About this file

This Addendum #1, issued by Vanasse Hangen Brustlin, Inc. (VHB) on behalf of the Virginia Department of Conservation and Recreation (DCR), provides clarifications and supplemental information for the Widewater State Park Shoreline Stabilization Plan construction project in Stafford County, Virginia. The project scope involves installing two segments of shoreline stabilization, including tree clearing, bank grading, and installation of approximately 698 linear feet of Class III riprap revetment. The mandatory pre-bid conference was held on October 7, 2026 at 11:00 a.m. at Widewater State Park. Sealed bids are due on Wednesday, October 28, 2026 at 2:00 p.m. at VHB's Williamsburg office, with public opening scheduled for October 29, 2026 at 2:00 p.m. The project timeline requires substantial completion within 180 calendar days from Notice to Proceed and final completion within 30 days thereafter. Contractors must be registered with eVA and hold a Virginia Class A contractor license. Addendum #1 includes pre-bid conference meeting notes, contractor questions and responses, attendee list, and Virginia Department of Labor and Industry wage determinations; a signed acknowledgement of the addendum must be included with bid submission.

The contract is awarded on a lump-sum basis to the lowest responsive and responsible bidder. Prevailing wage rates apply to all work, with rates established by the Virginia Department of Labor and Industry covering classifications including carpenter ($22.74 base wage), cement mason ($30.50), stone mason ($45.65), equipment operators, and various laborers, with fringe benefits specified for each classification. Performance bonds, payment bonds, and a 5% bid bond are required. No liquidated damages are specified; however, the owner reserves the right to recover actual damages. The project involves mandatory restoration of grounds and existing infrastructure following completion, with work permitted Monday through Friday between 8:00 a.m. and 5:00 p.m., subject to park manager approval for weekend or extended hour work. Contractors are responsible for all site access maintenance, vehicle staging, and damage repairs, including maintaining access to an adjacent residential property via a shared gravel access road. Tree clearing is prohibited from April 15 through July to protect bat habitat.
