COTONOU LIFE INSURANCE SOLICITATION

Pre-Proposal Conference Minutes

The pre-proposal conference was held at the Embassy on July 24, 2024, from 10.00am to 12.00pm

(local time). Its agenda included the following:

1- Opening session remark and introduction.

2- Explanation of key aspects of the solicitation by the COR and a Procurement Staff.

3- Questions collection from potential bidders who were present.

The conference was attended by the following participants:

- Steven Workoff, Facility Manager, Acting General Services Officer

- Laurent Kpadonou, HR specialist

- Constant Ahouanyide, HR Assistant (COR)

- Carmen Dossou-Yovo, Purchasing Agent

- Lewis Adjamahin, from L’Africaine Vie, Benin

- Modestie D’Almeida, from L’Africaine Vie, Benin

- Princesse Hliboto, from L’Africaine Vie, Benin

- Alvine Zokpodo, from L’Africaine Vie, Benin

- Urbain Boco, from NSIA Vie Assurances Benin

- Pacome Bonou, from NSIA Vie Assurances Benin

Online participation was offered, but none of the potential bidders who requested it were able to participate.

At the beginning of the meeting, Steven Workoff, Acting General Services Officer, gave a brief opening statement and directed Laurent Kpadonou to introduce the panel and have the attending potential bidders introduce themselves. Laurent also presented the outline of the agenda and informed potential bidders that their questions would be collected, but answers would be provided in writing and posted on SAM for all to access.

Constant Ahouanyide, Contracting Officer's Representative, explained to the attendees Sections B and C of the solicitation as they relate to premiums and benefits. He emphasized that these aspects of the solicitation are very important and require careful attention from prospective bidders. He also explained Section L and drew their attention to what should be included in the bids. As

Volume 3 is the technical aspect of the bids, the COR emphasized on its different parts. He urged the prospective bidders to carefully read the entire solicitation and follow the instructions provided.

Carmen Dossou-Yovo, Purchasing Agent, provided general information on the solicitation, reminding the participants of the deadline, the need to be registered in SAM before submitting their bids, the address to which they should send their bids, the size of their bid which should not exceed 30MD. She explained to them how to fill out the SF33, which is part of Volume no. 1 of the offer. She emphasized the Volume no. 2 of the bid for which they should complete all the tables in Section B of the solicitation. Carmen also explained to them Section M as it relates to the

evaluation criteria. She urged them to read it carefully to know what is expected from them. She also elucidated on the nature of the contract that will result from the solicitation. She explained to them that in the management of the contract there will be requests to add or remove employees. In case of removal, the overpayment will be refunded to the Embassy. She also brought to their attention the James Zadroga Tax of 2% to be deducted from any payment triggered by a task order.

At the end of these explanations, the participants were very satisfied and asked seventeen questions, which were recorded.
