Answers to Questions Amendment One AQMM18R0135
1. The amounts represented in the Maximum U.S. Dollars Column do not correspond to the 2018 GS Pay Scale.
· Please use the most current GS Pay scale. The GS number in the solicitation are minimum amounts and the label has been updated correctly. Also the direct rate spreadsheet has been updated with minimum and maximum rates.
2. Please confirm that this price/salary data is intended to be included in Technical Factor 3: Professional Services Compensation
· The offeror should fill out the new excel spreadsheet attached to this amendment for direct rates and benefits and include it in their technical proposal. The excel spreadsheet will not be included in the page count. The fully loaded rates shall be included in the price proposal.
3. Will the government require subcontractors to also submit this information in sealed packages?
The prime contractor shall provide subcontractors direct pay and benefits as well as the overall rate. If the subcontractor is uncomfortable with providing their direct rate information to the prime contractor they can submit it via sealed package to the contracting officer with the hard copies of the proposal. However, the entire proposal is due prior to the deadline, a late submission from a subcontractor will make the entire proposal late and therefore it will not be evaluated. For electronic submissions the subcontractor shall label the email title: “Subcontractor price submission for prime contractor name Solicitation 19AQMM18R0135.”
4. Is it the government’s intent that this proposal be included in the prime offeror’s response? If so, under which volume?
The direct rates should be included in the technical proposal using the direct rate spreadsheet. The prime contractor is responsible for the submission of the subcontractors direct rates and if they are not submitted the proposal will be deemed incomplete.
5. Will the government require subcontractors to complete the Pricing Sheet?
If the offeror will be using subcontractors for labor then they should follow the procedures in the Questions 3&4 above. However for all other costs, the offeror should perform a price analysis in line with FAR 15.404-3 and submit this with the price proposal.
6. Will the government require sealed packages from the subcontractors for this information?
· It is not required but if necessary submit subcontracting pricing following the steps in questions 3 and 4.
7. The number of original/copy volumes is not specified within the RFP. Request confirmation that DoS requires 1 original copy and 2 copies of the Technical Volume (hard copy) only.
· Correct. But the government is updating this to include one hard copy of the business proposal and cost proposal as well.
8. There is a ten (20) page single sided limit imposed on Volume I, Part D: Guatemala Proposal. There is a thirty (20) page single sided limit imposed on Volume I, Part F: IDIQ Level – Key Personnel. There is a thirty (20) page single sided limit imposed on Volume I, Part G: Past Performance. Which numbers are correct?
· 20 pages. The solicitation has been updated to reflect this.
9. Would the government consider increasing the page count to 30 pages for these sections? There is a significant amount of information required for these parts and additional page count will allow for an adequate response.
· No
10. Will the government please confirm that “task” refers to the four bullets in the Statement of work following “In support of CARSI, INL its tasks include but are not limited to:
Assist in developing… Support CARSI state and society… Assist CARSI countries… Improve border security…”
· Yes, these are the tasks.
11. Will the government clarify whether “work requirements” refers to the items listed in the Statement of Work - Activity 1-3, work product and serious incident reporting?
· Yes.
12. Does the government intend for offerors to provide a separate compensation plan for each CARSI country?
No. Offerors should provide different labor rates and benefits depending on the country for American Nationals. Local Nationals and Third Country Nationals pay and benefits will vary by country and their benefits should at a minimum meet local labor laws and take into account historic compensation and retention in line with FAR 52.222-46.
13. Request clarification- Is the final sentence solely referencing the PMO?
· The government desires a domestic PMO/PM/CA, and a PMO/DPM in each country, Guatemala and Honduras. PMO staff OCONUS do not require resumes. The CONUS program manager and contract administrator, and the OCONUS DPMs require resumes as these are key persons.
14. To Lend Clarity - Are you expecting to receive the Resume Template provided with the solicitation ONLY for all proposed staff – No Personal Formatted Chronological Resumes?
· Because of the number of proposals and resumes expected, the government desires to use the resume template for resumes of key persons. Key persons only require resumes.
15. To Lend Clarity - Are you expecting to receive the Resume Template provided with the solicitation ONLY for all Key Persons – No Personal Formatted Chronological Resumes?
· See Q14
16. Given the large number of resumes vendors are instructed to provide, will resumes count against the ten (20) page single sided page limit imposed on Volume I, Part D: Guatemala Proposal? Can resumes be submitted as an Appendix to this volume?
