Amendment 0001 to Solicitation 191S4026R0003
This is an Amendment of Solicitation/Modification of Contract issued by the U.S. Embassy Jerusalem on December 8, 2025, for fuel supply services. The amendment revises Sections 1 and 2 of the original solicitation dated November 20, 2025, and incorporates pre-proposal conference minutes from December 4, 2025, and related questions and answers. The scope of work changes the fuel type from "heating fuel" to "generator fuel" for one delivery category and expands generator fuel delivery locations to include the Embassy Branch Office at 71 Hayarkon Street, Tel Aviv, in addition to existing Jerusalem-area locations. The contract covers supply of 95-octane gasoline (366,000 liters/year), 98-octane gasoline (3,300 liters/year), vehicle diesel (110,000 liters/year), and generator diesel (55,000 liters/year) for the base period of January 1 – December 31, 2026, with four one-year option periods extending through December 31, 2030, plus a six-month optional extension period. All prices are exclusive of Israeli tax, with pricing based on Israeli-regulated prices tied to world oil refinery rates plus a contractor markup per liter.
The amendment establishes payment terms under the Prompt Payment Act (30 days after proper invoice submission) and updates invoice submission addresses to include TelAvivDBO@state.gov in addition to JerusalemDBO@state.gov. The Government intends to award one Indefinite Delivery/Indefinite Quantity (IDIQ) contract from this solicitation, with the awardee receiving multiple delivery orders. Prospective contractors' questions will not be accepted after December 15, 2025 (21:00 Israel Standard Time). Contractor acknowledgment of this amendment is required prior to proposal submission. Key contractual requirements include compliance with insurance, workers' compensation, and Combating Trafficking in Persons clauses, with contract line item numbers (CLINs) adjusted to CLIN 0001 for base and option years (except CLIN 3001 and 4001 for third and fourth option years, and CLIN 5001 for the optional extension period).
