Solicita�on 19AQMM24R0149 - Services to Secure Unmonitored Radioac�ve Material in Mozambique

1. What will be the type of sources to be accommodated in the new build storage facility at the military base?

A: The new storage facility should have the ability to securely and safely accommodate sources up to Category 2.

2. What will be the maximum size of the sources to be stored at the new build at the military base?

A:

Mozambique’s current central storage facility is currently in a concrete building on the grounds of Maputo Central Hospital. In February of 2010, an IAEA mission to Maputo consolidated sources from MCH as well as several abandoned sources from the city of Tete.

Some low activity Sr90, Cs137, and Co60 sources were conditioned and welded into a steel box.

Disused radium sources were conditioned and consolidated into 2 drums totaling to 231 sources and 34.79GBq (941.5mCi). One Siemens Gammatron Teletherapy from MCH was conditioned by welding it into a steel box.

Finally, one Cf252 source was stored in its original packaging. All of these items remain in the storage facility as they were when the 2010 conditioning operation was completed and no new sources were added to the facility since.

3. What will be the maximum ac�vity (MBq or GBq) of the sources that is to be stored at the new build at the military base?

4. What will be the maximum weight of the sources that will be stored at the new build at the military base?

A: See response 2.

5. How long is it an�cipated for the sources to be stored at both the Maputo Central Hospital bunker and the new build at the military base?

A: Offerors should anticipate sources to be stored in either facility for up to ten (10) years.

6. Are there any requirements to access the military base? If so, please outline the procedure and requirements, i.e. security background checks, etc.

A: All access requirements to Boquisso Military Base will be coordinated through the National Atomic Energy Agency of Mozambique (ANEA). Offerors should expect that all workers will be subject to a background security check and be able to provide such data as name, address, date of birth, place of birth, and a national identification number, such as from a passport or driver’s license.

The military units of the FADM operate based on Permanent Implementation Standards that include the Daily Guard Service.

All non-military personnel, whether national or foreign, are identified whenever they wish to access any FADM barracks. However, in the case of workers from a duly authorized contractor, mechanisms will be in place during the execution phase of the work to facilitate the flow of personnel.

In the area where the bunker will be built, an internal security perimeter will be established in the form of a Movement Restriction Zone, under the direct responsibility of the Commander of the Military Engineering and Chemical Defense Training Center, where it will be built.

7. Are there any requirements for Mechanical Cooling at both the Maputo Central Hospital bunker and the new build at the military base?

A: No.

8. Is there any requirement for a Water Supply at the new build at the military base?

A: The facilities of the Military Engineering and Chemical Defense Training Center have a local water supply system, through a borehole sized to cover the activities of the military unit and the costs are covered by the state budget. Therefore, we advise the opening of a new borehole that will respond only to the activities of the bunker.

9. Are there any radia�on risks/exposure working on the Maputo Central Hospital bunker?

A: Offerors should plan to undertake appropriate operational health safety measure for all workers engaged in renovations and security upgrades to the Maputo Central Hospital bunker.

10. What is the exis�ng roof at the Maputo Central Hospital bunker made of? Is it a concrete slab with wooden trusses and fiber cement roof panels/sheets?

A: The roof is made of fiber cement.

11. What is the electrical requirement at the Maputo Central Hospital bunker in order to be able to size the solar and backup power system appropriately?

A: The bunker has lighting lamps (in and outside), CCTV cameras and an alarm system, which requires low energy consumption.

12. What brand of cameras are used at the Maputo Central Hospital bunker, and do they connect to a central CCTV system? Details are needed to ensure that replacement cameras are compa�ble.

A: The CCTV cameras are from the brand Hikvision.
