About this file

This document is a Phase I Questions and Answers file for the Department of State's Worldwide Building Envelope, Roofing, and Waterproofing Construction Multiple Award IDIQ Recompete solicitation. The procurement is a small business set-aside contract with an estimated award date of September, focusing on building envelope, roofing, and waterproofing construction services. The solicitation will evaluate offerors in two phases, with Phase I proposals being initially reviewed and eligible offerors advancing to Phase II, where detailed evaluations and past performance assessments will occur.

Key details include a requirement for contractors to demonstrate successful completion of construction contracts or subcontracts valued at least $3 million in the United States or on federal contracts abroad, with similar complexity to the solicited project. The number of annual projects is undetermined and will depend on budget and site needs. Contractors must provide documentation verifying legal organization in the United States, and past performance will be more thoroughly examined during Phase II of the procurement process. The solicitation is managed by the Department of State Office of Acquisition Management and is seeking multiple contractors for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract.

DOS Response: This is a small business set aside so there will be no preference provided to any socio-economic statuses.

1. What is the expected value of the contracts awarded yearly? What is the expected value of the contract per Task Order?

DOS Response: This question was answered on SAM.gov attachment titled “Phase I QandA 1

1. What is the expected date for contractor awards? Is it possible to include past performance experience that is not yet completed but is scheduled for completion by that date?

DOS Response: The estimated award date is September. Phase 1 proposals will be evaluated and those offerors meeting the requirements and cleared for Phase II will be provided sufficient time to ask questions and provide proposals. The evaluation past performance will not be evaluated until Phase II. Further guidance on the formal evaluation of past performance will be determined in Phase II. The SAM.gov announcement is what is being evaluated.

1. How many projects do you anticipate being awarded each year?

DOS Response: The number of projects is unknown. The requirement need is determined by budget, sites needing roof replacement, etc.

1. Will the tasks sometimes include services beyond Building Envelope, Roofing, and Waterproofing construction?

DOS Response: The requirements will be for building envelope, roofing, and waterproofing construction. Any additional tasks will be included in the SOW when eligible offerors for Phase II have been identified.

1. Will a Site Visit always be required for presenting proposals for each Task Order issued?

DOS Response: This question is not relevant to Phase I and can be addressed during Phase II.

1. For Certifications #1 and #3, are the Articles of Incorporation and Operating Agreement sufficient attachments to verify that the Contractor is legally organized in the United States and to confirm the date of incorporation? Given that the Omnibus Statement of Qualifications specifies Attachment Tab A for Certification #1 and Attachment Tab B for Certification #3, could you clarify whether additional attachments are required as evidence?

DOS Response: If the documents being provided address the requirements for #1 and #3 then there are no further attachments needed to provide evidence for these two certifications.

1. In Certification #4, when asked for the Specific Offeror Entity that performed the contract, does this refer to the prime contractor of the project or the Client/Agency owner of the project?

DOS Response: See the information in document x402 IDIQ Roofing SAM Announcement (Revised 2025) It states: To demonstrate performance of similar construction work for Omnibus Diplomatic Security and Antiterrorism Act of 1986 purposes, the offeror needs to provide information demonstrating that it has successfully completed in the United States or on a Federal Contract abroad a construction contract or subcontract involving work of the same general type and complexity as the solicited project and having a contract or subcontract value of at least $3 million. The value of the construction contract or subcontract offered to demonstrate performance will not be adjusted for inflation, currency fluctuation, or any other market forces.
