Statement of Work for Ballistic Testing of Mild Steel, Stainless Steel and Aluminum Plate
Background The Department’s Bureau of Diplomatic Security (DS), Research and Development Branch (DS/PSD/RD) is interested in conducting ballistic resistance testing on common Stainless Steel and Aluminum alloys found in products used in the structural and façade components of Department of State embassies and facilities.
Testing The materials to be tested in this effort are: Mild Steel A36 and A572 Gr. 50; Stainless Steel 304L and 316L; Aluminum 6063 T6, 6063 T5, 6005 T61, and 6061 T6. Testing will be conducted on one square foot plates in various thicknesses and configurations seen in Tables 1, 2, and 3. Each thickness and configuration will be tested with all three calibers listed in Table 4. The total configuration and shot matrix is shown in Table 5. Ensuring the proper materials have been procured as test samples is of the utmost importance for this effort. In addition to having the Certified Mill Test Reports for each lot of material purchased a sample from each lot must be tested to determine the materials actual Yield Strength, Ultimate Tensile Strength, % Elongation, and Hardness.
The first materials tested will be carbon steel with various air gap between the ¼” plates. Whichever air-gap configuration performs most favorably during those tests will be the air-gap used for all of the multiple plate configurations during the Stainless Steel and Aluminum tests.

Table 3: Aluminum Thickness and Configurations to Test
The testing of the materials will be done using the calibers and allowable velocity parameters per Table 3 and Revision G.
In SD-STD-01.01 Rev. G (Amended) the minimum shot spacing for opaque armor 1.5,” but in the proposed new SD-STD-01.01 Rev. H the minimum shot spacing for opaque armor is 2”. For this testing, both the 1.5”, 2” and a 3” shot spacing will be used for testing. Each caliber shown in Table 3 will be tested 9 times per each spacing. In order to accommodate these three shot spacing’s on a single one square foot sample, the shots will be done in accordance with Figure 1.
