Offeror's QuestionRFP Paragraph and page number that relates to the Offeror's question:Offeror's recommended answer or solution:Government Response
1Has the "…common web content mangement system…" already been defined. If so, which one is it?Section 2.2, 11), on page 10.The common web content management system has been defined and the RFP and is now updated in Section C, pg. 11.
2Since each phase is FFP, what happens if as a result of the business requirement and analysis campaign changes need to be made to later phases that will impact the FFPs already offered? Will engineering change proposals be permitted, and will price adjustments be permitted to allow for the myriad unknowns?Section 2.5, 2), on page 11.A well-defined process/mechanism needs to be in place to allow for changes in general design, etc. that may result after the business requirement and analysis campaign due diligence processes. The contracting officer will address on a case by case basis in conjuction with technical team.
3The RFP states: "The solution must be able to accept future upgrades …" Without all future upgrades clearly defined up front, this may not always be possible.Section 2.7, page 12.Recommend changing wording to: "The solution must be flexible enough to reasonably incorporate future upgrades…"The Government agrees and updated the RFP in Section C, pg. 13.
4The RFP states: "The ISF’s current automated and paper-based databases primarily store information related to human resources and criminal records and are on an Oracle-based system." Whicb Oracle release and version is now being used?Section 3, page 13The ISF use Oracle 10g, 9i, and 6i databases. This information was added to the RFP in Section C, pg. 14.
5The RFP states: "ISF project team resources should also be given the authority to make decisions with regard to design and issue resolution. Any deliverable submitted for sign-off will be reviewed and approved without unreasonable delay. Any design in decision making/approval may alter the deliverable timeline." Please define unreasonable delays, in terms of hours or days. This is important, as a delay in getting something approved will result in additional costs to the Offeror, should staff would continue to be paid while they are unable to proceed until decisions are made.Section 8.4, 4., page 27Recommend specific time periods be defined for Government responses to questions, decisions, and approvals, with default scenarios (e.g., "A document is deemed accepted if no feebdback is provided within 5 business days.").The Government agrees and updated the RFP in Section C on pages 28-9.
6The RFP states: "The timeline maybe adjusted as mutually agreed by the Contractor and ISF as long as it does not modify the project scope or budget." There are many potential reasons for adjusting time lines, some of which may affect project budgets. Some of these are caused by reasons outside the Offeror' scontrol (e.g., delays in getting equipment through Lebanese Customs for reasons unrelated to the Offeror, which in turn delays implementation, etc.). Will processes and mechanisms be in place to make allowances for such issues?Section 8.4, 5., page 27.The project budget can only be modified by the Contract Officer. Should the adjustments require a scope or budget modification the Contractor will inform the INL COR and Contract Officer before any adjusted activities occur and request approval. This information was added to the RFP in Section C page 29.
7The RFP state: "In addition to the inspection and acceptance clauses, deductions shall be applied to the overall invoice in the amount of 0.5% for every month delayed beyond contract year period of performance that is not completed within the agreed upon delivery date at outlined in the project management plan. If deliveries are made on time and the deliverables are acceptable to the COR, no deductions to the award price will be made." If the reasons for the delays are not the fault of the Offeror, will this clause still apply?Section H.14, page 53.The Contractor will not be penalized if the Contract can demonstrate with documentation that any delay was not the result of their action or inaction. The Contractor must immediately inform the INL COR of any potential delays. This information was updated in the RFP in Section H, pg. 53
8The RFP states: "The contractor shall ensure that each employee or subcontractor undergo a health examination annually. For existing in country personnel, this medical requirement is waived as long as one was done and on record under the predecessor contract." Is there a predecessor contract" If so, who is/was that contractor, and what was the contrct number?Section H.16, page 54.There is no precedessor contract.
9Are the Cover Page and Table Of Contents to be included in the page count for Volume I?Section L.4, page 81.The Government updated the instructions for the RFP in Section L, pages 80-1.
10The RFP states: "The project management plan shall clearly demonstrate the contractor’s: • technical competence (results-based approach that is either innovative or based on evidence of successful interventions*)" Please clarify what is a "successful intervention"?Section L.7.1, page 82.The contractor's technical competence should be demonstrated by a results-based approach that is either innovative or based on evidence of successful past performances, this has been updated on pg. 82.
11The RFP states: "The cost/price proposal shall clearly explain and delineate all contract costs, i.e. personnel, labor hours, other direct costs, overhead, fee and/or other costs as appropriate." It goes on to say: "it should be accurate and completely segregated into applicable cost elements such as: direct labor, direct labor escalation rates per year, labor overhead, indirect labor, other direct and indirect costs, G&A, and profit." This information is typically requried of a Cost-Plus type contract. Since this is a FFP contract, why is this information requierd?Section L.8, pages 83-84.This information is required in case there are future modifications.
12On Page 15 and Page 16 of Attachment_F_19AQMM18R0059_03, it shows the strategic picture of the current state and the desired state, can we get some more details on the current state configuration of the Infrastructure (Network Diagram, Connection Matrix). This is important because based on the work we do where we typically chart the road map from as-is to desire state, this presents a critical window to address some fundamental infrastructural bottleneck. This also gives us insight as to what is needed to support the Database data part through the different ISF footprint across Lebanon? (No Page Defined)The government provided a pre-proposal conference (presentations are attached to the RFP) to assist contractors with obtaining information regarding the current IT infrastructure. More detailed information will be gathered during the business requirement and analysis campaign phase.
13We noticed a bid emphasized on data analytics for the CCTV which requires video, voice and data sources. Will requirements be provided to architect new IT backbone infrastructure with scalable redundancy that can support the requirements to build an enterprise IT Automation solution? (No Page Defined)No further requirements will be provided until the business requirement and analysis campaign phase.
14Is the plan to leverage the existing LAN and WAN architecture or do we need to build and scope new backbone equipments into out quotes? (No Page Defined)The contractor should upgrade the existing system in the ISF data center to meet the contractor's solution requirements to ensure proper operation and performance efficiency. If the business requirement and analysis campaign phase identify issues that are not within scope of the contract, the contractor should notify the INL COR and ISF.
15Can you share with us the security requirements and controls currently in place. Are we using the existing firewalls or we need to scope new ones and propose appropriate security zones that matches the solution envisioned? (No Page Defined)Only limited security measures exist, which include firewall Fortinet 310 and antivirus applications. The contractor should scope appropriate security features for their solution and propose appropriate security zones that matches the solution envisioned. This information was updated in the RFP in the revised attachment E, no. 19.
16Since this is a Small Business set-aside, would the Government consider progress payments to mitigate the potential cash flow issues associated with the FFP phased approach?Section B.4, page 8.Invoicing schedule updated: The contractor will be able to bill on a quartely basis, for the total price of that associated CLIN.
17Please clarify the exact requirements for the Compliancy Table required for Section C - Performance Work Statement.Page 96, Attachment E, Req. Nbr. 1The Government please provide an Excel spread sheet of the required compliancy matrix for the vendor to complete or respond to.This requirement was removed and the information was updated in the RFP in the revised attachment E.
18Section B all CLIN’s States "The contractor shall invoice upon Government acceptance of the analysis campaign." Will the government accept partial deliverable and invoicing or proposed milestone payment schedules?Page 3, All CLINSRequest the Government change the wording to “Respondents will propose milestone payments schedule as a part of their proposal.”see question 16

