Page 92, L.6 Questions Regarding SolicitationWe would like to request a pre-submission solicitation conference due to numerous questions and concerns with the RFP. Will the government consider holding a conference for bidders?No, the Government will not conduct a solicitation conference for this requirement.
Page 21, paragraph 2.2.4. Special Aviation Services Requests (SASR)The aircraft requirement(s) in paragraphs 2.2.1, 2.2.2 and 2.2.3 is / are detailed . In order to provide competitive and cost efficient options, can the government provide additional aircraft requirement(s) for 2.2.4, Special Aviation Services Requests (SASR)?Page 21, paragraph 2.2.4 Special Aviation Services Requests (SASR) - As instructed in 2.2.4 "As directed..."Offeror is not required to submit pricing for SASRs with proposal. All requirements will be determined and communicated at Task Order level when needed. Refer to RFP B.4 Pricing Structure and Attachment A Pricing Sheet.
Page 4, B.2 Type of ContractConsidering the very different scope of work requirements and scenarios, would the government consider – a. Partial bid submissions? b. Split awards? c. Multiple awards?No, the Government will not consider a partial bid, split award or multiple award. The Government has determined a single award is in the best interest of the Government.
Page 24, Paragraph 2.4.3The RFP states “The U.S. Department of State currently maintains waivers extending to services under this contract to existing Special Federal Aviation Regulations restricting operations into Libya, Yemen, Syria, and Somalia. The Contractor shall operate in these and other locations of similar threat on short notice as Commercial Aviation Services if the Government identifies such a requirement exists in the future.” Please confirm these waivers will be available to the contractor.RFP C 2.4.3 - Waivers are held by the U.S. Department of State and will be extended to the Awardee if/when directed at Task Order level for any requirement i Libya, Yemen, Syria, or Somalia.
If the waivers for Libya, Somalia, Syria and Yemen are available for contractor use, how will the government address the possibility that the insurance market(s) may refuse to provide coverage for these countries?Offerors must consider this risk, in full consultation with their insurance providers, prior to developing their price proposal if/when directed at Task Order level for any requirement in Libya, Somalia, Syria, or Yemen.
Page 24, Paragraph 2.4.3If waivers for Libya, Somalia, Syria and Yemen are available for contractor use, how will the government address the possibility that the insurance market(s) may refuse to provide coverage for these countries?Duplicate Question, refer to Cell C7
SOW; Page 28; Section 3.3 states: “The contractor must maintain eligibility for a facility clearance at the Secret level.”

SOW; Page 52; Section H.10.1 states: "Clearance - Secret" SOW; Page 55; Section H.15 states: “A facility security clearance at the SECRET level is required” SOW; Page 56; Section H.15.1 states: “The Contractor shall currently possess and maintain a Secret Facility Security Clearance” SOW; Page 57; Section H.15.2 states: “All U.S. citizen personnel performing on this contract shall possess a Secret Personnel Security Clearance” SOW; Page 98; Section L.19.1 states: “Offerors must have an active facility clearance at the Secret level”

SOW; Page 92; Section L.8 states: “The offeror shall submit all information requested in the solicitation. Information required for consideration of a proposal includes proof of an active facility clearance at the Top Secret level”.Of the seven (7) references cited, six (6) different Sections in the solicitation require a Secret level clearance and one (1) Section (SOW; Page 92; Section L.8) requires a Top Secret clearance level. Please clarify the level of security required in solicitation 19AQMM19R0166 Solitude.L.8. is a typo and has been corrected. Facility Clearance is Secret Level.
ATTACHMENT A; Pricing Sheet; CLIN X001C (Other Direct Costs - Defense Base Act Insurance)Under Quantity for Base Period Year 1 through Six-Month Option to Extend, the matrix shows a numerical value of 5 for each of these 11 contract periods. In fact DBA Insurance is calculated annually once for the entire year. Please clarify if this numerical value should be “1” instead of “5”.The pricing sheet has been amended to reflect a unit of 1 for DBA; however, the quantities in the pricing sheet are estimates for use of evlauation purposes only and the government's actual need will be determined and detailed at the Task Order level. Refer to RFP Section M.10 Price Evaluation.
SOW; Page 22; Section 2.3.2 states: “The Contractor shall be authorized by the FAA to transport dangerous goods. Some types of infectious substances that the carrier may transport shall be classified as “select agents”. To transport select agents, the carrier must have a security plan compliant with 40 CFR 172.800 and 802.”We believe that the correct cite is from 49 CFR and not 40 CFR. Note that 40 CFR refers to Protection of Environment, while 49 CFR is Transportation. Please advise the correct federal regulation cite.The Government didn't find reference to 40 CFR in Section C SOW Section 2.3.2, the correct reference to 49 CFR is cited. Copied and pasted directly from Section 2.3.2, "The Contractor shall be authorized by the FAA to transport dangerous goods. Some types of infectious substances that the carrier may transport shall be classified as “select agents”. To transport select agents, the carrier must have a security plan compliant with 49 CFR 172.800 and 802. The Contractor shall hold and maintain a special permit issued under 49 CFR by the U.S. Department of Transportation authorizing the transportation of Division 1 explosives."
The RFP, Section 2.2.1, indicates the mission requirement of a cargo door of sufficient size to accept a pallet 48” wide and 48” tall.Can relief from this requirement be requested as only the incumbent can provide this door size.RFP C 2.2.1 - The Government is aware of other types of aircraft that meet the specifications for a cargo door of sufficient size to accept a pallet 48" wide and 48" tall. Requirement stands as is.
Section L.19.4 - The RFP language implies a fully-operational start date of July 1, 2019.Is this correct – is the contractor expected to be fully operational, including aircrew, medical personnel, and a fully-configured aircraft in accordance with the requirements set forth in 2.2.1? Is a ramp-up time acceptable? If so, does DOS have an acceptable ramp-up time in mind? If not, is it acceptable for the contractor to propose a ramp-up period as part of its bid, and if so will this be an accepted bid?RFP C 2.2.1 Dedicated Multi-Mission Aircraft Capability Configuration, and Air Crew - CONUS has been amended to include, "Offeror shall be fully mobilized within 24 hours after Task Order Award." RFP C 2.2.2 Dedicated Multi-Mission Aircraft Capability, Configuration, and Air Crew - OCONUS has been amended to include "Offeror shall be fully mobilized within 14 days after Task Order Award."

Instructions Instructions:

Offerors that wish to ask the Government questions about a solicitation during the designated Question and Answer period, reference Section L in the RFP, shall include questions in the format provided in the Tab entitled "Questions." Offerors shall cite the relevant portion of the RFP, SOW, or Attachment about which they are asking in Column A, Reference. Offerors shall use the following format for their references: Document (e.g. SOW, RFP, etc.); page number; section, clause, or provision; relevant passage.The question shall be included in Column B, Question, in the same row as the applicable Reference. Offerors must ensure that all parts of each Reference and Question are visible. See Example below.

Offerors shall NOT reference other cells in the spreadsheet, but complete each reference and question as if it were independent of other questions asked.

Offerors shall ask ONE question per row.

SOW; Page 7; Section 5.6.1 states: "The Contractor shall plan, design, and conduct TCC training for a cadre of host nation training participants." Can the Government clarify how many training participants will constitute a "cadre?"
