About this file
This document is a Questions and Answers (Q&A) record from a Pre-Quotation Conference for a federal contract opportunity for cleaning services at U.S. Embassy Canberra properties. The solicitation (19AS2025Q0017) covers carpet, tile, grout, and upholstery cleaning services, with key clarifications including mandatory use of the provided pricing grid, pricing by individual furniture piece, and expectations for furniture moving during cleaning. The contract is expected to be a multiple-award, with approximately one-third of properties turning over annually, and work can be completed on U.S. holidays though embassy personnel will not be available for support.
The document provides critical administrative details such as requiring prime contractors to be SAM.gov registered, with active registration updated yearly, and specifying that Lowest Price Technically Acceptable (LPTA) will be determined by Grand Total values in the Pricing Grids. Additional guidance includes expectations for furniture moving during cleaning (moving couches, side tables, chairs when possible), assumptions about home flooring (tile in kitchens/bathrooms/laundry rooms, carpet in bedrooms), and the post-award process of issuing task orders that will specify exact line items and quantities based on the established pricing grid.

SENSITIVE BUT UNCLASSIFIED
A Pre-Quotation Conference was held 18 June 2025. Unfortunately, Teams did not record the meeting, so a good faith recreation of all items discussed is below with the slides after.
Question: Do we have to use the provided pricing grid?
Answer: Yes. The pricing grid provided in the Request for Quote must be used. The prices and CLINs provided in the grid will become the basis for future task orders.
Question: How do we know the amount of carpet or tile present in the homes to make accurate pricing assessments?
Answer: We cannot provide specifics about the homes during the solicitation process. Therefore, the pricing grids have been provided to detail the basic size of the homes you would be asked to provide service for. We recommend assuming that kitchens, laundry rooms, and bathrooms will all have tile, and all bedrooms will have carpet.
Question: Do we price furniture by home or by individual piece?
Answer: The pricing grid breaks out furniture by individual piece. When service is requested, the request will provide quantities of each item for the home.
Question: Are service providers expected to move furniture to clean the carpets underneath?
Answer: To the extend possible, yes. Some pieces may be impractical to move due to size and weight, but all pieces that can be moved (couches, side tables, chairs, etc.) should be moved, the carpet cleaned, and then returned to their original places. If items cannot be moved, reasonable attempts to clean under and around should be made.
Point of Clarification: The pricing grid will create a firm fixed price for that service. After award, task orders will be issued that will enumerate which line items (and how many for furniture cleans) from the pricing grid are being requested and will quote the pricing from your pricing grid.
Point of Clarification: This contract is expected to be a multiple award, meaning we will ideally award to more than one contractor.
Point of Clarification: Not all properties turn over every year, so while the housing pool is large, only about 1/3 of the homes will turn over each year and require service.
Point of Clarification: Work can be completed on US Holidays (listed in Section 2 of the RFQ);
however, Embassy personnel will not be available those days for support if needed.
Point of Clarification: If utilizing a Prime/Subcontractor relationship, the Prime Contractor is required to be registered in SAM.gov while the subcontractor is now. However, we do require that all business details about the subcontractor be provided, specifically an ABN and relevant licensing in Australia.
Point of Clarification: Lowest Price Technically Acceptable will be based on the Grand Total values specified in the Pricing Grids.

SENSITIVE BUT UNCLASSIFIED
Point of Clarification: On the SF1449, the Pricing Blocks should be filled with Grand Total amounts, not individual base/option years.
Additional Information Provided: SAM Registration must be ACTIVE and updated yearly.
Additional Information Provided: If you are an active registrant in SAM.gov you can subscribe/follow this RFQ on the website to track any changes made to it.
