1. INTRODUCTION
1.1 Project Location
The project will be executed at the Embassy Branch Offices (EBO), specifically located at the Chambacú Intelligent Building, at Carrera 13B # 26-78, Building 19. The interventions will focus on the area designated for the new mail screening station, as detailed in the following image:

1.2 Object of the Contract
The objective of this contract is to execute the civil works, electrical adjustments, and technical infrastructure installations required for the replacement of a mail screening system at the Chambacú Building. The contractor shall ensure that the designated area meets all physical security, structural capacity, and operational efficiency standards required by Embassy protocols.
1.3 Background and Site Description
The Chambacú Building is a high-security facility requiring the upgrade of its mail security systems. The current space designated for mail screening requires technical adjustments to accommodate the new equipment, which has specific requirements regarding weight, electrical power, data connectivity, and environmental conditions. Civil works must be executed with high precision to ensure the integrity of the building’s existing infrastructure while ensuring that the new screening station meets the facility's rigorous security demands.
1.4 Project Objectives
Technical Adaptation: Prepare the physical space to support the structural load of the new equipment and ensure the correct installation of all electrical and data connections.
Infrastructure Reliability: Ensure that all new support installations are integrated seamlessly into the existing building infrastructure without compromising the site's structural or service integrity.
Security and Continuity: Execute the works under strict protocols for dust, noise, and personnel security, ensuring the continuity of operations for the surrounding offices.
Regulatory Compliance: Ensure that all electrical and structural work complies with the applicable building codes, the Technical Regulation for Electrical Installations (RETIE), and relevant safety standards.

2.2 Definitions
• Submittal: Documentation submitted by the Contractor for review and approval prior to procurement or installation.

• Mail Screening Station: The designated area and associated infrastructure where the new security screening equipment will be installed, powered, and integrated into the facility's operations.
• Civil Works: All activities related to construction, site preparation, demolition, structural reinforcement, flooring, and finishing required to house the new equipment.
• Commissioning: The process of verifying that all installations (electrical, data, mechanical) are operational, meet manufacturer specifications, and satisfy the security requirements of the Embassy.
3 ROLES AND RESPONSIBILITIES.
3.1 Contracting Officer's Representative (COR)
FAC designates Civil Engineer Giovanny Alonso to serve as the Contracting Officer's Representative (COR) for this project. The COR is responsible for technical oversight, progress monitoring, review of submitted documentation, and final approval of the completed work.
3.2 Contractor Responsibilities
• Project Management: The Contractor shall provide a single point of contact for all coordination with the COR.
• Compliance: The Contractor must ensure all work meets local (RETIE/NTC 2050) and international (NEC/ADA) standards. OBO standards are also applicable as well as work at heights local and international regulations.
• Site Management: The Contractor is responsible for the protection of adjacent areas, including pedestrian circulation and existing facilities, during all project phases.
3.3 Mandatory Personnel and Certifications
• Project Director: Engineer with 10 plus years of experience in similar projects. Project Director shall assist all on site meetings required by the COR.
• Safety on Site Inspector: A dedicated safety inspector with valid work-at-heights certification must always be present on-site during project execution. The Site inspector cannot execute any other work activities other than safety accident prevention for the project. The required professional must have a valid safety and security license for Colombian market and certified training on inspection for works at heights. Safety inspector and site engineer superintendent cannot be the same professional.
• Site Superintendent Engineer: Civil Engineer with at least 5 years of experience must always be present on site.
• Electrical Engineer: For all electrical activities, a license engineer with 5 plus years of experience is required on site for inspections and technical meetings with the COR. All technical electrical documentation must be signed and certified by the electrical engineer prior COR revision.

• Workforce: All personnel assigned to the project must possess valid, up-to-date certifications for working at heights according to Colombian regulations. The contractor is responsible for submitting certification of health (planilla de seguridad) for all on-site and project related personnel.
• Competency: The Contractor shall ensure that only properly trained and certified personnel operate the required access equipment (manlifts). Sub-contractors cannot exceed 50% of the contract execution.
4 DETAILED SCOPE OF WORK (TECHNICAL REQUIREMENTS)
The contractor shall provide all labor, professional supervision, materials, and specialized tools required to perform the following work:
4.1 Site Preparation and Demolition
• Protection of Adjacent Areas: The contractor shall install dust-proof partitions to isolate the construction zone from the surrounding office environment.
• Selective Demolition: The contractor shall perform demolition only if required by the final layout.
If necessary, remove existing interior finishes or non-structural elements. All debris must be removed and disposed of in compliance with Embassy waste management protocols.
• The contractor shall include, as part of this proposal, the transportation cost to deliver the 20ft container from the cartagena seaport up to the EBO, located at the Edificio Inteligente Chambacu.
Approximate distance is 10km
4.2 Structural and Roofing Works
• Floor Utilization: No structural modifications are required. The existing concrete slab shall be utilized to support the new mail screening equipment.
• Detachable Roofing (Weatherproof): Supply and installation of a lightweight, detachable steel roof structure suitable for outdoor exposure. The system must be designed for weather resistance while remaining easily removable for future maintenance or access. The contractor shall submit shop drawings prior to the installation of the detachable roofing. The roof shall include Amazona Canals and gutters for the detachable roofing. Below, is a schematic detail of the concept idea that the contractor shall take as a base for the proposal and detail offer.

