or not vendors are to include costing to support the delivery of the first course (initial delivery) to help oversee the use of the developed scenario for the first time? If “yes” to the first question above, will vendors support the initial course where the scenario is used during both the Preventing Genocide and Mass Atrocities through Multilateral Diplomacy (PP230) course and Promoting Human Rights and Democracy (PP530) course, or just one of these two courses?

A: Yes, vendors are expected to oversee the initial delivery of the course during a beta test held at FSI and during the first time it is used in a live class. The possible dates for the first use in class are in PP230 held July 1-2, 2019, or PP530 held January 28 – February 1, 2019.

2. Are attendees for the two courses solely from DOS or will inter-agency attendees be participating?

A: Participants are primarily DOS, both Foreign Service and Civil Service. A small number of participants come from other agencies, primarily USAID and Department of Defense.

3. Are 501(c)3 nonprofits eligible to apply?

A: This RFQ is 100% set-side requirement for small business. Offeror must be registered in the System for Award Management (SAM) to be considered for award.

4. Can you clarify the format for quotes (i.e. page limit, required items, allowable attachments)?

A: Please complete the price matrix in Part I of the RFQ. Any attachments shall be a response in accordance with Part II. Please limit your overall page limit to no more than 10 pages.

5. Can FSI provide a venue for filming the simulation newscasts?

A: No, FSI cannot provide a venue.

6. Is the expectation that participants would be on a closed-network computing system for delivering injects via e mail/SMS/social media? If so, is one already set up at FSI that can be used?

A: No, FSI does not have a closed network suitable for delivering this material. The expectation is that students will be in groups and can watch videos on a projector in the classroom. The content for other types of injects, such as email, social media, or SMS messages should be formatted to appear authentic and may be handed out in paper form to the groups at pre-determined times by the FSI course facilitators. Electronic distribution of this material is possible through FSI provided laptops or mobile devices given to each group and using FSI’s public wireless network, but would have to be done through a publicly accessible, but password protected, internet system separate from any of FSI’s closed networks.

7. Where/when will answers to these and other offerers' questions be posted?

A: There will be an amendment to RFQ 19FS1A18Q00332 consisting of all questions and answers on FBO.gov. If

File details come from the government source that posted it.
