Page 3 of 10, Para 2.2 Aircraft utilized to support this requirement shall be well maintained, 30 years or newer from original manufacture date

There are a number of legacy aircraft platforms suitable to this requirement that exceed the required manufacture date that have a proven track record of exceptional performance in support of the U.S. Government. Restricting the age of aircraft limits competition and may exclude some very capable platforms that otherwise could result in the best value to the Government. If the offeror can demonstrate that the proposed aircraft have been maintained in accordance with the appropriate regulatory and manufacturers’ maintenance standards (i.e. evidence of completion with all current service bulletins and airworthiness directives), will the Government consider aircraft with manufactured dates older than 30 years?

Refer to response to Q31.

34. PWS

Section 2 Point 2.1 & 2.3

Paragraph 4 Paragraph 6

CAA Requirement – “Contractor operator must hold a valid CAA Air Operations Certificate for commercial charter on-demand rotary-wing operations.”

In the PWS, point 2.1, the CO establishes that each aircraft must be registered by the CAA.

However, point 2.3 refers specifically to CAA RAC Part 135 or Columbian equivalent. Are offerors required to have a Columbian specific CAA registration, or will any CAA registration meet the submission requirements?

For the purposes of this PWS, and as stated in paragraph 1.5, CAA means “Colombian Civil Aeronautical Authority”. An additional note has been added at the beginning of the PWS for clarity.

35. Section 2 / Attachment 1 Page 3

2.2 & 2.3

Condition. Aircraft offered under this requirement t shall be maintained airworthy by trained and certified mechanics for that specific airframe

Safety. Each Aircraft shall meet, at a minimum, CAA safety requirements for installed equipment as required by the CAA RAC Part 135 or Colombian equivalent.

As currently written, the PWS prohibits U.S.

aircraft and operators from responding to this solicitation. Will the government consider U.S.

registered aircraft maintained IAW FAA 135 regulations and FAA Part 135 Air Carriers?

As per PWS, contractor must meet all CAA requirements.

36. Attachment 1 PWS /2.5 4 Aircraft shall be equipped with an Emergency Locator Transmitter (ELT) compatible with Government of Colombia (GOC) and regional search and rescue capabilities.

2.8.1. At 0 feet Mean Sea Level (0 Feet MSL) and

20 degrees Centigrade and with a minimum of 1.5 hours of cruise fuel plus 45 minutes of reserve fuel with a minimum of 20 passengers plus baggage (planning weight of 400 lbs for 1 pax and baggage), or a minimum 8000 pounds of internal cargo, or a combination of passengers and cargo, with a total combined minimum internal load of 8,000 pounds.

2.8.2. At 7,000 ft PA, 20 degrees Celsius and with

a minimum of 1.5 hours of cruise fuel plus 45 minutes of reserve fuel with a minimum of 15 passengers plus baggage (planning weight of 400 lbs for 1 pax and baggage), or a minimum 6000 pounds of internal cargo, or a combination of passengers and cargo, with a total combined minimum internal load of 6,000 pounds.

These aircraft capability requirements exceed any and all current medium lift rotary wing aircraft and most medium-heavy lift RW. Generally, aircraft with more than 19 seats require a flight attendant and can place the aircraft outside of Part 135 Operations. Will the government consider a 10% reduction in the capabilities requirement in order to operate within standard category aircraft and 135 requirements?

No, the Government will not consider a 10% reduction. Current operational requirements determine the requirements for minimum of 20 passengers.

Page 5 of 10, Para. 3.1 Mission requirement is that all aircrew personnel are required to speak Spanish in a fluent and coherent manner. Site managers and flight planners must also be fluent in Spanish.

This requirement can be very onerous for U.S.

operators as the number of Spanish speaking pilots that meet the required experience levels are scarce. This may limit competition. With a dual-piloted aircraft, will the Government accept a minimum of one pilot fluent in Spanish? Or perhaps a translator in the jump seat?

Due to the nature of the support, translators are not accepted. All aircrew personnel are required to speak Spanish as per PWS requirement.

42. Section 3 / Attachment 1 Page 5 3.2

Aircrew members and aircraft maintenance personnel must be licensed for their respective positions by the CAA.

Will the government consider U.S. FAA licensed personnel?

Yes, the Gov’t will consider FAA licensed personnel as long as they are currently licensed, or otherwise authorized, for their respective positions by the CAA as well.

Contractor will ensure that all Aircraft are operated by two pilots rated in that type, design, and series for the aircraft being flown. Pilots must have 3000 hours in type with 1500 of the 3000 as type aircraft captain and co-pilots must have a minimum of 1500 hours in type

These pilot time in type requirements when combined with the aircraft requirement for less than 30-year-old airframes will severely limit the pilot pool for this contract and at the expense of mission experienced aircrew. Will the government consider adopting CARB mandated aircrew requirements?

Program review of this requirement weighs Colombian CAA minimums, review of other industry and UN standards as well as Program requirements based upon past safety / performance of helicopter operations in the Colombian Operational environment. Minimum acceptable for the purpose of this contract is as follows: As per Colombia CAA Pilot must have min 2500 hours as a helicopter pilot with 1000 hours as pilot in charge and 500 as co-pilot in type; for nature of this contract, as per proven safety of this requirement the Co-Pilot shall have min 100 hours in type with a minimum of 1500 helicopter hours.

Refer to revised paragraph 3.3.

Pilots must have 3000 hours in type with 1500 of the 3000 as type aircraft captain and co-pilots must have a minimum of 1500 hours in type.

The pilot experience levels seem excessive and will likely limit otherwise very qualified pilots.

For example, the Department of the Defense in Afghanistan requires 250 in type. Ref. CARB 32- CFR Part 861.Will the Government consider lowering the required experience to something more in line with industry standards?

See response to question 43 above.

45. Section 4 / Attachment 1 Page 5 4.3