· No, resumes will not count against page count.
17. Will the government confirm that for planning purposed both of these task orders will be transitioned/mobilized simultaneously?
· Both Task orders will be mobilized simultaneously.
18. To Lend Clarity - Are you expecting to receive the Resume Template provided with the solicitation ONLY for all Key Persons – No Personal Formatted Chronological Resumes?
· See Q14
19. Given the large number of resumes vendors are instructed to provide, will resumes count against the twenty (20) page single sided page limit imposed on Volume I, Part E: Honduras Proposal? Can resumes be submitted as an Appendix to this volume?
· See Q16. Resumes can be submitted as an appendix.
20. Both incumbents are identified as Financial Investigations Advisors, however, the SOW only identifies one position. Right now the staffing for the task order aligns with the positions. Do staffing levels need to be adjusted because there are two Financial Investigations Advisors?
· There are two Financial Investigations Advisors in Honduras.
21. The incumbents LCAT "Specialist Advisor IV - Curriculum Advisor" is not reflected in the SOW. Is his position accurate, or might it be another that's depicted in the SOW?
· The category is Specialist Advisor IV. The “Curriculum Advisor portion describes the nature of the Specialist Advisor. For example, a Nuclear engineer might be called a Specialist Advisor, Nuclear programs.
22. Both incumbents currently filling this position are Not Honduras Citizens. Is this an erroneous entry that should require the select candidates be a US Citizen or Third Country National?
· The solicitation has been updated to remove some citizenship requirements.
23. To Lend Clarity - Are you expecting to receive the Resume Template provided with the solicitation ONLY for all Contractor-Designated Key Personnel, IDIQ Program Manager and Contract Administrator – No Personal Formatted Chronological Resumes?
· See Q14
24. Will the government consider allowing Prime vendors to use subcontractor past performance where the subcontractor was not partnered with the Prime. Rationale: The government is limiting its’ ability to gather information on subcontractor capabilities that could be of true benefit to CARSI, in the evaluation of vendor proposals for this work
· The Government is not changing the past performance evaluation factor.
25. Ref: RFP Section B-1, Page: 2. Question: When does the Govt intend to award this IDIQ?
· The government will award after meeting all the steps necessary to be in compliance with the terms of this solicitation and FAR 15. The award timeline will depend on many factors including the number of proposals received and whether or not discussions will be necessary. The government also reserves the right not to award at all.
26. Ref: RFP Section C-1, Page 23. Question: Does the IDIQ Program Manager and the Contract Administrator require an active Secret Security Clearance or the ability to obtain a Secret Security Clearance?

· There are multiple incumbents with mostly single person BPA Calls. At this time the government cannot be certain that the awardee will receive a full report from the incumbents. With that said the equipment should be minimal and any USG property held by the contractor will be returned to the USG and re-issued to the awardee.
30. REF: C-1 1.5 Page 24– Will contractor be allowed storage space at Embassy warehouse facility to place equipment, supplies and materials not yet distributed and purchased with USG funding?

While the government may desire an incumbent at a particular position, the government recognizes that either the offeror or the incumbent may not come to an agreement such that the incumbent can be employed. The grade levels indicated are the desired grade levels of the positions. Where no position grade level is indicated, the default levels of preference would be level III or IV. The offeror is free to propose all positions at the level IV, or all at level III, or all at level II etc., or any combination that the offeror believes would serve the purposes of the SOW, keeping in mind that all level IV employees would be a very good proposal but also a very expensive one.
50. Ref: RFP Section M-13, Page 130. Question: The Government states “The offeror shall state the offeror’s current status of a business license to do business in Honduras and Belize”. Does the Government mean “Honduras and Costa Rica” since the Level IV Specialist Advisor works out of Costa Rica?

51. Ref: RFP Section M-13, Page 131. Question: Is there a current incumbent(s) company that employs staff for the 29 positions supporting Honduras? If so, what is the name of the company(s), what personnel positions belong to what company, and what contract vehicle is being used?

Please confirm that the number of Task Order Key Persons is twelve (12): the DPM and the listed incumbent Level IV advisors.
· This is correct for the current configuration of personnel. The offeror is free to propose a higher or fewer number of level IV advisors, but must reflect the requirements by providing resumes and adjusting the cost proposal.
