Machinery is required for hot asphalt work, including asphalt finishers, skid-steer loaders, plate compactors, and demolition equipment. The existing granular base material averages 30-40 centimeters in thickness and is in good condition; contractors should estimate replacement of loose material during demolition. An existing 5-inch depth metal plate edge restraint shall be reused; damaged portions only require replacement. For the concrete section, the Government will provide masterseal material, and the contractor quotes labor and tools only—hot asphalt is not permitted on the concrete area. Safety requirements include mesh fencing and danger tape for material protection. Demolition debris may remain on-site for a maximum of 48 hours. A preliminary mock-up sample of approximately 1 square meter is acceptable. Work around an identified underground fuel storage tank must be performed manually using hot asphalt mixture. Security screening requires personnel and vehicle lists submitted 3 days in advance, with the 5-person limit applying only to permanent site personnel. The Embassy will provide restrooms and worker storage facilities. Prevailing wage (DBA) insurance is required with reimbursement upon company invoice submission in Colombian pesos, capped at the amount quoted in the economic offer. Existing utility lines are located below the asphalt finish level; detailed plans will be provided to the awarded contractor for security reasons. Local applicable standards shall be followed.

QUESTIONS AND ANSWERS
Question No. 1. Please indicate and confirm the total length of the road to be repaired.
Answer No. 1. The asphalt length is approximately 780 Lm. The concrete portion to re-paint is approximately 81 Lm.
Question No. 2. Please indicate the authorized hours for the delivery, transportation, and supply of materials to the project site.
Answer No. 2. The hours for material delivery are 8-3pm Monday-Friday
Question No. 3. Please indicate the required linear meters and technical specifications for the pavement markings, including the type of paint.
Answer No. 3. For marking purposes, include 30 Lm and quote pintutrafico of pintuco paint.
Question No. 4. Please indicate the maximum road length that may be worked on simultaneously, considering the required site enclosure and operational conditions.
Answer No. 4. The 780Lm of asphalt + 81 Lm of concrete to re-paint can be broken up in 3-4 phases. The contractor shall submit a proposed execution schedule by phases.
Question No. 5. Please confirm whether the work may be performed manually or if equipment such as an asphalt finisher, skid-steer loader, plate compactor, demolition equipment, or other specific machinery is required.
Answer No. 5. Machinery is required for hot asphalt.
Question No. 6. Please indicate the type of fencing, barricades, and safety signage required for the execution of the works.
Answer No. 6. Mesh fence, and danger tape are required for material protection. The safety inspector/Site superintendent shall guarantee correct protection.
Question No. 7. Please indicate the designated area for the temporary staging of equipment and the approximate distance from this location to the farthest work area.
Answer No. 7. For each phase, the COR will coordinate the closest staging area and communicate to the contractor.
Question No. 8. Please indicate the thickness of the existing road base course.

Answer No. 8. Average thickness is between 30-40cm for granular material “recebo”
Question No. 9. During the site visit, a metal plate used to provide edge restraint between the asphalt pavement and the grassed areas was identified. Please indicate its thickness and specifications and confirm whether it will be reused or replaced with a new one.
Answer No. 9. The existing plate is 5inch depth and shall be re-used to confine the asphalt.
Question No. 10. During the site visit, an underground fuel storage tank was identified. Please indicate whether there are any specific safety requirements or precautions for carrying out work in this area.
Answer No. 10. The perimeter asphalt for this area is to be done manually using the hot asphalt mixture
Question No. 11. Please indicate the dimensions of the areas requiring concrete work and the specified compressive strength of the concrete to be used.
Answer No. 11 81Lm length by 2.30m wide average is the concrete portion of the road. This concrete shall NOT be demolished. We only require a re-finish to match with the existing asphalt. The re-finsh for this area shall NOT be hot asphalt. Only a paint that matches the existing finish such as masterseal or similar. The Government will provide the masterseal material to the contractor and the contractor shall quote labor and tools only for this portion of the job.
Question No. 12. Please indicate the maximum period that demolition debris may remain within the project area, provided that it is properly contained, protected, and signposted.
Answer No. 12. 48 hour period to be able to complete the trucks and dispose full load trucks.
Question No. 13. Metal Plate: What are the required dimensions, specifications, material, and anchoring/fastening system for the metal plate located along the perimeter of the track?
Answer No. 13. No new metal plate is required. Contractor shall re-use the existing one that is 5inch deep. In case there is damage of the plate during the demolition works, the contractor shall replaced the damaged portions only.
Question No. 14. Geometry and Scope of the Concrete Section: What is the exact area, in square meters, and the total length of the concrete section located within the second section? Is there a drawing or diagram available that clearly defines the limits of this area?
Answer No. 14. 81Lm length by 2.30m wide average is the concrete portion of the road.

