About this file
This document is a set of Questions and Answers related to Solicitation 19AQMM24R0149 for services to secure unmonitored radioactive material in Mozambique. The solicitation consists of three lines of effort: (1) security upgrades to the disused source and irradiated material storage bunker at Maputo Central Hospital, (2) construction of a new storage facility for orphaned and disused sources for the National Atomic Energy Agency of Mozambique, and (3) radiological security training for Mozambican stakeholders. Key details include the types, sizes, and activity levels of the radioactive sources to be accommodated, access requirements for the military base, facility requirements such as power and water, and the period of performance of 24 months. Proposal submission instructions and details on bonding, liquidated damages, and joint ventures are also provided. The government will not disclose the anticipated price range.

SBU - CONTRACTING AND ACQUISITIONS
Solicitaon 19AQMM24R0149 - Services to Secure Unmonitored Radioacve Material in Mozambique
1. What will be the type of sources to be accommodated in the new build storage facility at the military base?
A: The new storage facility should have the ability to securely and safely accommodate sources up to Category 2.
2. What will be the maximum size of the sources to be stored at the new build at the military base?
A:
Mozambique’s current central storage facility is currently in a concrete building on the grounds of Maputo Central Hospital. In February of 2010, an IAEA mission to Maputo consolidated sources from MCH as well as several abandoned sources from the city of Tete.
Some low activity Sr90, Cs137, and Co60 sources were conditioned and welded into a steel box.
Disused radium sources were conditioned and consolidated into 2 drums totaling to 231 sources and 34.79GBq (941.5mCi). One Siemens Gammatron Teletherapy from MCH was conditioned by welding it into a steel box.
Finally, one Cf252 source was stored in its original packaging. All of these items remain in the storage facility as they were when the 2010 conditioning operation was completed and no new sources were added to the facility since.
3. What will be the maximum acvity (MBq or GBq) of the sources that is to be stored at the new build at the military base?
A:
Quantity Category Isotope Activity Source/Device Type 1 2 Co60 1.73TBq Siemens Teletherapy / Conditioned 2 3-5 (unknown) Sr90 Unknown Unknown / Conditioned 1 3-5 (unknown) Co60 Unknown Unknown / Conditioned 1 3-5 (unknown) Cs137 Unknown Unknown / Conditioned
231 3-5 (Various) Ra226 34.8 GBq Sources Conditioned in 2 drums.
4. What will be the maximum weight of the sources that will be stored at the new build at the military base?
A: See response 2.
5. How long is it ancipated for the sources to be stored at both the Maputo Central Hospital bunker and the new build at the military base?
A: Offerors should anticipate sources to be stored in either facility for up to ten (10) years.
6. Are there any requirements to access the military base? If so, please outline the procedure and requirements, i.e. security background checks, etc.
A: All access requirements to Boquisso Military Base will be coordinated through the National Atomic Energy Agency of Mozambique (ANEA). Offerors should expect that all workers will be subject to a background security check and be able to provide such data as name, address, date of birth, place of birth, and a national identification number, such as from a passport or driver’s license.
The military units of the FADM operate based on Permanent Implementation Standards that include the Daily Guard Service.
All non-military personnel, whether national or foreign, are identified whenever they wish to access any FADM barracks. However, in the case of workers from a duly authorized contractor, mechanisms will be in place during the execution phase of the work to facilitate the flow of personnel.
In the area where the bunker will be built, an internal security perimeter will be established in the form of a Movement Restriction Zone, under the direct responsibility of the Commander of the Military Engineering and Chemical Defense Training Center, where it will be built.
7. Are there any requirements for Mechanical Cooling at both the Maputo Central Hospital bunker and the new build at the military base?
A: No.
8. Is there any requirement for a Water Supply at the new build at the military base?
A: The facilities of the Military Engineering and Chemical Defense Training Center have a local water supply system, through a borehole sized to cover the activities of the military unit and the costs are covered by the state budget. Therefore, we advise the opening of a new borehole that will respond only to the activities of the bunker.
9. Are there any radiaon risks/exposure working on the Maputo Central Hospital bunker?
A: Offerors should plan to undertake appropriate operational health safety measure for all workers engaged in renovations and security upgrades to the Maputo Central Hospital bunker.
10. What is the exisng roof at the Maputo Central Hospital bunker made of? Is it a concrete slab with wooden trusses and fiber cement roof panels/sheets?
A: The roof is made of fiber cement.
11. What is the electrical requirement at the Maputo Central Hospital bunker in order to be able to size the solar and backup power system appropriately?
A: The bunker has lighting lamps (in and outside), CCTV cameras and an alarm system, which requires low energy consumption.
12. What brand of cameras are used at the Maputo Central Hospital bunker, and do they connect to a central CCTV system? Details are needed to ensure that replacement cameras are compable.
A: The CCTV cameras are from the brand Hikvision.
13. With LOE 1 and LOE 2 being design-build requirements, are there any bridging documents/drawings available that indicate the design intent from which both the cost and technical proposals can be developed?
A: The USG & Mozambique’s stakeholders will provide background on the upgrades and renovations to HCM as part of the virtual bidders conference, but do not have any nominal plans beyond the broad outline in the SOW for the new bunker construction.
14. Please provide complete instrucons for electronic proposal submitals including all email recipients and any file size limitaons.
A: Trankd@state.gov, less than 20MB.
15. What is the ancipated price range for the scope of work?
A: The Government will not disclose budget estimate or range.
16. Are completed reps & certs required to be submited with the proposal?
A: Yes
17. What is the ancipated Period of Performance for construcon at the Maputo Central Hospital bunker and the new build at the military base (LOE 1 and LOE 2)?
A: Within 24 months of award.
18. What is the ancipated Period of Performance for Radiological Security Training (LOE 3)?
A: Within 24 months of award.
19. Is there any bonding requirement?
A: None
20. Are there any Liquidated Damages?
A: None
21. Is it permissible to submit a proposal as a Joint Venture? If so, what documentaon is required about the Joint Venture?
A: Same as if submitted as Prime.
22. The solicitaon document indicates a Base Period of September 2024 to September 2025 and an Opon Period of September 2025 to September 2026. What is the intenon behind the two periods? Will LOE 1, LOE 2 and LOE 3 all be executed within the Base Period? Is any pricing required for the Opon Period?
A: Open to proposed construction timeline and applicable pricing for performance withing the 24 months.
23. Please clarify if the number of 30 Mozambican stakeholders is the total number across the three to five mul-day training events, or if it is 30 Mozambican stakeholders per each of the three to five mul-day training events.
A: 30 participants/students for the entirety of the training course.
