About this file
This is a Questions and Answers document providing clarifications for U.S. Coast Guard Solicitation 19308Q260000007, a small business set-aside RFQ for water and sewage piping system repairs at a cutter's pier. The project requires replacement of approximately 150 feet of sewage piping and 150 feet of potable water piping and fittings.
Key technical specifications confirmed include: current sewage piping is PVC (new sewage piping should also be PVC), current potable water piping is steel (new potable water piping may be steel, PVC, or contractor-recommended materials). Approximately 95 percent of the system is above ground along the tramway, though the system is mostly underwater until river levels drop between August and December. Minimal excavation is anticipated, and current pipe supports and hangers are in good condition and unlikely to require replacement. Electrical power is available at the site for new heater strips/heat trace systems. No asbestos or hazardous materials are known or suspected in existing insulation or piping systems. Work may be performed after hours but not on weekends. Davis-Bacon prevailing wage determinations apply to this construction project, with applicable wage classifications by trade to be referenced.
