Question 1: The solicitation has labeled this as a Small Business Set Aside. It is our understanding that since this is a BPA, the 51% of the items on each BPA order will have to be provided by a small business with a small business manufacturer. If there is a case where the items requested are all large business products (or more than half of the items are large business products), the Contractor will not be able to comply with the Small Business requirement. Can you please clarify so we can ensure we are able to meet the small business requirements?
Government Response 1: In accordance with FAR 52.219‐14 Limitations on Subcontracting, “The concern shall perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials.”
Question 2: C Bulk pricing may be available on some of these items. Could you please provide quantity estimates so bulk pricing can be provided with our quote?
Government Response 2: Please refer to Section B‐10 of the solicitation, “The anticipated ordering frequency and estimated annual quantities are not known and will depend on the needs of first responders overseas. Quoters shall have the capacity to fill large orders. Pricing shall be per unit in accordance with the Schedule B Attachment: BPA Price List.”
Discounts for bulk pricing may be applied to BPA calls, as applicable.
Question 3: In reference to "Line 21: Comtac Headset", a dual down lead headset is being requested.
Based on our experience, it is cleaner and less cumbersome to the operator use a single down lead and a multi‐port PTT. This also will allow them to operate off only one PTT (which will also allow for cost savings). Can you please clarify which is preferred, or if either would be acceptable?
Government Response 3: Either is acceptable.
