About this file
This is a Department of State Request for Proposals (RFP) for BlackBerry AtHoc Software as a Service and Support Services, exclusively set aside for Small Business 8(a) Program contractors. The solicitation seeks to renew licenses for the Department's enterprise Emergency Notification and Accountability (ENA) system and acquire maintenance and support labor for Tier 2 and Tier 3 helpdesk services. The contract will cover software licenses and services for both domestic and overseas sites, with a base period of 12 months and four potential 12-month option periods that could extend the total contract term to 60 months.
Key details include a solicitation number of 19AQMM25R0150, an offer due date of July 1, 2025 at 4:30 PM ET, and a contract award/effective date of June 6, 2025. The procurement will use a combination contract type including fixed-price line items for software-as-a-service, cost-reimbursable line items for travel, and fixed unit cost items for labor hour services. The North American Industry Classification System (NAICS) code is 541519 with a size standard of 150 employees. The evaluation will follow a lowest-price technically acceptable (LPTA) process, where proposals must meet technical and past performance criteria before the cost/price proposal is reviewed.
