Worldwide Technical Security Services

Questions and Responses

1. How many past performances should be from prime and subcontractor?

Answer: Each offeror shall submit three (3) past performance references.

2. What is the page limit for Volume 1 and Volume 2?

Answer: There is no page limit per se, but a page limit of 20 – to 30- pages will make it more manageable for the evaluation panel to proceed.

3. C.4 - SECURITY CLEARANCE REQUIREMENT (PAGE 16) - Does Government prefer Facility Clearance verification documents submitted before the proposal due date or included within the proposal at final submission?

Answer: Please submit the documents with the proposal.

4. C.4 - SECURITY CLEARANCE REQUIREMENT (PAGE 16) – To make sure technically experienced Contractors are awarded, will the Government consider requiring contractors to have current and active Safeguarding to be considered for award?

Answer: Active Top-Secret Clearances are the only security clearance requirement.

5. H.2.5 KEY PERSONNEL (PAGE 33) - To ensure the government of the Contractor’s technical leadership depth, will the Government consider requiring additional key personnel and resume submission requirements to include TSS Superintendent/Lead and TSS Technician (over 3 years DOS/OBO TSS Experience).

Answer: The requirement for leadership will remain fixed for the foreseeable future.

6. H.2.5 KEY PERSONNEL (PAGE 33) - To ensure the Government of the Contractor’s available technician depth, will the Government consider allowing unlimited resumes be submitted for all company-employed Technicians with Department of State TSS installation experience?

Answer: Since we do not have much time to award this contact, please submit several resumes for employees having the requisite experience and clearances, their resumes can be submitted as part of the contract proposal package. The number of resumes generally submitted varies but averages at approximately 12-per company.

7. L.5.6.3 PAST PERFORMANCE (PAGE 84) - To ensure the Government that the awarded Contractors have the technical ability to perform Scope of Work and Task Order requirements, will the Government consider requiring that all proposed 10-20 Past Performances be projects done by the Contractor themselves, and not by a teammate on their proposed Worldwide TSSI Team?

Answer: The contractors must have access to technical employees that can perform the work. They do not have to be full time employees. This of course does not include the position of Program Manager.

8. L.5.6.6 PAST PERFORMANCE Questionnaire (PAGE 85) - To ensure the Government that the awarded Contractors have the technical ability to perform Scope of Work and Task Order requirements, will the Government consider requiring that all three (3) J.1.2 Past Performance Questionnaire submissions be projects or contracts done by the Prime Contractor themselves, and not by a teammate on their proposed Worldwide TSSI Team?

Answer: The contractors must have access to technical employees that can perform the work. They do not have to be full time employees. This of course does not include the position of Program Manager. The bidding contractor should have been the prime or subcontractor on the project.

9. J.1 Administrative Documents (PAGE 62) - Please advise if Attachments J.1.1 and J.1.3 are missing from the solicitation package.

Answer: Some J-attachments will be provided after the award.

10. Clarification on Task Orders: Given the indefinite delivery, indefinite quantity (IDIQ) nature of the contract, can you provide more examples or scenarios of potential task orders that might be issued under this contract? This will help in better understanding the scope and preparing our team accordingly.

Answer: Other types of projects that are commonly included in the task orders include:

Lease Fit Outs Marine Security Guard Residences Annex Offices Compound Security Upgrades Major Rehab Projects Lock and Leave Conversions Pouch Vault Projects

11. Technical Equipment and Systems: The solicitation mentions a list of commonly used equipment but states it is not limited to these. Can the contracting officer provide insights on how often the equipment list is updated and the process for adding new equipment to this list?

Answer: The equipment list rarely strays from what is in existence currently, but if we add something new, we will give sufficient details for the procurement and installation thereof. One exception is the camera systems which can be updated frequently. We will keep the IDIQ contractors aware of these changes through a variety of ways to include the Applications Guidelines, Notifications in ProjNet, and or responses to RFI questions with the individual Task Order Proposal Requests.

12. Program Director and/or Program Manager: SectionH.2.5 Key Personnel lists the 'Program Director' while L.5.4 TAB C-Key Personnel states 'Program Manager'. Are these the same positions or are the Program Director / Program Manager different positions?

Answer: There is only one key position and that is the Program Manager. There is not actually a Program Director on the contract who is a contractor. Our Program Director are government employees.

13. How many resumes are required for the Program Director and/or Program Manager position?

Answer: Please submit the resume for the person who will act as the Program Manager under the contract.

14. What LCAT labor rate will Program Director/ Program Manager use and is the position equal to 1 FTE?

Answer: The Program Manager’s position is built into the overall labor rates for the hourly employees.

15. Pricing LCATs: To confirm only the following LCATs need to provide rates; CLIN 0001 - Team Leader Reg Rate, CLIN 0002 - Technician Reg Rate, CLIN 0003 - Team Leader Urg Rate, CLIN 0004 - Technician Urg Rate?

Answer: Yes, you only need to provide pricing for the LCAT’s.

16. What would constitute the use of the Urgent Team Leader or Technician rates? Or what is the threshold for using the urgent rates?

Answer: The urgent rates can be invoked when there is less than 45-days from initiation to actual on the ground arrival at the job site.

17. Given the requirement for the contractor to maintain the ability to deploy installation technicians within three days of notification, would this use require the urgent rates?

Answer: Yes, you would use the urgent rates.

18. Can you provide the incumbent company (s) names and awarded contract number?

Answer: A multiple award IDIQ was made under the following contracts:

19AQMM19D0008 - Orion Management, LLC

19AQMM19D0009 - Professional Technologies Group, Inc.

19. Are there any DoS-directed pre-deployment requirements (example CSRC, medical, weapons qualification, etc.) expected?

Answer: None of those that apply you mention above.

20. Aside from the identified 24/7-hour on-call requirements for the Program Director/ Program Manager, what are the after-hours and on-call requirements for other positions?

Answer: There are no after- hours on-call requirements for other positions for this requirement.

21. Since this is a small business set-aside, is there a limit to the size of the small business either by employee size or revenue that will be awarded? I see the NAICS code and the size standard as under 25M annually. Should that be what I need to limit?

Answer. Yes, the size standard is determined by employee size, annual revenue, or both.

Please refer to sam.gov or sba.gov to determine if your company meets the size standard for small business under NAICS code 561621. Use either limit to determine if you qualify for small business standard.