Question No. 15. Concrete Section Specifications: Is this concrete section required to receive a surface treatment (slurry, acrylic paint, or acrylic resurfacer), or should a thin asphalt layer with an appropriate bonding system be applied? Should this work be priced as a separate line item in Attachment 2?
Answer No. 15. Master seal re-finish is required for this area. The Government will provide the master seal material and the contractor shall quote for labor and tools only for this concrete portion.
Question No. 16. Transition Strip/Profile: Is the transition strip or profile located at the beginning of the second section required to be modified or otherwise included within the scope of work? If so, what are the applicable specifications and dimensions?
Answer No. 16. If the question refers to the lateral metal plate that confines the asphalt, this element is to be re-used.
Question no. 17. Photographic Record of the Wall: Given that pre-existing black stains are present on the perimeter wall and photography was not permitted during the site visit, will the Embassy provide an official photographic record documenting the existing condition of the wall prior to commencement of the work?
Answer No. 17. The COR and the awarded contractor will create a document of existing conditions prior the execution of the works.
Question no. 18. Existing Drawings and Utility Networks: Are updated drawings of the track available, including the exact locations and depths of the existing utility lines and piping that cross the track?
Answer No. 18. The existing utility lines are below the finish level for the asphalt. Plans and detailed information will be provided to the awarded contractor due to security purposes.
Question no. 19. Preliminary Sample/Mock-Up: What dimensions are required for the preliminary sample or mock-up, what criteria will be used for its approval, and will the time required for its review and approval be included within the 45-day contract period?
Answer N. 19. Starting from 1 sqm could be acceptable for the sample
Question No. 20. Standards and Certifications: Is there a list of codes, standards, or certification bodies accepted by the Embassy for the materials and equipment to be used on the project?
Answer No. 20. Local applicable standards shall be encountered.

Question no. 21. Personnel Limit and Backup Personnel: Does the maximum limit of five (5) persons include drivers, equipment operators, and delivery personnel, or does it apply only to personnel permanently assigned to the site?
Answer No. 21. The limit of 5 people apply only for the permanent personnel assigned to the site.
Question No. 22. Security Screening Lead Time: How far in advance must the list of personnel and vehicles be submitted for the required security screening procedures?
Answer No. 22 3 days in advance
Question No. 23. Site Facilities and Material Storage Area: What are the dimensions, exact location, and conditions of the area to be provided for site facilities and material storage?
Answer No. 23. Please refer to question No. 7. Restrooms and storage for workers will be provided by the embassy.
Question no. 24. Base Stabilization: What quantity or percentage of granular base material should be included in Attachment 2 in order to ensure consistency and comparability among the submitted proposals?
Answer No. 24. As per the site visit, the current granular material is in good shape and we do not require replacement or alter in the slope of the current layout. Contractor shall estimate the replacement of a % of material that might be loose during the demolition work and prior to the confirmation of the final levels. Topographic confirmations to preserve the current levels are required in order to maintain same configuration or the terrain.
Question No. 25. DBA Insurance Policy: What is the required procedure for obtaining a quotation, what reimbursement or cost-recognition mechanism will apply, and what period of coverage is required for the DBA insurance policy?
Answer No. 25. Please refer to Section J. In the DOL website you can find information about how to get the DBA. Reimbursement of the insurance policy will be made once the company issue an invoice in pesos for that concept. The maximum value reimbursed will be the one included in the economical offer.
