About this file
This is a Statement of Work (SOW) for a Tier II Preventative Maintenance Service Contract for Low Voltage-Automatic Voltage Regulators (LV-AVR) at the United States Embassy in Santo Domingo.
The contractor must provide annual preventive maintenance services on one ORTEA SIRIUS LV-AVR (Model S1650437-4415) located in the Compound. Required services include visual and mechanical inspection, functional testing, cleaning and vacuuming of compartments, lubrication per manufacturer specifications, breaker testing, and replacement of worn parts using government-furnished materials. The contractor must identify all necessary parts not on hand during service and coordinate maintenance scheduling 90 days in advance. Specific maintenance tasks encompass general cleaning and inspection, roof fan and regulator fan service, electrical and control checks, and comprehensive functionality verification including unit startup with and without load, manual bypass testing, metering verification, and log file downloads. The contractor must provide a typewritten service report and completed maintenance checklist within five business days of each visit.
The approved contractor must be a licensed electrical contractor and provide a Factory Certified Technician (OEM) with minimum five years of experience servicing the corresponding LV-AVR manufacturer—specifically Ortea technicians for Ortea equipment. The qualified technician must be on-site for all servicing and testing and accompanied by a Post or OBO-appointed electrician responsible for isolating the unit from the power source. Safety is the highest priority, with OBO/SHEM policy requiring de-energized work conditions. All personnel must wear appropriate Personal Protective Equipment, and Lock-Out Tag-Out procedures must be strictly enforced. The contractor must provide emergency AVR support assistance within 24 hours of contact by the Contracting Officer's Representative.
