Introduction
It is the intent of the Bureau of Land Management to convey fee trtle of bmldmgs at the former Bureau of Indian
Affmrs (BIN) AdmmastraUve Site, Bethel, Maska. for use of the structures to Yukon Kuskokwun Health
CorporaUon Under Pubhc Law 102-497 (Appen&x A, Attachment 2), signed 24 Oct 92, comnutted the Secretary of the Interior (SOI) and the Secretary of the Air Force (SAF) to equally share the cost of asbestos removal from the BIA faclhUes These facflmes were formally owned bythe Umted States ?ur Force (USAF) and were transferred to the BIN m the early 1960's
BIN has a number of facility buildings, metal, wood. and concrete structures, m the Bethel area vath asbestos contammg matenal (ACM) present on site BIN did not have the experlase avmlable to analyze the sltualaon and determine what ACM exasted m any or all of these structures BIN was further lacking m the expemse necessary, to develop and maplement an abatement plan for the removal of ACM Under Pubhc Law 102-497 it placed the burden of funding for asbestos removal on the SOl and SAF Addilaonally, BIN had neither the expertise nor eapablhty to perform a lead base paint survey of the facflmes
An Interagency Agreement between USAF and the US Department of the lntenor (Appendix A, Attachment 1) was estabhshed. An asbestos facility survey was performed m 1992 and 1993 the lead base paint survey was aceomphshed Work performance by the USAF, 61 lth Civil l_n_neer Squadron (611 CES) began with on site abatement aetavmes m December 1993, and terminated m November 1994