• Core Drilling: The contractor shall perform core drilling through the floor or wall slabs as necessary to facilitate the routing of new piping or conduit lines.
4.3 Electrical and Mechanical Infrastructure (MEP)
• Electrical Upgrade: The contractor shall supply and install one (1) new 60 Amp breaker to replace the existing 80 Amp unit in the distribution panel.
• All electrical pathways, including new or modified runs, must be executed using IMC
(Intermediate Metal Conduit), installed exposed for maintenance access.
• Reuse of Existing Systems: The existing electrical wiring and water supply currently serving the mail screening area are to be reused. No new data cabling or network drops are required. The contractor is required to supply and install PVC of 1” diameter for the final supply point. The distance for the final connection is approximately 10ml.
• Eye Wash/ Emergency shower: The necessary accessories for the final connection of the eye washing and hand washing shall be included. Approximate quantities and activities are presented below:

• The contractor is required to supply and install one (1) new eye and hand industrial lavatory equipment with a shower in stainless steel to replace the existing old one. The required reference is presented below

• From the main connection inspection box, the contractor is required to supply and install 5ml of
IMC conduct along with the necessary wiring to provide the final electrical connection to the interior panel of the Mail Screening Facility. All these must activities must comply with RETIE regulations.
• HVAC Drainage: The contractor shall supply and install the necessary drainage system for the air conditioning unit, ensuring correct slope and connectivity to the building’s discharge points.
(Note: Supply and installation of the HVAC unit itself is not required, only the drainage works).
4.4 Voice and Data Network infrastructure installation
The contractor shall install the voice and data line conduit from the server room to the container and the access control booth (CAC). This includes all conduit materials (IMC and PVC piping, supports, and necessary cable trays/raceways), pull or junction boxes, excavation, backfill materials, and any required pavement repairs. Additionally, the contractor shall install the cabling, 9 | P a g e Bureau of Overseas Buildings Operations Statement of Work (SOW) which will be provided by the Embassy's DT department. The final connections will be performed by the embassy's DT department. The contractor must use department standards for cabling, using proper color codes for cables and plenum cables.
Note:
The contractor must provide for the final disposal of the generated debris.

NOTE: Dimensions may vary; as this is a fixed-price contract, the contractor must review the quantities and adjust them in their proposal. No additional quantities or activities required to meet the scope of work (SOW) will be paid for.
4.5 Removal Equipment and Waste Disposal
• Waste Management: All removed equipment and associated debris must be disposed of in strict accordance with local environmental regulations and Embassy waste management protocols, ensuring legal and responsible final disposal.
4.6 Specialized Handling and Installation Logistics
• Heavy Equipment Maneuvering: The contractor is responsible for the complete logistical maneuver required to place the new equipment into the designated site.
• Specialized Lifting and Transport:
o Lowboy Trailer (Camabaja): Provision and management of a lowboy trailer for the safe transport of the screening equipment to the project site.
o Manlift / Cranes: Provision and operation of a manlift, crane, or necessary lifting equipment to maneuver the machinery into its final position within Edificio 19, ensuring all safety measures are in place during the rigging and installation process.
o Safety Coordination: The contractor must submit a "Rigging and Lifting Plan" to the COR for approval prior to the maneuver, detailing the equipment to be used, load paths, and safety protocols for personnel on-site.
4.7 Security and Operational Protocols
• Access and Logistics: All materials, tools, and contractor personnel must adhere to the security screening protocols of the Embassy Branch Offices (EBO).
• Work Phasing: The contractor must develop a "Construction Phasing Plan" to perform high-impact activities (such as core drilling) outside of standard office hours to ensure zero disruption to Embassy personnel.
4.8 Security and Operational Protocols
• Access and Logistics: All materials, tools, and contractor personnel must adhere to the security screening protocols of the Embassy Branch Offices (EBO). Delivery schedules must be coordinated 48 hours in advance with the Facility Management Office.
• Work Phasing: Due to the operational nature of the Edificio 19, the contractor must develop a "Construction Phasing Plan." High-impact activities (drilling, loud demolition, power shutdowns) must be performed outside of standard office hours (evenings or weekends) to ensure zero disruption to Embassy personnel.

