About this file
This is a Questions and Responses document for RFP 19AQMM26R0086, a Department of State (DOS) Design/Build Construction Services solicitation for the Tallinn National Emergency Communications (NEC) facility. The document addresses four key inquiries from potential offerors regarding Phase I – Minimum Mandatory Requirements (MMR) submission.
The responses clarify that subcontractors in Divisions 26 and 27 (electronics and communications) may attend site visits in conjunction with their Prime Offerors, with specific timing and procedures to be outlined in the Phase II RFP for eligible and conditionally eligible offerors. Cleared American Workers are required for this project, as detailed in the Phase I – MMR attachment regarding facility clearance requirements. The due date posted to SAM.gov represents the response deadline for Prime Offerors submitting Phase I – MMR proposals for eligibility determination, not final proposals. All currently available information and Phase I – MMR submission requirements have been posted to SAM.gov; no additional detailed design brief beyond what is posted will be provided at this time.

– RFP will outline when it will occur and the process for eligible and conditionally eligible offerors to attend.
Also, will Cleared American Workers be required for this project.
Yes, the Phase I – MMR attachment describes the facility clearance requirements for this project.
Is the timeline in the RFP for a final proposal or just for the Primes to submit “Phase I – Minimum Mandatory

Offerors for Eligibility Determination (see below)”?
The due date listed in Phase I – MMR of the solicitation posted to SAM.gov is the response date for Prime
