This is Amendment 0003 to RFQ 19FR6326Q0055, issued by the Department of State's American Embassy in Paris on March 13, 2026, with an effective date of March 13, 2026. The amendment updates the scope of work and provides a revised pricing schedule for the replacement of an air-conditioning system in a U.S. Government residence located in the 16th arrondissement of Paris, France.

The project requires removal of existing AC equipment and installation of a complete new system comprising two Mitsubishi condenser units (PUHY-P300YNW-A2 with pairing kit CMY-Y100VBK3R1) and eleven indoor evaporator units distributed across four floors: three units on the second floor (including models PKFY-P40VLM-ER1 and PKFY-P32VLM-ER1), three on the first floor (PKFY-P50VLM-ER1, PKFY-P40VLM-ER1, and PKFY-P32VLM-ER1), three on the ground floor (PFFY-P63VCM-E), and two in the basement (PKFY-P32VLM-ER1). The contractor must conduct acoustic studies before and after installation to ensure noise levels remain below 30 decibels, install adjustable diffusion grids in dining and living areas, provide new refrigerant and electrical lines following existing paths, install acoustic panels and sound traps, furnish wired remotes for each unit plus a centralized basement remote, and perform system commissioning. Additional requirements include providing a Safety and Health Protection Plan, electrical certifications per technician, a resource-loaded work schedule, and employee identification for visitor roster approval. The contractor must begin work within 30 calendar days of award and complete all work within 25 calendar days of start date. A one-year warranty covering parts and labor with four maintenance visits is required. The pricing schedule includes ten line items (CLINs 001-010) covering removal, site protection, concrete slab installation, acoustic studies, complete AC system supply and installation, acoustic panels, commissioning, site cleaning, personnel training, and warranty maintenance, with pricing in euros excluding and including 10% VAT.
