About this file

This is a solicitation amendment for a vehicle purchase by the U.S. Embassy in Luanda. The U.S. Government intends to award a Purchase Order to a single responsible offeror whose offer represents the Lowest Price Technically Acceptable (LPTA) based on salient characteristics defined in the solicitation. Quotations must be submitted electronically to LuandaGSOProcurement@state.gov in MS-Word 2007/2010, MS Excel 2007/2010, or Adobe Acrobat PDF format, with individual file sizes not exceeding 30MB. The solicitation requires offerors to submit completed SF-1449 forms (Section I for pricing and Section 5 for representations and certifications), proof of System for Award Management (SAM) registration, and any additional information specified in Section 3. All prospective offerors must be registered in the SAM database prior to proposal submission, as failure to do so may result in non-responsible designation and disqualification. Quotations must be in English, complete, and submitted by the date and time specified in block 8 of the SF-1449 form; late submissions will not be accepted. Award will be made based on initial quotations without discussions, though the Government reserves the right to communicate with companies if clarification is needed.
