Amendment of Solicitation Summary
This is an Amendment of Solicitation (Amendment No. 19AS2026Q0021-A0001) issued by GSO Procurement at the U.S. Embassy Canberra on August 7, 2026, to the original solicitation 19AS2026Q0021 dated July 15, 2026. The amendment provides clarifications and answers to vendor questions regarding the Statement of Work (SOW) for fire panel maintenance and monitoring services. The hour and date specified for receipt of offers is not extended. Contractors must acknowledge receipt of this amendment prior to the bid deadline, and the contracting officer is Marlene G. Carr.
The amendment addresses four primary areas: (1) Fire Panel Battery Replacement—each of the seven fire panels requires two 12V batteries with Amp Hour ratings calculated based on 32 smoke detectors per panel; all fourteen batteries across the seven panels must be replaced twice per year (semi-annually) on a fixed schedule regardless of condition, with equivalent compliant batteries acceptable and early replacement included in fixed-price scope; (2) Repair of General Defects—clarification that "repair any general defects" refers only to battery replacement, not hardware repairs, with additional corrective repairs requiring separate cost estimates and Government approval via Purchase Order; (3) 24/7 Monitoring Requirements—all fire panels must be connected to a certified off-site monitoring center with ADT preferred; the vendor is responsible for maintenance of existing systems while the Embassy funds replacement parts upon vendor cost estimate submission; vendors must provide instant notification to Embassy personnel via text or automated call and coordinate with emergency services as applicable; and (4) Site Addresses—services are required at two locations: the Embassy at 21 Moonah Place, Yarralumla, ACT 2600, and the Warehouse at U18, 1 Pirie Street, Fyshwick, ACT 2609.

Questions & Answers
1. Fire Panel Battery Replacement Requirements
Reference: Pricing Schedule "Replace the 12V batteries in all seven (7) fire panels (FP) and repair any general defects."
Q1.1: What is the required battery capacity (Amp Hour/Ah rating) for each of the seven fire panels?
A1.1: Each fire panel requires two (2) 12V batteries. The required Amp Hour (Ah) rating varies by building based on the number of connected detector heads. The vendor shall calculate the appropriate Ah rating based on a standard of 32 smoke detectors per panel.
Q1.2: How many batteries are installed within each panel?
A1.2: Each panel contains two (2) 12V batteries, operating at the following voltage ranges:
• Standby use: 13.5V–13.8V
• Cycle use: 14.4V–14.7V
Q1.3: Must replacement batteries be OEM/manufacturer-approved, or are equivalent compliant batteries acceptable?
A1.3: Equivalent compliant batteries are acceptable.
Q1.4: Are all batteries to be replaced regardless of condition, or only upon identified failure/deficiency?
A1.4: All batteries shall be replaced on a fixed schedule regardless of condition. There are fourteen (14) batteries total across the seven (7) Fire Indicator Panels (FIPs), and this full set shall be replaced twice per year (semi-annually). If a deficiency arises before the scheduled six-month interval, the affected battery(ies) shall be replaced earlier, outside the standard cycle.
2. Clarification of "Repair Any General Defects"
Reference: Pricing Schedule requires repair of "general defects," while the Statement of Work (SOW) excludes hardware repairs/replacements from contract scope, requiring such work to be separately quoted for Government approval.
Q2.1: What is intended by "repair any general defects" under the battery replacement line item?
A2.1: In this context, "repair any general defects" refers specifically to battery replacement performed in response to a deficiency identified prior to the scheduled semi-annual replacement. It does not extend to hardware repairs.
Q2.2: Are such repairs included within the fixed-price contract scope?
A2.2: Yes. As clarified in A2.1, this line item is limited to battery replacement (including early replacement due to deficiency) and is included in the fixed-price scope. It does not include general hardware repair.
Q2.3: Should corrective repairs discovered during inspections be quoted separately per the SOW's repair exclusion provisions?
A2.3: Yes. For any defects or corrective repairs identified beyond battery replacement, the vendor shall submit a cost estimate to the Government. Upon approval, a separate Purchase Order (PO) will be issued to the vendor authorizing the additional repair work.
3. 24/7 Monitoring Requirements
Reference: SOW Section 8 “The vendor shall provide 24/7 monitoring of the Embassy's fire panels. The Embassy shall be notified instantly via text message or automated call in the event of any line fault or alarm detection."
Q3.1: Is monitoring to be provided through a certified off-site monitoring center?
A3.1: Yes. ADT monitoring is preferred, as ADT is already familiar with the Embassy's security protocols and notification distribution system.
Q3.2: Which fire panels must be connected to the monitoring service?
A3.2: All Fire Indicator Panels (FIPs) are required to be connected to the monitoring service.
Q3.3: Is existing monitoring infrastructure and communication hardware currently installed and operational?
A3.3: Yes, with the exception of two (2) FIPs, which are routed through Post 1 and are linked to the monitoring service via that pathway.
Q3.4: Is the contractor expected to supply and/or maintain monitoring communicators or associated hardware?
A3.4: All monitoring systems are currently installed and operational. Going forward:
Maintenance: Vendor responsibility.
Supply of replacement parts: Funded by the Embassy, upon the vendor's submission of a cost estimate.
Q3.5: What are the required notification and escalation procedures, including points of contact for alarms, faults, or communication failures?
A3.5: The Embassy will provide the vendor with a list of designated names and phone numbers for alarm and fault notifications.
Q3.6: Is the contractor required to notify only Embassy personnel, or also coordinate with emergency services?
A3.6: Both. The contractor is required to notify Embassy personnel and coordinate with emergency services as applicable.
4. Site Addresses
Q4.1: What are the site addresses covered under this requirement?
A4.1: There are two (2) site locations:
• Site 1 – Embassy Address: 21 Moonah Place, Yarralumla, ACT 2600
• Site 2 – Warehouse Address: U18, 1 Pirie Street, Fyshwick, ACT 2609