Please clarify the exact Help Desk Support required. This information was updated in the RFP in Section C, on pg. 23
23The Government is requesting that "The Contractor is responsible to provide the latest version of the system during the implementation of the solution. This period will start in the base year and continue in each option year." Many of the Software components used in the solution are COTS products and the contractor has no control over the release of specific versions or patches. Would the Government consider altering the language to reflect that the Government and the contractor will agree on the specific version of software to be implemented as part of the Project Management Plan.Page 21, Section 6, Paragraph 4, subsection 6.1.4The Government and the contractor should agree on the specific version of software to be implemented as part of the Project Management Plan after the award of the contract and the completion of the Business requirement and analysis campaign. The Contractor should deliver the latest version of the required system, software, tools, etc. at the time of the award and will be agreed to in the project management plan. 26The Senior IT Project Manager, bullet states "Expert in agile", however Attachment "Figure 1 - Desired Implementation Process" on page 91 of the RFP clearly defines a pure Waterfall Methodology. Is the desire of the Government to implement this solution using Agile or Waterfall Methodologies?Page 29, p 8.6.1Figure 1 is a sample solution. The contractor should provide their proposed solution and the Project Lead should have the appropriate certifications. The RFP was updated in Section C page 31.
27The Certifications required by the "Senior IT Project Manager(s)" includes both the PMP and the CAPM. The Certified Associate in Project Management (CAPM®) Certification was introduced by the Project Management Institute (PMI) in 2003 as an entry level certification for project management practitioners and students. If the candidate is PMP certified, why would they need the CAPM certification?Page 30, Paragraph 14Remove the CAPM Certification requirement, require the PMP certification and associated certification number for verification. The government agrees a and this information was updated in Section C. pg. 32.

