About this file

This is a Solicitation Amendment to the U.S. Embassy Luanda Vehicle Purchase solicitation (19A05026Q0007), issued on July 2, 2026, which revises the quantities and scope of the original procurement. The amendment increases the total number of vehicles being procured from six to eight units, with specific quantity adjustments: Line Item 0001 (2025-2027 Left Hand 4WD SUVs) is revised from three to four units at the established unit price, and Line Item 0002 (2025-2027 Left Hand 15-seater Passenger VANs) is similarly increased from three to four units. Line Item 0003 for freight charges remains at a quantity of one. The scope of services section is updated to reflect that the contractor shall furnish and deliver up to eight left-hand drive motor vehicles to the General Services Office at the U.S. Embassy in Luanda, Angola, located at Rua Houari Boumedienne, 32, Bairro Miramar, Luanda, Angola.

All other pricing terms and conditions remain unchanged from the original solicitation. The salient characteristics specifications for both vehicle types are amended to reflect the new quantities: the Toyota Land Cruiser L300 series or equivalent full-size SUV executive model is increased to four units, and the Ford Transit commuter high roof 15-seater passenger van or equivalent is increased to four units. No changes are made to the technical requirements or other contract terms. The amendment was issued by Scott Stahl, Contracting Officer, and applies to the Department of State's procurement for the U.S. Embassy to Angola and Sao Tome and Principe.
