About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Contracts Office A-M8 at the American Embassy in Paris for solicitation 19FR6326Q0102.
The amendment extends the bid submission deadline to September 11, 2026 at 7:00 P.M. local time and addresses questions raised during a site visit regarding electric vehicle charging station installation and maintenance services. The contract requires removal of existing charging stations, supply and installation of six charging stations with rental services, monthly subscription services, yearly preventive maintenance, and optional additional RFID cards on demand. The contract structure specifies one base year plus four one-year options, with all pricing in Euros excluding VAT (20% VAT applied). The amendment updates page 5 of the RFQ to clarify the contract term and adds FAR clauses 52.217-8 (Option to Extend Services) and 52.217-9 (Option to Extend the Term of the Contract) to page 21, establishing that the total contract duration including option exercises shall not exceed five years. Key responses to contractor questions confirm that the IRVE electrical panel must be installed in the TGBT room, wall-mounted charging stations are acceptable only if dual-port capable, and each charging point requires a Type E domestic outlet as specified in technical standards NF C61-314 and NF EN 621196-2. The government does not have dimensioned drawings available for cable distance calculations.

Q&A – QUESTIONS AND ANSWERS
1. Is it possible to install the IRVE electrical panel into the high-voltage room in the basement instead of the TGBT room ? No, because you must be cerƟfied to work with high voltage to enter the high-voltage room. The electrical panel shall be installed in the TGBT room.

4. Cany ou confirm that a simple electrical outlet is required to be added to each of the charging staƟon ? Yes, this requirement is on page 4 of the SOW, (Deliver three-phase 22Kva electricity, with 2 simultaneous charging points.