5 HEALTH, SAFETY, AND ENVIRONMENT (HSE)
• Safety Plan: The Contractor shall prepare and submit a Site-Specific Health and Safety Plan prior to mobilization.
• Compliance: The Contractor must comply with all applicable local regulations and U.S. Embassy safety requirements.
• Personnel Requirements:
o A safety inspector with valid work-at-heights certification must be present on-site at all times during project execution.
o All personnel on-site must be officially certified to perform work at heights.
• Fall Protection plan: The Contractor shall implement rigorous fall protection and work-at-height controls, ensuring the use of certified Personal Protective Equipment (PPE) at all times.
• Waste Management: Proper management and disposal of all waste materials generated by the project, including hazardous materials like old paint or corroded steel particles, must be conducted in accordance with environmental regulations.
6 SCHEDULE AND WORKING CONSTRAINTS
• Construction Schedule: The Contractor shall submit a detailed construction schedule identifying key milestones, including mobilization, structural maintenance, roofing installation, electrical upgrades, and final closeout.
• Operational Constraints:
o Working Hours: Work that does not interfere with routine office activities will be performed between 8:00 a.m. and 5:00 p.m. Work that disrupts normal office operations, as well as traffic diversions, must be carried out during designated afternoon and night shifts—from 4:00 p.m. to 12:00 a.m., Monday through Friday.
o Weekend Work: Saturday and Sunday work may be agreed upon with the COR, subject to operational needs.
o Prohibited Days: Work is strictly prohibited during both Colombian and American public holidays.
• Total Project Schedule: The total estimated duration for the mail screening project at the Chambacú Building is 45 working days. This timeline is contingent upon the facility’s security clearance processes, operational access windows, and the successful coordination of high-impact logistical maneuvers.

7 DELIVERABLES
7.1 Technical Documentation
Upon completion of the work, the contractor shall submit a "Project Closeout Dossier" including:
• As-Built Drawings: Updated set of plans reflecting the exact routing of the exposed IMC conduits, Underground PVC conduits, the drainage system layout, and the configuration of the detachable roofing system.
• Electrical Certification: Formal certification of the electrical modification (replacement of the 80A breaker with a 60A breaker) and the new conduit installation, signed by a professional engineer in compliance with RETIE.
• Drainage System Test Report: Documentation confirming that the air conditioning drainage system is fully operational, leak-free, and properly connected to the building's discharge points.
7.2 Quality Assurance and Inspection
• Pre-Installation Inspection: The COR shall conduct a joint inspection with the contractor to verify that the existing slab and service points are in suitable condition for the new equipment.

• Progress Inspections: The contractor must notify the COR prior to closing any structural work or covering any critical infrastructure, allowing for quality verification.
• Final Commissioning: A final site walk-through to confirm that all civil, electrical, and drainage works are executed according to the approved designs and meet the operational requirements of the mail screening system.
7.3 Insurance, Bonds, and Mandatory Coverage
The Contractor shall obtain and maintain, at their own expense, the following insurance policies and performance bonds throughout the duration of the contract. All policies must name the U.S. Embassy as an additional insured party.
• Defense Base Act (DBA) Insurance The Contractor is required to provide Defense Base Act (DBA) insurance for all employees performing work under this contract. This coverage is mandatory for all contractors and subcontractors operating on U.S. government projects abroad and must be active prior to the commencement of any on-site activities.
8 COORDINATION AND OVERSIGHT
• COR Oversight: The FAC Project Civil Engineer shall serve as the COR, providing technical oversight, monitoring progress, and reviewing submittals.
• Communication: Regular coordination meetings will be established to discuss progress, schedule updates, and any constraints related to Consular operations.
• Inspection: The COR reserves the right to perform random inspections to ensure compliance with the SOW, safety protocols, and quality standards (QA/QC).
• Work Stoppage: The COR has the authority to order work stoppage if safety procedures are not followed or if the quality of materials/workmanship deviates from the approved submittals.
• Final Acceptance & Closeout Final acceptance is subject to the COR’s verification that the structure meets all structural, electrical, and safety requirements. The Contractor shall request a final inspection only when all work, including the 'Punch List' repairs, is fully completed. Final payment is contingent upon the submission of As-Built drawings, final warranties, and all required certifications.
• Site Control and Waste Management The Contractor must maintain strict control of all tools;
tools cannot be left in the work area when not in use. The Contractor is responsible for removing all construction debris and trash from the site on a daily basis. The Embassy reserves the right to stop work if these site control measures are not followed.
• Security Name Check and Visitor Access Requests (VAR)
Name check Process:

• All contractor personnel must undergo a mandatory Name check Process (RSO Namecheck).
This process has an estimated duration of six (6) weeks.
• The Contractor shall not schedule any site activities requiring the presence of personnel until the U.S. Embassy has provided formal notification that the security vetting (RSO Namecheck) for said personnel has been successfully completed and approved.
• The Contractor is responsible for gathering and submitting all required documentation for this vetting process at least seven (7) weeks prior to the anticipated start date.
Visitor Access Requests (VAR):
• Once the security vetting process is officially approved by the Embassy, the Contractor must submit a Visitor Access Request (VAR) for every person and/or vehicle entering the compound.
• All VARs must be submitted to the COR no later than three (3) working days prior to the required access date.
• Any personnel appearing at the compound without a previously submitted and approved VAR, or whose security vetting has not been finalized, will be denied access to the site. The Embassy will not be held responsible for project delays caused by the Contractor’s failure to adhere to these security timelines.
