About this file
This document contains questions submitted in response to a solicitation and the corresponding government responses. The solicitation is for repairs and renovations to two medical trailers located at the T. Don Hutto Residential Center in Taylor, Texas. One trailer is for administrative use and the other is a dental trailer. The work includes bringing the trailers up to full operational functionality and commercial standards for structural integrity, safe movement within, and sanitary conditions. It also involves installing smoke detectors, emergency lights, fire alarms, and fire extinguishers. The government responses provide clarification that 120 volt battery backup smoke detectors are sufficient, the vendor should quote to meet fire code requirements, and expanded metal covers can be used on air conditioning units.

Project: IHSC Medical Trailers Repair at T. Don Hutto Contract No.: 192120FHQIHSCTDON02
Question #001 Under the Statement of Work, paragraph 2.7.1, it states to install smoke detectors, emergency exit lights, fire alarms, fire suppression system, and fire extinguisher – shall be wall mounted.
Can we use 120volt/battery backup smoke detectors with light and sound or will a full fire alarm system with panels be required?
GOVERNMENT RESPONSE: 120 volt/battery backup smoke detectors with light and sound will suffice.
Question #002
Under the Statement of Work, paragraph 2.7.1, it states to install smoke detectors, emergency exit lights, fire alarms, fire suppression system, and fire extinguisher – shall be wall mounted.
Is there a fire line feeding the trailers now with enough capacity for a fire suppression system?
Where would the fire riser be required to be installed and what type of structure is to be built around the fire riser?
GOVERNMENT RESPONSE: At this time, the Government does not have information regarding fire line feeding and capacity for a fire suppression system. The vendor should quote in order to meet fire code.
Question #003
Under the Statement of Work, paragraph 2.8.4, it states to Fill fuel tank with manufacturer recommended capacity with goal of operating for at least 72 hours. However, during the site visit, it was discovered that the current generator for the Administrative Trailer is only rated for 50 amps and not the 200 amps feeding the trailer.
Are we to just install a larger fuel tank for what is there or provide and install a generator that will back-up the trailer to ensure functionality and in accordance with normal commercial practices?
GOVERNMENT RESPONSE: Vendor to provide recommendation in line with industry best practices.
However, no installation of a larger tank nor generator is permitted. The vendor should ensure the existing generator works within industry best practices.
Question #004
Under the Statement of Work, paragraph 2.8.4, it states to Fill fuel tank with manufacturer recommended capacity with goal of operating for at least 72 hours. However, during the site visit, it was discovered that the current generator for the Dental Trailer will not work for a commercial application because of clearances, run time, or reliability.
Are we to install an outside generator?
GOVERNMENT RESPONSE: See response to RFI #003
Question #005
Under the Statement of Work, paragraph 2.9.2, it states to Install cover on the underside of air conditioning units to prevent equipment tampering. The units require air movement for proper operation.
Can these covers be expanded metal to allow air movement but still prevent equipment tampering?
GOVERNMENT RESPONSE: Yes. The use of expanded metal should be adequate to allow for air flow and to prevent tampering.
