Yes, there are funds available.
2
Who is the incumbent? If there is an incumbent, could you please provide us with the Purchase Order number and the total value?
The incumbent contract number is 70CDCR19P00000080.
3
Previous Incumbent: Could you please inform us who the previous contract holder was for this service? This information will help us gauge the benchmark standards and the expectations from the service provider.
The incumbent is Life Safety Group, LLC.
4
Contract Value: We would also appreciate it if you could share the contract value of the previous period. This will assist us in ensuring that our proposal is competitively and appropriately priced
This information can be found online at www.FPDSNG.gov. The total contract value was $117,000.00 for 5 years.
5
Maximum Budget: Could you please specify if there is a maximum budget allocated for this contract? Understanding the budget constraints will help us tailor our proposal to meet both the project's needs and financial Guidelines.
The price cannot exceed $22,500.00 for the base year.
6
Was there any issues with the previous company that you would like to see improved on?
The government will not provide any past performance information regarding the incumbent.
7
The place I have sourced has 24-hour security camera surveillance, is this sufficient to meet the secured parking requirement?
Please see updated SOW. Security is defined as a parking structure or fenced parking lot with electronic controlled entry and constant video surveillance.
8
If there is a contract for the year, do we sign that or does your office sign the annual parking contract?
Ideally, both parties will sign.
9
Is there an incumbent for this contract? If so, could you please provide their name?
See above question and answer.
10

See above question and answer.
12

See above question and answer.
13
Is this project tax-exempt? If yes, please provide us with the Tax-Exempt form.
FAR 29.302, the government is tax-exempt. The tax-exempt form will be sent after award.
14
Regarding the five parking spaces needed, could you please let me know the makes and models of the vehicles?
Law Enforcement Officers will park their Privately-Owned Vehicles (POV), and the make and models cannot be disclosed. Parking spaces may be used for Government-Owned/Leased Vehicles (GOVs) as well, and our car/van fleet changes. The maximum sizes are a standard full-size car and a 12-passenger van.
15
In terms of my search for facilities, I aim to keep the mileage to 0.5 miles and under. Sometimes the driving distance becomes greater than 0.5 miles based on the route. If the driving distance exceeds the walking distance, does that disqualify a facility even if the walking distance remains within 0.5 miles?
The Government’s requirement is solely based on the walking distance from the parking structure or parking lot to the Harris County Jail Complex. The Law Enforcement Officers will be driving to the jail complex from various locations. The driving distance isn’t a factor.
16
The new SOW states ICE requires placard signs. How stringent is that requirement if we give ICE 5 reserved monthly parking spaces? The garage owner doesn't want signs installed.
The Government will accept reserved placards or reserved numbering or markings on the parking structure or parking space.
17
I would like to inquire about the number of law enforcement vehicles that will be allocated to each individual parking lot.
Five Law Enforcement Officer POVs will be allotted parking spaces on a daily basis. On a quarterly basis, the Government may need up to three additional parking spaces for a short period of time for a visitor(s). Pricing for the three additional parking spaces for a short period of time for a visitor should be included in the price submitted.
18
Since most parking spaces within 0.5 miles of the delineated area are open spaces (with no key card or license plate access), is open-structured parking acceptable?
An open parking structure or parking lot is acceptable if it has reserved, secured parking spaces (i.e. structure or fenced and reserved placards or reserved numbering or markings) with an electronic controlled entry (i.e. key card or license plate access) and constant video surveillance.
19
Is a secured parking structure (with key card or license plate access) acceptable if it’s outside 0.5 miles of the delineated area but within a 1-mile radius?
A secured parking structure outside of 0.5 miles of the delineated area but within a 1-mile radius is not acceptable.
20
Is there an incumbent for this contract?
See above question and answer.
21
Is there a price ceiling or “not to exceed value” for the contract?
See above question and answer.
22
Will the government please clarify if there is an incumbent providing this service on this contract or is this a level of effort a new need?
See above question and answer.
23
If there is an incumbent, can the government please provide the most recent contract award number and contract value?
