About this file
This is a Standard Form 30 (SF-30) Amendment of Solicitation for mobile phone services issued by the U.S. Department of State's American Embassy in Paris (Solicitation 19FR6325Q0005). Amendment 0001, dated April 1, 2025, updates two key sections of the original solicitation: Section 1, Block 20 (1.9 Detailed Billing) and Section 3, A.3 (7)(f). The amendment requires the contractor to provide a detailed monthly billing breakdown, including a summary invoice, cost per line, communication details, and specific line-item information. The amendment also modifies the roaming agreements requirement, mandating that the offeror provide a statement about worldwide roaming agreements and a list of countries not covered.
The solicitation remains unchanged with the submission deadline set for 16:00 on April 14, 2025. The mobile phone services contract is for the U.S. Mission to France, with an anticipated performance period of one base year and four option years. Offerors must submit comprehensive documentation, including insurance certificates, employment tax regularity certificates, and contractor registration with ARCEP (the French telecommunications regulator). The government will evaluate offers based on past performance, management effectiveness, business integrity, and the ability to provide necessary personnel, equipment, and financial resources to perform the required services.
