About this file

This is a Questions and Answers document from a federal contract opportunity for INL Kyiv EOD (Explosive Ordnance Disposal) Equipment. The solicitation, numbered 191NLE26Q0072, is issued by the Department of State Office of Acquisition Management through the INL (International Narcotics and Law Enforcement Bureau) and seeks equipment for the NPU (National Police of Ukraine) and SGBS (State Guard Service of Ukraine).

The Q&A document addresses a single administrative clarification regarding delivery terms. An offeror requested modification of the delivery terms to Delivery At Place (DAP) to Kyiv, rather than delivery to the United States, to improve efficiency and reduce timeline delays for the end user in Ukraine. The offeror notes that delivering directly to Ukraine would provide greater value to both the USG and the end user compared to shipping through the United States first. The government's response confirms that if the offered equipment meets technical requirements and specifications, the delivery terms can be updated to DAP to the end user location. The question submission deadline was 10:00 A.M. Eastern Time on Tuesday, June 9, 2026, with the RFQ closing date and time also specified as 10:00 A.M. Eastern Time on Tuesday (specific date not fully visible). All questions and responses were to be directed to Mohan Krishnakumar, Contracting Officer, at KrishnakumarM@state.gov.

1AdminSection 4.6; Page 9We have the ability to deliver direct to the end user in Ukraine to decrease the delivery timeline to the end user substantially. The product is not being delivered to the USA and therefore would be inefficient to deliver to the USA just for the USG to ship it back to Ukraine.

Please clarify the delivery terms for this opportunity. Recommend changing delivery terms of RFQ to DAP - Kyiv to simplify the acquisition process & maximize value to the USG & end user. a. The offering should meet technical requirements and is what is being requested or equal to. b. If so, then delivery terms can be updated for Delivery At Place (DAP) to the end user.
