No.QuestionAnswer
We did not have an opportunity to participate in the scheduled site visit (H.41 and L.10) at Santa Marta and ask if it is possible for DoS to arrange for another visit. We know the location and have been there but would like to conduct an official site visit.A 2nd site visit will not be conducted.
Based upon our experience in Colombia, we believe that we can complete the project in a shorter amount of time than the one stated in the solicitation. As such, would this be acceptable and would we be able to receive work associated payments if government acceptance occurs within such a shorter timeline? As stated in Section F.1 of the solicitation, the project duration shall be no more than 180 days. It's the discretion of the offeror whether the project duration can be less than 180 days. Pleas see section G regarding progress payments.
Related to the previous question, would it be possible for us to perform the project in multiple shifts? It is very hot in Santa Marta in the early summer so we would like to see if it is possible to work at night when it is cooler. Please see Section F.6 of the solicitation regarding work hours. Overnight shifts are not permissible.
We wish to verify that per G.10 that as a Colombian company performing work funded by the U.S. Government in Colombia, that our directly associated work would qualifify for VAT exemption. Please see Section G.10.1 regarding VAT and/or IVA as it pertains to this requirement.
Related to the previous question, Colombian companies pay a "retention tax" to the Colombian government for each worker. Would this U.S. government funded project exception also apply to this tax? Please see Section G.10 regarding VAT and/or IVA as it pertains to this requirement. Offerors are required to be in compliance with all local labor laws, regulations and taxes.
It takes as much as six months in Colombia to receive construction project approval. Please verify that this project has been appropriately approved. As stated in Block 11 of the Standard Form 1442, the contractor shall begin work within 30 days of receiving the notice to proceed. Please see Section F.12 for requirements of the notice to proceed. The Government does not expect any delays in the commencment of construction.
As a non-U.S. company (Transandina Ingenieria SAS is Colombian), are we required per H.1, H.3, H.31, L.14 and CLIN 2 to obtain DBA insurance? All individuals from Transandina who would work on this project would be Colombian nationals. As such, the company complies with all Colombian national labor and insurance requirements associated with the performance of such work.DBA insurance will be required for any employee providing services for this requirement.
Request for a time extension for the submission of the proposal. We are ensuring that we are able to best meet the requirements of the solicitation and request an extension of seven days/one week if possible. The proposal due date remains unchanged. Proposals are due by May 31, 2019, at 12:00:00 EDT.
Related to the project blueprints/drawings, would it be possible to obtain the estimated amounts of each material needed from the source who developed them? The offeror is responsible for determining the necessary amounts of each material.
Further, would it be possible for us to obain an electronic copy of the original blueprint flies? From what we can determine, they may have been done in AUTOCAD software. The AUTOCAD drawings are being provided.