53. Ref: RFP Section M-13, page 131. · Resumes are not subject to the page count.
58. Ref: RFP Section M-15, Page 168 Question: Can the Government confirm the third past performance reference that may be from an offeror’s subcontractor can be for any contract of similar size, scope, and complexity of efforts (e.g., it is not restricted to subcontract work)?
· M-15 says “ the third past performance is allowed, either from a prime of a subcontractor”
59. If it is restricted to subcontracts, can the Government confirm the references are not limited to subcontracts to the offeror (e.g., the references may be for subcontracts to other firms different from the offeror?
· See Q 58
60. Ref: AQMM18R0135 Pricing Sheet, Guatemala Task Order Pricing tab. Question: The Guatemala Task Order Pricing Tab states COLA and Post Differential are both listed as if proposed at 15% and 20%, respectively. Please clarify that these allowances should be budgeted for all expatriate personnel per the DSSR at 25% for COLA and 15% for Post Differential?
· Current Department of State levels for Cola and Post Differential are 15% for Cola and 20% for Post differential. Offerors should use these values, if COLA and Post Differential are proposed independently.
61. Ref: AQMM18R0135 Pricing Sheet, Guatemala and Honduras Task Order Pricing tabs. Question: The Guatemala and Honduras Task Order Pricing tab in AQMM18R0135 Pricing Sheet lists CLIN totals and includes a detailed description of ODCs per line item. Please confirm whether additional ODCs may be proposed?
· Additional ODCs may be proposed if they are justified and reflected in the technical proposal. The price proposal should include a reference to the additional item in the technical proposal.
62. Also, please confirm whether detailed budgets are requested for CLINs 0001, 0002, 0005, 0006, and 0008?
· The price should reflect what is proposed in the technical volume. The government will determine reasonableness based on competition. There should be a breakdown of each CLIN in enough detail to determine that what is proposed in the technical proposal is reflected in the price proposal. Cross references are appreciated but not required.
63. Ref: B-18 Provisional Billing Indirect Cost Rates section (d), Page 21. Question: The RFP states that only the Contractor’s indirect rates are identified above; indirect rates for subcontractors and/or other entities are not included in part or in whole. Please confirm whether subcontractors’ indirect rates must fall under the provisional billing rates set by the prime?
· The IDIQ will set the indirect rate for the prime contractor only. The offeror shall follow FAR 15.404-3 for subcontractor pricing.
64. Ref: B-19, Ceiling Indirect Cost Rates, Page 21. Question: Are subcontractors’ indirect rates required to fall under the ceiling indirect cost rates established by the task order contract?

65. Ref: AQMM18R0135 Pricing Sheet, Guatemala and Honduras Task Order Pricing tabs. Question: Please clarify whether additional PMO support staff may be budgeted under the firm fixed price PMO CLINS under the Guatemala and Honduras Task Order Pricing tabs. If so, should these rates be budgeted as fully burdened labor rates within the FFP CLIN?
· Since the PMO is firm fixed price the government does not require a break down by labor hour for each additional person. The offeror can and should provide all the staff necessary to perform the work necessary to support the task order and there should be enough detail to determine that what was written in the technical is reflected in the price proposal. For example, if the technical proposal includes additional staff to help with invoicing those positions should be listed and priced in the price proposal. Page references in the price proposal to the technical proposal are helpful but not necessary.
66. Question: Given the volume of clarifications requested and the impact that subsequent clarifications will have on Offerors’ responses, will the Government please consider an extension from 24 April 2018 to 4 May 2018 to allow offerors to prepare compliant and compelling proposals?
· The proposal is extended to May 14th.
67. Some companies currently have people onsite at INL supporting CARSI on contractual items as part of the INL teams. Will INL allow companies that have people currently onsite formulating program and corresponding contract activities to participate in the bid for the INL CARSI work? Or does INL see this as a disqualifying conflict of interest?
· Current contractors are not precluded from bidding on this solicitation. None of the incumbents or their employees have been invoiced in the creation of this solicitation.
68. Paragraph B-2 of the RFP, Type of Contract, page 2, denotes that the contract type for task orders issued under the IDIQ contract will be one or a combination of types identified in FAR Part 16. However, FAR Part 16 encompasses a wide range of contract types. Please provide specific task order contract types to be issued under the IDIQ contract like the types denoted in the previous CARSI RFP that was cancelled by the Government.
