About this file

This brand name justification document approves the use of non-competitive procedures to award a purchase order to acquire Mercury Verado 350HP outboard engines, spare parts, tools, and training from Mercury resellers for the Colombian Navy. The Department of State's Bureau of International Narcotics and Law Enforcement Affairs in Bogota, Colombia requires these products to perform its mission. A market survey found no other manufacturers of comparable 350HP heavy-duty engines. Only Mercury expressed interest in the opportunity in writing in response to a special notice posted on SAM.gov. The contracting officer determined the anticipated costs will be fair and reasonable, and the justification was approved by the division director and advocate for competition within the Department of State's Office of Acquisition Management.
