the offeror will successfully perform the required ef-fort. Little Government intervention is expected to be needed in order to obtain the required product/service.
Unknown Confidence (Neutral) No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reas-onably assigned.

Some Government intervention is expected to be needed in order to obtain the required product/service.
No Confidence Based on the offeror’s recent/relevant performance re-cord, substantial doubt exists that the offeror will be able to successfully perform the required effort.
The Government will conduct an evaluation of recent performance information obtained to determine how closely the services performed under those contracts relate to the requirements of this solicitation. The Government will use the following definitions when assessing the relevancy of past performance refer-ences. With respect to relevancy, the Government will consider more relevant Past Performance to be a stronger predictor of future success and have more influence on the Past Performance evaluation than Past Performance of lesser relevance.
PAST PERFORMANCE RELEVANCY
Very Relevant Present/past performance effort involved comparable scope and magnitude of effort and complexities as the efforts required under this solicitation.
Relevant Present/past performance effort involved much of the scope and magnitude of effort and complexities as the efforts required under this solicitation.
Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities as the efforts required under this solicitation.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities as the efforts required under this solicitation.
PRICE EVALUTAION
The principal basis for evaluating price as a factor for award under this solicitation will be an evaluation of the reasonableness of the offerors’ respective overall proposed prices submitted in Section B. The Government will conduct an evaluation to determine ulti-mately that the final agreed-to overall price from Section is fair and reasonable. The Government will use one or more of the proposal analysis techniques stipulated in FAR 15.404 to conduct the evaluation.
The Government will evaluate offers for contract award purposes by adding, from Section B, the total proposed price for all option periods to the total proposed price for the base period. Evaluation of options will not obligate the Government to exercise the op-tion(s).
M-002 BASIS FOR AWARD
The Government will make a single award to the responsible Offeror whose proposal offer is determined to be lowest price technically acceptable.
File details come from the government source that posted it.
