Solicitation No. 140F0521R0011 – Bethel BIA Data Gap Analysis. - Questions and Answers
1. Will a work plan be required for the site visit and characterization sampling conducted under Task 2?
A work plan is not required for the site visit and characterization sampling conducted under Task 2. The contractor shall take enough samples to develop a Phase II Assessment Remediation Investigation Work Plan and building contaminates (i.e. asbestos) not over seen by the state.
2. Will project meetings be held in-person or virtual?
The Project Kick-of Meeting will be held virtually with the Contractor Selected, Contracting Officer, Contracting Representative, and staff from the Yukon Delta NWR (Project Leader and Deputy Project Leader). The Contracting Officer shall provide all documents to be reviewed prior to the meeting.
The Project Meetings can be held virtually with required personnel, but documents to be discussed shall be provided prior to the meeting. At a minimum, documents will be provided 3 working days prior to the meeting to provide times for review of documents.
Site Visit of will be held in-person with personnel located at the Yukon Delta NWR and virtually with personnel that are unable to attend in person. Note: Virtual will be a short review of activity to be conducted and a review at the end of the site visit to discuss summary of activities completed.
3. The description for Task 1 indicates that the project kickoff meeting should be held within two weeks of award, but the POP, schedule, and delivery table indicated within one week of award. Could you clarify which is correct?
Task 1a Project Kick-Off Meeting - The Contractor will lead a project kick-off meeting with USFWS within two weeks of award to introduce the Contractor Project Manager and key USFWS personnel (Project Manager, Contracting Officer, Site Personnel).
4. Please confirm that no costs should be associated with Task 4 and that they should be included under Task 5. Also, that the POP, schedule, and delivery dates for Task 4 fall in line with Task 5.
Yes, all cost associated with task 4 shall be included in Task 5.
5. For Task 2, would the USFWS be willing to provide estimated sample quantities so bidders are providing equalized costs?
No, the contractor shall evaluate the information provided and determine the required number of samples to be taken to identify contaminates of concern from buildings (i.e. asbestos, lead, PCB’s, arsenic) or to develop the Phase II Assessment Remediation Investigation Work Plan.
6. Does the USFWS anticipate that multiple site visits will be necessary for Task 2?
The minimum number of visits to the site is one. The contractor will need to determine if additional visits are required based on their staffing levels and activities needing to be completed to develop the Phase II Assessment Remediation Investigation Work Plan.
7. Are some or all of the four sets of historical imagery going to be provided after award?
Historical images are provided in the reports provided as attachments.
8. Is USFWS expecting the MS software applications for the geodatabase to be MS SQL Server or MS Access?
This is contractor preference. The database shall be constructed in one of multiple possible MS software applications to eliminate the need for specialized software by future database users. For the geospatial component of the database, other geospatial software (e.g., ESRI) should be used.
9. Under Task 1 Project Management of the Statement of Work, USFWS identifies five meetings (project kick-off, planning kick-off and three more associated with Tasks 3, 5, and 6). Are labor and other costs for the final three meetings to be included in our price for Task 1?
The Quote Page has cost for the Task 1a. Project Kick-off Meeting and Task 1b. Project Planning Meeting. The other required meeting cost shall be included in the Task associated with the required meetings.
10. Are costs for general project management throughout the project (not related to meetings) to be added to Task 1 or should they be distributed to the other tasks?
The general project management throughout the project should be distributed to the other tasks.
11. The Quote Form does not have any line items for Task 4. Should costs to execute Task 4 be included elsewhere in the form or was this an oversight?
The cost of task 4 shall be include in Task 5a.
12. Will USFWS indicate the quantity of samples to be collected under Task 2? Some of analytical methods for noted analytes have high costs and providing assumed quantities would level the playing field for bidding contractors.
No, the contractor shall evaluate the information provided and determine the required number of samples to be taken to identify contaminates of concern from buildings (i.e. asbestos, lead, PCB’s, arsenic) or to develop the Phase II Assessment Remediation Investigation Work Plan.
13. Does USFWS have an expectation on method to collect soil samples beneath building 413 when the slab could not be demolished/disposed due to the presence of ACMs? It seems like this would be a task for after the slab has been removed.