· The Government wants the flexibility provided in B-2 and therefore will not change the verbage.
69. Paragraph B-6 of the RFP, Pricing Tables for Belize and Costa Rica, pages 6-8, do not include a labor category position for the Deputy Program Manager (DPM). Please confirm that an in-country DPM will not be required for tasks being supported in Belize and Costa Rica.

This requirement is not listed in Volume III, paragraph 3. Please confirm if this is an actual requirement and add it to Volume III or remove the requirement from Section I.
· Reponses to the DOSAR clause should be included, the Solicitation has been updated accordingly.
71. RFP Paragraph L-2, Subcontracting, page 70, requires Contractor to provide a cost analysis for all subcontractors that demonstrates that prices are fair and reasonable. Since this effort does not require the submission of certified cost or pricing data and cost analysis requires the review and evaluation of separate cost elements which subcontractors will not provide to prime contractors, did the Government mean for Contractors to perform a price analysis in lieu of a cost analysis to determine subcontractor prices are fair and reasonable?
· L-2 has been updated
72. RFP Paragraph L-9, Volume II, Cost/Price, page 72. RFP paragraph L-2 requires Contractors provide a cost analysis of for all their subcontractors that demonstrates that prices are fair and reasonable and to denote if their subcontractors have an approved purchasing system, however this requirement is not reflected in the Cost/Price volume. Please confirm if this is an actual requirement and add it to the Cost/Price volume instructions or remove the requirement from paragraph L-2.
· Yes this is a requirement L-9 has been updated.
73. RFP Paragraph M-9, Technical Evaluation Factor 1: Understanding the Requirement and Management Plan, page 82. Paragraph (4) under M-9 denotes Offer is to provide a discussion on the logistical consideration to deploy key personnel within 30 days of task order award. However, further down under evaluation criteria, paragraph (7) Offer is evaluated on ability to deploy personnel within 45 days of contract award. Please confirm which timeline is accurate.
· 45 days, this has been updated.
74. RFP Paragraph M-11, Technical Evaluation Factor 3: Professional Compensation Plan, Evaluation Factors, pages 86-87. It is unrealistic for Offerors to match the historical professional compensation plan as this would require them to change their compensation plan structures for this effort. Request that Offerors be evaluated against the requirements of FAR 52.222-46 only and not against the historical compensation plan included in the RFP.
· The government has provided additional clarification for M-11 please see amendment one.
75. RFP Paragraph M-12, Technical Evaluation Factor 4: Guatemala Task Order Proposal, page 87. Please confirm that Offeror is only required to have an in-country office in Guatemala and not an in-country office in both Guatemala and Belize.
· Guatemala only. Not Belize.

· Resumes only for key personnel. Resumes are not part of the page count.
77. RFP Paragraph M-13, Technical Evaluation Factor 4: Honduras Task Order Proposal, page 130. Please confirm that Belize is not included as part of this task order proposal. The second paragraph of this task denotes “Honduras and Belize”.
· Belize is not part of the Honduras task order. Belize is part of the Guatemala Task order.
78. RFP Paragraph M-13, Technical Evaluation Factor 4: Honduras Task Order Proposal, page 131. Please confirm that key personnel resumes are excluded from page count.
· Resumes are not part of the page count.
79. RFP DD254. Will the awarded prime contract be allowed to flow down DD254 to its subcontractors or will the Department of State be the only entity allowed to flow down/issue DD254 to the prime’s subcontractors?
· Re-read Section H.14 section on subcontracts.
80. Please clarify; if the proposal is hand delivered or delivered by mail/commercial, to what physical address should the proposals be delivered – the South Carolina address or the Virginia address. The SF33 says, in block 8, to address the offer to DEPARTMENT OF STATE, ACCOUNTS RECEIVABLE BRANCH, 1969 DYESS AVENUE, BLDG B, NORTH CHARLESTON, SC 29405. The FBO announcement Proposals shall be delivered to 1735 N Lynn Street Arlington VA 22209 on April 24th by 10am EDT as well as e-mailed to weakley-lugokf@state.gov.
· The delivery address is 1735 N. Lynn Street
81. RFP Volume I, Part A, Page 74: Understanding the Requirement and Management - The limit is 20 pages. This is too few pages to adequately address both Understanding the Requirement and Management – especially when a detailed description of the Quality Control plan and a Work Plan is required as part of the proposal. We request the page limit be increased to 40 pages.
