The procurement requires full delivery of 100 percent of items within thirty (30) days ARO, with no partial deliveries accepted. All items must include a minimum twelve-month warranty with locally supported general maintenance, software updates, and equipment revisions. The contractor is responsible for all delivery, transportation, customs clearance, VAT exemption documentation, and replacement of any lost, damaged, or defective items at no cost to the U.S. Government. The award will be made to the lowest priced, technically acceptable, responsible quoter. Bidders must demonstrate experience on at least three (3) similar contracts valued above USD $50,000 each and provide proof within fifteen (15) days of warranty action notification. Dieciséis (16) horas de capacitación en el manejo del equipo portátil de Rayos X para veinte
(40) estudiantes. El Contratista impartirá el entrenamiento a más tardar veinte (20) días calendario después de la llegada de los equipos de Rayos X al Ejército Colombiano. El contratista utilizará instructores certificados OEM, impartirá la formación en español, proporcionará todas las ayudas de formación necesarias y materiales de estudio impresos para capacitar a los estudiantes en la instalación del Ejército de Colombia (probablemente
Tolemaida / Larandia). El equipo recién adquirido podría ser utilizado por los estudiantes para esta formación. Sixteen (16) hours of training in the operation of the handheld X-Ray imager for twenty (40) students. Contractor shall deliver the training no later than twenty (20) calendar days after the X-Ray imagers arrive to the Colombian
Army. Contractor shall use OEM certified instructors, deliver the training in Spanish Language, provide all the required training aids and printed study materials to train the students at the Colombian Army installation (likely
Tolemaida/Larandia). The newly acquired equipment could be used by the students for this training. The training shall include classroom instruction and hands-on practical training with hidden compartments in conveyances.
Before executing the training, contractor shall provide proof of instructors’ OEM certification and the proposed course syllabus for evaluation and approval by the designated Contracting Officer Representative (COR). After the training is completed, contractor shall provide each student with a certificate of attendance for this training indicating the number of hours trained. The contractor is responsible for travel, lodging, and meals for the instructor (s).
As a minimum the training shall cover the following topics:
• Retro dispersion X-ray technology
• Equipment characteristics
• Equipment technical use
• Information and images administration
• Basic maintenance and safety measures
• Operation and functionality tests

The contractor shall consolidate the entire shipment to prevent loss and misdirection. Any lost or damaged items during shipment shall be replaced by the contractor upon notification. Vendor shall replace any defective material or equipment including transportation at no cost to the USG for warranty by one year.
All charges for delivery and transportation to the destination is the responsibility of the contractor. Price must include delivery to the above-mentioned address.

* If applicable (stated in item description), vendors must submit a product sample within the selection process. The sample will be returned once the process is completed. Delivery and return fee costs will be the responsibility of the vendors.
* Award will be made to the lowest priced, technically acceptable, responsible quoter.
* The offeror must provide within 15 days of notification of a warranty action the required information to facilitate shipping of warranty items to manufacturer.
* During the warranty period, the contractor must respond to any technical requests over the phone or e-mail within two hours. During the warranty period, the contractor must repair the equipment to operational condition in a maximum response time of 48 hours,
* The Government reserves the right to reject quotations that are incomplete, non-compliant with the terms of this solicitation, or that are unreasonably high in price.
* For evaluation purposes, the price will be determined by multiplying the offered prices times the quantities stated in the schedule, and arriving at a grand total, including all options, if any.