Samples are required to determine the appropriate method of removing the slab and identify quantities of asbestos present in soil (contaminated/not contaminated). Description/diagram of slab (i.e.
cement/asbestos layer (type of material)/plywood?/polysheeting? and photos of slab.
14. Does USFWS expect samples to be collected from between 8 and 16 feet in depth for Alternated Task 8?
Sampling should be conducted in the range of the historical contamination identified in previous sampling.
15. Will USFWS provide GIS files to be used to create the historical geospatial data compilation or is the contractor expected to create shape files based on approximation from figures in the provided report PDFs.
All the maps that we have are pdf. We can get GIS maps from the FWS Mapper site (https://fws.maps.arcgis.com/apps/webappviewer/index.html?id=6a26447602564e6b8d33847515797e 9a#).
16. Are the only figures to be prepared the limited ones specified under Task 5 or does USFWS expect a series of stand-alone figures to be submitted under Task 4.
The Service expects a historic compilation of data in Task 4 and data collected during Task 2 Site Visit and Task 3 Updated Hazardous Building Materials Assessment information to be used Task 5 and 6. If alternate Task 7 and 8 are selected, this data would also be included in the Task 5.
17. Task 4 is not listed on the quote form. Should the cost for Task 4 be added to another Task or should the quote form be updated with a line for Task 4 costs?
The cost of task 4 shall be include in Task 5a.
18. Would an ADEC-approved work plan be required for sampling conducted under Task 7 and Task 8?
Yes, these two tasks would be required to have an approved ADEC work plan as they have been part of the previous remediation at the site. If this work is not completed it would need to be included in the development of the Phase II Assessment Remediation Investigation Work Plan.
19. Will a letter of reference be acceptable to show satisfactory evaluation of work conducted in a remote location for a contract with a similar scope of work? Are there any specific requirements for satisfactory evaluations?
A letter of reference would be acceptable. The site location/description and similar type of work should be documented.
20. Is any testing for LBP or ACM anticipated to be required for building debris?
The contractor shall review previous sampling conducted and determine what additional sampling would be required at the site. Testing for asbestos, lead, arsenic, and PCB's are anticipated.
21. Is Building 413 the only standing building onsite?
The Bethel BIA site, also referred to as the Bethel BIA Administrative site, is located approximately 4 miles west of the City of Bethel, Alaska. This statement of work (SOW) addresses a 45-acre parcel, although over time the 45 acres have been managed as two separate 27-acre and 18-acre sub-parcels.
Building 413 cement slab is the only remaining structure located on the 27-acre parcel. The 18 acre-sub-parcel has debris located on this site from previous structures. The reports provided provide a background of remaining items on this site.
22. Should the groundwater samples only be analyzed for DRO?
Yes, Groundwater samples should only be analyzed for DRO in areas where DRO spill occurred.
23. For comparing proposals, should we assume a certain number of soil samples for Alternate Task 8?
Should these samples only be analyzed for DRO?
The contractor shall review previous studies performed on site to identify the location with potential contamination of DRO from fuel spill and determine the number of samples require to delineate the potential spill area. The only analysis should be DRO in samples taken.
24. Is it your intention that the soil samples in Alternate Task 8 will be collected by drilling through the slab and ACM?
The contractor can determine the method for collecting samplings. Drilling through slab might not be required as most of the building has been demoed and holes in the slab may allow sampling without drilling into the slab.
25. Since this is an ADEC-listed contaminated site, will a work plan be required prior to the sampling that is to be performed under Task 2?
A work plan will need to be completed for items 7 and 8 if they are selected as these items have been previously identified. Task 1-6 do not need a work plan developed.
26. Can Task 2 be performed after the snow has melted?
It is the intention of all site work to be conducted prior to snow falling or after the snow has melted.
27. Task 4 is not listed on the Quote Form. Is it your intention that Task 4 be listed?
The Task 4 items shall be included in Task 5a.
28. The solicitation indicates that “sample collection or testing for LBP, ACM (soil and building material), arsenic, PCBs… should be conducted as needed.” Is it your intention that soil samples be analyzed for asbestos, or perhaps lead, or both?
The intention of the soil samples analyzed for asbestos, lead, arsenic, and PCB's are as needed based on previous surveys conducted on the 27 acre-sub-parcel.
The 18 acre-sub-parcel sampling shall be conducted based on material found on-site.