-150 users for the Achrafien Pilot

- 3500 users for Helou Barrak

- 5000 users for the ISF HQ

- 8650 users (as sum of all of the above)Page 11, Section 2.5, Implementation SequenceProvide the exact number of licenses the Government would like to purchase for the Base year, both total number of users (named user accounts) and Concurrent users (those that would share licenses). In instances that software licenses are required to be purchased per employee, the contractor will use the estimated number of employees at each location. This information was updated in the RFP in Section C on pages 12 and 16.
61What is the total number of reports that need to be implemented for each of:

- Achrafieh Pilot

- Helou Barrak

- ISF HQ

How can you classify them between complex, medium and simple? Should we consider 20% complex, 20% medium and the rest simple?Page 10, point 13The ISF currently generate numerous reports, likely in the hundreds, at each of the three locations required in this contract. The contractor should work with the ISF to minimize and simplify the report generating requirements wherever possible. These reports should be considered between 25% complex, 25% medium, and 50% simple. This information was updated in the RFP in Section C on page 19.

Is it the Internal Security Forces or another entity? If it is not the ISF, then what is the legal name to whom the licenses should be issued and what is the exact address to it.
Page 25, Section 8.2.2

We highly recommend that the end user would be "The Internal Security Forces" in Lebanon and the ship to and bill to be the US Government. For Oracle Licenses, we usually issue the licenses to the name of the end user which is in this case the internal security forces. We also need to track these licenses and know that they are the property of ISF for any future support beyond the 5 years provided within this contract.

For Hardware, the support should be linked to a specific datacenter, which in this case is ISF.

Oracle has no problem to have the "Ship To" and "Bill To" Addresses as the US Government.

All software licenses required for this contract will be issued to the end user. This information was updated in the RFP in Section C on pages 27 and 35.
65Based on RFP, page 11 section 2.5 the infrastructure upgrade at headquarters takes place in the base year. The RFP Section B is missing this CLIN in the Base year. In addition, all documentation developed or provided by the Contractor shall become the property of the U. S. Government and shared with the ISF as applicable."Page 25, Section 8.2.2We highly recommend that the end user would be "The Internal Security Forces" in Lebanon and the ship to and bill to be the US Government. All software licenses required for this contract will be issued to the end user. This information was updated in the RFP in Section C on pages 27 and 35.
Oracle has no problem to have the "Ship To" and "Bill To" Addresses as the US Government The End User is the tricky part that we need to know about. Who would it be? Is it the Internal Security Forces or another entity? If it is not the ISF, then what is the legal name to whom the licenses should be issued and what is the exact address to it?
