ANSWERS TO QUESTIONS ASKED AT THE PRE-PROPOSAL CONFERENCE

Question #1 What is the deadline for submitting questions?
Answer #1: The deadline for submitting questions shall be September 26, 14:00 PM and this will stated in amendment 00001 of the solicitation.
Question #2: Can offeror’s create their own word document of the solicitation for purposes of aiding in submitting a proposal?
Answer #2: No, Changes to the original documents are not allowed.
Question #3: What is meant by “Temporary Services” as stated in section 1.I of the solicitation?
Answer #3: As per section 1.I of the solicitation, “Temporary Additional Services are defined as overseas add on packages added to an existing cell-phone plan”. The temporary services are add on packages added as additions to the standard service packages.
Question #4: Should VAT be included in the prices of section III in the solicitation?
Answer #4: All prices need to be excluding VAT. VAT is priced out in section 1.III.Q of the solicitation. The total VAT amount for all relevant line items and for all option years is entered in this section.
Question #5: Would it be possible to receive historic usage information for overseas cellular use at the Embassy?
Answer #5: Yes all interested parties shall receive historic data information.
Question #6: Are the international data roaming and data requirements stated in the packages inclusive of the package price or are they options?
Answer #6: All the international voice and data roaming included in the Smart phone plans II and III of section III Pricing are all inclusive of the plan and included in the firm fixed price of each plan.
Question #7: Can the offeror define specific countries where they can offer international service as defined in “throughout the world”, in the section III smart phone packages?
Answer #7: Yes. The offeror will need to define their service availability throughout the world in their technical proposal.
Question #8: Would it be possible to supply USB Stick Modem devices as requested in line item 1.III.A.7 that are manufactured in China?
Answer #8: Since all IT products being produced, manufactured or assembled by one or more entities that are owned, directed or subsidized by China as considered high risk products, those same products will not be accepted for the USB Stick Modem devices requested in line item
1.III.A.7.
Question #9: Does line item 1.III.A.8 – Hands-Free Package, include installation?
Answer #9: Yes, section 1.V.10(b) of the solicitation states the following,” As part of this contract, when the Government orders a hands-free car kit, the contractor agrees to install at no additional charge the newly ordered Hands-Free Car Kit units in the Official Vehicles” This installation shall include the removal of any existing hands free units that already exist in the vehicles.
.Question #10: What is the period of active service for the temporary services of line items B.1 and B.2?
Answer #10: Line items B.1 and B.2 state as their cost as a monthly service and the month is defined as 30 days. Total price in this line item is a total yearly price and the line items will be corrected in amendment 0001 of the solicitation to reflect this.
Question #11: Does the international roaming services in the temporary packages of line items
B.1 and B.2 include the West bank and Gaza?
Answer #11: No. those international roaming services in the temporary packages of line items
B.1 and B.2 are for Embassy employees outside of Israel and the West Bank/Gaza and as such do not include those areas.
Question #12: Does the Voice roaming requirement in line items B.2 include calls from the source country to any other country?
Answer #12: No, the Voice roaming requirement in line items B.2 include calls within the source country and calls from the source country to Israel only.
Question #13: What does VODACOM refer to in the US Stick Modem definition in section 1.IV of the solicitation?
Answer #13: In the US Stick Modem definition of section 1.IV to the solicitation, VODACOM refers to “Voice Data Communication”, and should not be confused with the VODACOM South
African telecommunication company or any other brand name.
Question #14: Would it be possible to have a site visit to the locations stated in Attachment 1 of the solicitation?
Answer #14: Yes, it will be possible to visit the locations stated in Attachment 1. Visits need to be coordinated with the Government.
Question #15: What is meant by 24 hours Service stated in line items V.1.II(b) and V.1.II(d)?
Answer #15: The Government expects complete customer service during regular business hours and emergency services 7 days a week and 24 hours a day.
Question #16: What is meant by restricting lines to have access to international roaming as stated in section 1.V.I.6?
Answer #16: Section 1.V.I.6 of the solicitation states, “.There shall be an option to restrict lines to have access to international roaming (voice & data) at no additional charge”, which means that packages that do not include any international voice or data will not have the ability to use voice and data while outside of Israel and the West Bank/Gaza.
Question #17: How does the US Government pay for services?
Answer #17: In accordance to Clause 52.214-4(i)(2), “The Government will make payment in accordance with the Prompt Payment Act.” The Prompt Payment act states, “Bills are to be paid within 30 days after receipt and acceptance of material and/or services - or - after receipt of a proper invoice whichever is later”. In addition, in accordance to 52,232-33 in section 2 of the contract, payment will be made by Electronic Funds Transfer.
Question #18: Are repeaters allowed to be installed in the building stated in attachment 1 of the solicitation?
Answer #18: Repeaters will only be allowed to be installed in the buildings stated in attachment 1 of the solicitation, if the location of the installation is approved ahead of time by the US Government.
Question #19: What are acceptable clients for the list requested in section 3.A.2(3)?
Answer #19: Section 3.A.2(3) states that the list of clients needs to, “demonstrate prior experience with relevant past performance information”. The relative refers to the solicitation requirements.
Question #20: What are the specific accessories needed in the requirement of section 3,A.2(10)
– Price list of accessories?
Answer #20: There is no longer a requirement to submit a price list of accessories and section 3.A.2(10) has been revised as reserved in amendment 0001 of the solicitation.
Question #21: Is there a possibility of awarding multiple awards off of this solicitation?
Answer #21: No, the Government intends on awarding one contract off of this solicitation.
Question #22: Is the service of distributing voice messages to pre-determined lists as stated in section 1.V.1.8 included in the pricing of the line item packages?
Answer #22: No, section 1.V.1.8 of the solicitation states that the contractor must have the ability to distribute voice messages to predetermined distribution lists, but if used will be priced out separately on a different stand alone solicitation.
Question #23: How do the solicitation clauses and laws address local Israeli laws and regulations?
Answer #23: Clause 52.212-4(q) states that, “The Contractor shall comply with all Local laws”.
Local laws are defined as Israeli local laws for this solicitation.
Question #24: In the case of termination, will the Government pay the contractor any obligations made by the contractor?
Answer #24: Clause 52.212-4(l) states that, “The Government reserves the right to terminate this contract for its sole convenience. In the event of such termination, the contractor shall immediately stop all work hereunder and shall immediately cause any and all of its suppliers and subcontractors to cease work. Subject to the terms of this contract, the Contractor shall be paid a percentage of the contract price reflecting the percentage of the work performed prior to the notice of termination, plus reasonable charge the Contractor can demonstrate to the satisfaction of the Government using its standard record keeping system”.
Question #25: Can invoices be submitted in Hebrew?
Answer #25: While section 1.II(g) states that all invoices must be in English, the Government realizes that parts of the invoice may be in Hebrew and the Contractor may submit to the
Government a template translation of their invoice. How the contractor expects to comply with this requirement needs to be addressed in the proposal.
