About this file

This file is a Questions and Answers document for federal contract opportunity 19AU9026Q0007, titled "Replacement 73 Fan Coil Units." The document addresses eight technical clarifications regarding the scope of work and existing site conditions.

The project requires contractors to deliver and install 73 fan coil units (FCUs) along with all associated pipes, valves, actuators, and room controllers. Key scope items include drainage of the hydronic cooling system and replacement of all valves as part of the base offer; no conditional or inspection-based replacements are permitted. Work must be performed Monday through Friday, 08:00–17:00, with extended hours available only upon approval by the Contracting Officer's Representative (COR). The contractor must absorb all costs related to workforce constraints, supervisory requirements, and security regulations within their pricing; additional claims will not be accepted except for client-ordered interruptions. The existing cooling equipment is an air-cooled packaged chiller manufactured by AIRSTACK/MULTISTACK, model ASP 75T with two modules, providing 150 tons total cooling capacity. The hydronic system uses R-134a refrigerant with glycol concentration at 35–45%. No system drawings or documentation are available to support the replacement work, requiring contractors to conduct site assessments and design accordingly.
