RFP Section / Attachment Number

Page Number and Paragraph Solicitation Requirement Question / Recommendation Government’s Response

1. N/A N/A N/A My name is <<redacted>> and I am the top specialist of marine products in this field. I have spoken with 10 of my distributors and even piecing them together, it will not be enough to fulfill this order. Would you accept the 2018 models of these Engines as the 2017’s are extremely limited?

The engines should be model 2018. SOW / Specifications revised accordingly.

2. N/A N/A N/A I was speaking with my distributors and there are a few discrepancies in the parts list below:

(a) Parts numbers incorrect but I can still look up the parts and get the correct numbers.

(b) You put down each motor gets a kit – yet 2 of the parts would take care of 2 motors, a dual helm and the 7” ICON gauge, if being installed as twins, would be half the number for order. Let me know if all these motors are being rigged as twins or if there are some single rigs.

(a) We are unable to provide a response without identification of the part numbers for which an alleged mistake has been made.

(b) The engines will be installed as twins. That is to say, two engines will be installed per boat. SOW / Specifications revised accordingly.

5. N/A N/A N/A Who is responsible for the order to clear customs?

6. N/A N/A N/A Who is responsible for the fees of custom and how can that be clearly known to be properly adjusted in the contract/bid?

Refer to response to question number 5.

7. N/A N/A N/A If there is a hold in customs, will it cause the contract to go into default?

Not unless the hold is caused by Contractor’s fault, negligence, or failure to follow the instructions of the COR.

For planning purposes only, the customs process could take between 10 to 20 business days to complete.

8. N/A N/A N/A What is the maximum allowance to receive the goods?

Not sure want “maximum allowance” refers to. We are unable to answer the question.

9. Section 2 Page 20, Paragraph 2 (a) The offeror shall provide a Small, Small Disadvantaged, Women-Owned Small, HUBZone Small, and Service-Disabled Veteran-Owned Small Businesses Subcontracting Plan that details its approach to selecting and using Small, Small Disadvantaged, Women-Owned Small, HUBZone Small, and Service-Disabled Veteran-Owned Small Enterprises.

10. Attachment Number 1 Page 1, Paragraph 2 EVINRUDE OUTBOARD ENGINE

E-TEC C175PX G2, MODEL: 2017

- C175PX

As the process will be held on 2018, please allow the contractor to give an outboard model 2017 or higher

Refer to answer to questions number 1.

11. Attachment Number 1 Page 1, Paragraph 3 12) Steering – DPS integrated system

There are two different models: the C175FX, that includes DPS Steering and weights 541 lbs, and the C175PX (requested) that has Remote Steering and weights 507 lbs.

By the knowledge that we have of the operation conditions and maintenance of this outboards in Colombia, we recommend to use the C175PX outboard and include a SEASTAR HIDRAULIC STEERING, without including the DPS as these two systems are redundant. In the C175PX model it is not possible to use DPS Steering. Thus, the numeral will be as follows:

12) Steering – Remote

The recommendation is accepted in the sense of using the C175PX outboard, including a SEASTAR HYDRAULIC DIRECTION, of the following reference:

12) Steering - Remote

Note: not including the DPS

The SOW / Specifications will be revised accordingly.

12. Attachment Number 1 Page 2, Paragraph 2 13) Monitoring system. Ref:

ICOMMAND, ICOM

The ICOMMAND systems have been discontinued by EVINRUDE, which is why we recommend using only ICOM systems, leaving the numeral as follows:

13) Monitoring system. Ref: ICOM

The recommendation to use only the ICOM system is accepted, leaving the number as follows:

13) Monitoring system. Ref: ICOM