· The page limit is 20 pages.
82. RFP Section L-9 Proposal Preparation Instructions, Page 74: Please clarify; Describing the page limitations – there are inconsistencies between the written number and the numerals: See below examples:

There is a thirty (20) page single sided limit imposed on Volume I, Part F: IDIQ Level - Key Personnel
There is a thirty (20) page single sided limit imposed on Volume I, Part G: Past Performance
· The correct number is 20 pages.
83. RFP Paragraph M-15; Technical Evaluation Factor 7: Past Performance, Page 168, first whole paragraph on the page: Please clarify the following restriction as the underlined portion of the statement appears to be a double negative: The prime offeror on this solicitation may not submit past performance of a subcontractor who was a prime on a different contract not as a subcontractor to the offeror.
· The solicitation has been updated
84. FBO states “-3 hard copies of the Technical Volume”. There does not appear to be any further guidance on number of hard copies for Volumes II, III, and IV in the FBO announcement or the RFP. What number of hard copies do you require for Volumes II, III, and IV?
· Updated to need 3 hard copies of the technical proposal and one hard copy of all other volumes with the exception of the contracting documentation which should only be submitted via email. All volumes shall be emailed to weakley-lugokf@state.gov prior to the solicitation closes.
85. Section C-2 “Position Descriptions” continued on Page 25 of the Statement of Work (SOW) outlines the classification system’s identification of Levels I – IV for each of the Police Advisors, Corrections Advisors, IT Advisors, and Administrative and Support Positions; however, pages 26 and 27 of the SOW identifies the Specialist Advisor and Systems Administrator positions as falling under this tiered system. Would the government please review and clarify?
· Specialist advisors and Systems Administrators should be classified as I-IV.
86. Section C-2 “Position Descriptions” classification system consistently identifies positions with Level IVs being the highest level with the most qualifications and experience requirements and Level I being the lowest level with the least qualifications and experience requirements. On Page 27 of the SOW, Tiers I and II under the Administrative and Support Personnel identify a BA/BS as the minimum for education requirements of the position, but Tiers III and IV under the Administrative and Support Personnel only require a high school degree. Would the government please review and clarify?
· The correct priority is from level I to level IV. Level IV should be the most qualified.
87. Section C-2 “Position Descriptions” classification system consistently identifies positions with Level IVs being the highest level with the most qualifications and experience requirements and Level I being the lowest level with the least qualifications and experience requirements. On Page 27 of the SOW, Tier I under the Administrative and Support Personnel identifies the “…two (2) years administrative experience in a professional setting, previous government, two (2) years law enforcement or project management experience” as “Required.” However, this same experience is only “Preferred” for Tiers II, III and IV of the Administrative and Support Personnel. Would the government please review and clarify?
· The positions are reversed. The lower qualifications should be level I and the highest qualifications should be level IV.
88. On Page 27 of the SOW, Tier I under Systems Administrator does not have any education listed. Would the government please review and clarify that this is not a requirement for this position?
· The Systems Administrator must has a bachelor’s degree from an accredited university.
89. In South and Central America, education levels are identified differently from U.S. Standards. For instance, a Bachelor’s degree in the U.S. signifies that an individual successfully completed both high school and the additional collegial requirements for the degree. However, in South and Central America, a “Bachelor” is the equivalent of a high school diploma by U.S. standards. Would the government please confirm that U.S. standards and education equivalents are the expectation for this contract?
· US standards apply to the US citizens. Local or overseas standards apply to local nationals.
90. Section C-2 “Position Descriptions” continued on Page 25 of the Statement of Work (SOW) outlines the classification system’s identification of Levels I – IV for each position and the citizenship, education requirements and experience requirements, as well as other qualifications that candidates must meet to qualify for the position. The Honduras Call Order defines the position number, position title and the position classification level. The Guatemala Call Order position descriptions, beginning on page 92 and ending on page 128 do not define the Level required for all positions with the exception of position “#35 Specialist Advisor Level IV” and “#51 Supply Technician, LES-05”. Would the government please:
a. Review positions #1 - #51 and define the Level classification required for each position rather than providing the range?
b. Correct position “#51 Supply Technician, LES-05” to have a defined classification level?
