• Laboratory report for all chemicals (oil, coolant or fuel analysis) shall be submitted to the COR within 30 days from date of service.
Maintenance Interval Schedule
The purpose of this Statement of Work is to ensure the automatic voltage regulators for this facility are maintained according to manufacturer’s recommendations to ensure the readiness and proper operation of the system.
Annual Schedule:
1. Coordinate site visit service dates with the embassy Facility Manager. Pre-arrange a switch over to maintenance bypass, or static bypass.
2. Open the covers and complete an infrared inspection. Make sure the equipment is at least 40% loaded and has warmed up before doing this inspection. Fix any problems you find after the AVR is deenergized. Don’t do this step if it cannot be done
3. Perform Lock-out/Tag-out of the AVR input power and verify a de-energized and safe working condition prior to accessing internal AVR components. Provide the approved Lock-out/Tag-out
SOP noting power isolation points and isolation steps in the final report.
4. Perform interior and exterior cleaning of the regulator. Remove panels and clean dust, dirt, and foreign particles.
5. Ensure that all the ventilation fans are functioning correctly.
6. Replace any failing fans using government provided spares.
7. Inspect all connections, components, and internal wiring for signs of overheating or damage.
8. Spot-check a minimum of 20% of all power connections for proper torque, and connection tightness. If any are found to be improperly torqued, check all connections.
9. Check and verify system output voltage adjustments.
10. Check all logic adjustments, meter parameters and settings.
11. Test all AVR alarms and remote alarm panels.
12. Perform all functional tests and calibrate unit.
13. For SVR1 step voltage regulators:
a. The following checks can be made while the regulator is in service. Output voltage should be monitored during the procedure using a voltmeter connected to the control unit’s test terminals.
b. Make sure the regulator is “IN-BAND” and that line droop compensation is set to zero
(Return line droop compensation to the proper setting after completing the checklist).
c. Verify that the voltmeter indicates a voltage within one-half of the bandwidth tolerance.
d. Place the AUTO/MANUAL switch in the “MANUAL” position.
e. Using the RAISE/LOWER switch run the tap changer several steps in either direction, until control panel indicates an out-of-band condition.
f. Return the AUTO/MANUAL switch to the “AUTO” position. After a time delay, the control will automatically return the regulator to an in-band condition.
g. Repeat steps 3 through 5, but in the opposite direction.
h. Check operation of the HI-AMP™ limit switches (located on the either side control position indicator) by attempting to run the regulator beyond the limits set by the switches. The limit switches should stop tap changer operation at the corresponding tap position.
14. For insulating fluid:
a. Withdraw a sample of the insulating fluid using the sampling device located in the drain valve at the bottom of the tank.
b. Measure the dielectric strength of the oil per ASTM D-877. If found to be below 24 kV, the oil should be filtered and retested. Other tests such as “neutralization number,”
“interfacial tension,” and “power factor” are also useful and may be desired by some users.
c. Add oxidation inhibitor (2,6-ditertiary-butylpara-cresol, DBPC) to the insulation fluid at a concentration of 0.2 to 0.3 percent, to replace inhibitor that is naturally depleted over a period of a few years.
15. For oil filled AVR (where applicable)
a. Perform regeneration of AVR oil.
b. Perform oil rigidity test and submit lab test value to COR along with recommendations.
16. For oil filled AVR’s where the oil level in the regulator has been lowered to a level that exposes part or all of the coils to air or the internal assembly has been removed from the tank perform the following procedure:
a. Every container or tote of transformer oil used in the filling process should be visually inspected and tested for water or other possible contaminants before proceeding with the filling process.
b. If the coils are out of oil for more than four hours, the coils must be baked for at least 24 hours at a temperature of 100°C (212°F) prior to re-tanking the internal assembly. The tap changer must not be exposed to a temperature above 110°C (230°F). The unit should not be re-baked more than two times.
c. Connect the vacuum pump suction line to the pressure-vacuum fitting near the top of the tank.
d. Connect the oil fill line to the tank at the bottom drain valve connection.
e. Start the vacuum pump.
f. When the vacuum level inside the tank reaches 2000 microns (2 Torr) start timing. When this vacuum level has been maintained for a minimum of 1 hour the oil filling may be started.
g. Continue to fill the unit until the oil level fills the sight glass (25°Coil level).
h. After the oil filling has been completed, continue to hold the vacuum level for 1 additional hour.
i. If vacuum oil filling is not possible, the re-tanked internal assembly should be allowed to soak in oil for at least five days before energizing.
17. Restore the AVR to its online condition. If any discrepancies prohibit the unit from supporting the load, notify the COR and post FM of these discrepancies immediately.
18. Remove any rust found and repaint.
19. Make sure all enclosure doors open and close easily.
20. Test all interlocks.
21. Remove lockout/tag out in accordance with approved procedures. Ensure proper system operation and work acceptance by the government prior to leaving site.
22. Recheck problem areas found during the infrared inspection.
23. Provide the Post Facility Manager with a spare parts and consumables Bill of Materials (BOM) noting any required or suggested material replacements not presently onsite, along with the item’s part number, unit price, and availability.
24. Provide deliverables listed in Paragraph 10 of the base requirements.
a. Discrepancy reports and costs as described in paragraph IV
b. Completed maintenance checklist for each AVR
c. Applicable test and calibration reports
d. Narrative summary of all checks findings, and conditions. Include all input and output voltage, amperage, and frequency readings.
Spare Parts and Expendables Inventory.
