# Question Section of RFP Page # Government Response
Response to Question #104 indicates that all hypothetical budgets should be firm fixed price (FFP), however, page 15 of Attachment F in the Amendment 1 RFP indicates that some site visits are FFP while others are cost plus fixed fee.
Please clarify if all site visits should be considered
FFP.

The Amendment did not include Attachment H – the Statement of Work (SOW) for Maternal and Child Health TA Hypothetical 1. Were any changes made to the SOW for this hypothetical task?

Can the government please confirm that for Cohort 2, Hypothetical 2, Task 9: Technical Assistance Tracking System, has been removed from the amended Section J attachment I.

The revised Section M did not provide the weights, or points, that HRSA will use to score each Technical Factor of the Volume 1 and Volume 2 proposals. How will HRSA score Offerors’ proposals?

Response to Question #333 states that we need to provide payroll documentation for the 43 maximum labor rates. Is payroll documentation required for the staff proposed in the hypothetical budgets even if their cost rate is under the maximum rate established for their proposed labor category?

The answer to question #246 indicates that providing a small business subcontracting plan with percentages only is acceptable. Does that mean that the Government is only requiring a small business subcontracting plan be submitted for the IDIQ Business proposal only and not for each of the hypothetical proposals?

Offerors shall submit an HHS Small Busienss Subcontracting Plan (Section J Attachment O) as part of its business proposal for any proposals, including proposals for Hypotheticals, where the proposal exceeds $700,000.00.
The governments answer to Question 23 (regarding additional evaluation criteria for Section M) states “see the updated Section M.”
However, Section M still does not include any sort of proposal scoring rubric. Was that an oversight?
Any additional information on proposal scoring is greatly appreciated.

Question 23 requests information on scoring and weights for the full IDIQ and hypothetical proposals. The response indicates that the information is located in updated Section M;
however, the updated Section M does not provide any information on the scoring approach (i.e., points vs. color coding) or weights for the sections of the full IDIQ and hypothetical proposal. Please provide specific information on how the proposals will be scored, including values assigned to each section of the full IDIQ and hypothetical proposals.

The response to Question 8 requests further specificity on the issue. Question 8 refers to the fact that the assumptions provided in Section L.5 for Cohort 1 hypotheticals 1 & 2 (pgs 50-51 and 53-54 of 109) do not align with the SOW requirements provided in Section J, Attachments F and G. Please clarify whether proposals should respond to the requirements in the Attachments F&G or to the assumptions in Section L.5.
The information in Section J, Attachments F and G define the hypothetical requirements and the assumptions are additional variables that need to be considered when developing technical and cost/price hypothetical proposals.
Is there a possibility that this solicitation could be extended to May 23, 2019. No.
We noticed that in the recently released Amendment 1 for Section J, the Statement of Work under Cohort 2 for the MCH Hypothetical 1 is missing. Was this omission intentional? If not, could HRSA kindly provide the updated SOW for hypothetical 1 under Cohort 2?
Only attachments that were revised were included in Amendment 1. All other attachments that were not revised remain in effect.
