About this file
This Standard Form 30 (SF-30) Amendment of Solicitation modifies the original solicitation for catering services in Rome, Italy (Solicitation Number: 191T7025Q0010). The amendment, issued by the U.S. Tri-Mission Embassy on March 14, 2025, primarily revises Federal Acquisition Regulation (FAR) provisions and clauses related to three key sections: FAR 52.212-3 (Offeror Representations and Certifications), FAR 52.212-5 (Contract Terms and Conditions), and FAR 52.244-6 (Subcontracts for Commercial Products and Commercial Services).
The amendment addresses changes required by Executive Orders 14173 and 14168, implementing a Class Deviation to the FAR effective February 2025. A notable inclusion is a system update notice explaining that the System for Award Management (SAM) may continue to display certain representations that are no longer required in agency solicitations. Contracting officers are instructed not to consider these representations when making award decisions, and entities are not required to update their SAM registrations to remove these representations.

“System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include 52.222-25, Affirmative Action Compliance, and paragraph (d) of
52.212-3, Offeror Representation and Certifications – Commercial Products and Commercial Services.
Contracting officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.”
