STATEMENT OF WORK FOR

WEATHERING OF LAMINATED GLAZING UNITS

1. BACKGROUND

The Department’s Bureau of Diplomatic Security (DS), Research and Development Branch

(DS/PSD/RD) requires long-term weathering of Ethylene Vinyl Acetate (EVA) and PolyVinyl

Butaryl (PVB) laminated glazing units to support use in State Department construction projects.

Prior to use in any Department of State building, long-term weathering degradation of the bond between EVA and glass as well as any degradation to the EVA laminate itself must be investigated. Glazing units laminated with an established interlayer, PVB, shall be used as a baseline to compare any degradation of performance when exposed to similar environmental conditions.

2. OBJECTIVES

The objective of this contract is to naturally weather six (6) glazing units. The glazing units shall be delivered to the contract winner shortly after contract award. After natural weathering of the glazing units has been conducted, they shall be packaged and shipped to a site of the

Government’s choosing for further testing efforts by others.

3. TASKS

3.1. Weathering shall be performed on six (6) 68” by 44” laminated glazing panels. Natural weathering shall be performed in accordance with natural exposure weathering method defined in Section 5.4.1(1) of ANSI Z97.1-2015 (R2020), except that the duration of testing shall be ten

(10) years and no control samples shall be submitted for testing purposes.

3.2. Perform the tests defined in Sections 5.4.2(1) and 5.4.2(3) of ANSI Z97.1-2015 (R2020) upon receipt of the laminated glazing units and at the end of the ten (10) year weathering cycle.

The ANSI protocol shall be followed to the extent possible unless deviations due to limitations of equipment, size of laminated glazing panels, alternative equipment, or alternative testing methods were approved prior to award. Reports shall be submitted per instructions in the

Deliverables section of this document.

3.3. Perform visual inspection and submit photographic record of all test specimens on a yearly basis for the duration of the weathering cycle. All specimens shall be cleaned prior to visual inspection and photographing. A visual inspection report with photographs shall be submitted per instructions in the Deliverables section of this document.

3.4. At the completion of testing, the weathered laminated glazing units shall be packaged and shipped to a site of the Government’s choosing. The site shall be determined prior to year ten

(10) of the weathering period.

4. DELIVERABLES

Six (6) naturally weathered glazing units packaged and shipped to a site of the Government’s choosing.

Reports shall be in accordance with the contract labs procedures or per any reporting requirements in ANSI Z97.1-2015 (R2020), whichever is more stringent, but not less than one

(1) report per year. The visual inspection report shall be issued at a time that shall allow the

Government to review and determine if another option year is to be exercised. A final report shall be provided after completion of the ten (10) year weathering cycle or at the time the

Government determines that weathering shall end.

Reports shall be emailed to Phillip Benshoof and Craig Ackerman at BenshoofPC@State.gov and AckermanCR@state.gov. Any hard copy reports shall be mailed to the following address:

Department of State
