About this file
This document is a Questions and Answers (Q&A) file for a Request for Information (RFI) from the Department of State for an Enterprise Database, Resource Planning, Project/Portfolio Management, and Cloud Platform Services opportunity. The RFI seeks detailed information about potential solutions with specific technical requirements, including mandatory security certifications (FedRAMP high and DoD IL5 or higher), integration capabilities with CGI Momentum financial management system, and comprehensive cloud platform services.
Key requirements include the ability to support on-premises deployment, document distribution of 10,000 documents per hour, and flexible personnel deployment with potential security clearance up to Top-Secret level. The State Department is conducting market research to identify industry solutions for their technical requirements, with specific emphasis on project and portfolio management capabilities. Respondents must demonstrate comprehensive integration, security, and deployment flexibility across various State Department operational contexts, with the understanding that specific implementation details may vary by individual customer mission requirements.

RFI Section 1.4 Submission Instructions, page 3
| Would State be open to expanding the page limit for section 2? There are approximately 13 pages of requirements to which responses are required, with a 15-page limit on the response. The RFI requests we directly map detailed descriptions of our functionality to the RFI’s numbered requirements, in enough detail to demonstrate that the solution is capable of fully satisfying State’s requirements. The page limit vs volume of requirements prevents us from answering in detail. |
